SUBJECT: PUBLIC ARTS COMMISSION ACTIONS — MEETING OF OCTOBER 1, 2014 RECOMMENDATION: The City Council is requested to receive and file this report on actions taken at the October 1, 2014 Public Arts Commission meeting. BACKGROUND: The Commission convened at its regularly scheduled meeting to provide final review of a proposed sculpture at the Linden Walk subdivision, and to begin discussions on subject themes and artistic composition for a new mural at Temple City Library. ANALYSIS: The following summarizes key discussion points and formal actions taken. 1. ROLL CALL Present: Commissioner - Hepler, Larsen, Vice -Chair Keelin, Chair Kim, Rachford, Zhao Excused: Commissioner - Ho 2. CONSENT CALENDAR The Commission approved minutes from their September 3, 2014 meeting. City Council November 18, 2014 Page 2 of 3 3. NEW BUSINESS FINAL REVIEW OF SCULPTURAL DESIGN Background: This item is a follow-up action from the Sept. 3, 2014 meeting whereby the Commission selected artist Greg Hawthorne's design, Balance, for a sculpture at the Linden Walk driveway entrance. The Commission requested that before it provides final recommendation (to the City Council) to approve the design, Olson Company (developer) representatives present the associated landscaping plan for visual compatibility. Summary: The Commission received a presentation from Olson Company representatives Steven Armanino and Peter Duarte on the landscaping plan associated with Balance, the proposed Linden Walk public art installation. Background trees, uplighting, and mass plantings of species with different colors and textures are intended to frame, compliment and interact with the artwork's abstract form, steel materials and light reflectivity. Action: Approved by a 6-0 vote to recommend for City Council approval, Balance, a public art installation at the Linden Walk driveway entrance. 4. CONTINUED BUSINESS POTENTIAL NEW MURAL AT TEMPLE CITY LIBRARY Background: This item is a follow-up action from the Sept. 3, 2014 meeting whereby the Commission moved to recommend muralist Art Mortimer for a new mural at Temple City Library. The mural is to illustrate notable events and/or subject matters specific to the community's history. Summary: Mortimer provided an informal presentation on his portfolio and creative process, as well as ideas on mural development including design context and strategies for community involvement. Subsequently, the Commission began deliberations regarding: (1) the new mural's artistic direction and composition, specifically on desired themes unique to Temple City and; (2) a general intent that the artwork not take sensibilities from Mortimer's signature design of framed photos and postcards (but instead possibly take cues from a mural he completed in 1988 entitled Romance—A Homage to Maxfield Parrish). Action: Approved by a 5-0 vote (Zhao was excused at 8:37 p.m. due to a work conflict) that the Commission, at its November 3, 2014 meeting, define for the new mural: (1) unique themes for exploration between the 1920s to present day; and (2) desired artwork composition and other direction necessary for new mural development. REPORTS FROM CITY STAFF Assistant to the City Manager/Economic Development Manager Haworth presented progress photos of three of five City commissioned artworks by artist Carole Ouejian. An update was also provided on recruitment for a Management Analyst, who will assist in administering the City's Art in Public Places Program. The Commission was also presented with final designs for artist plaques, and signage associated with the Temple City Routes project. The advisory body requested the plaque template include reference to the artwork commission year; and recommended that interpretative signage for Temple City Routes include a masthead font that emulates texture, color and depth found in the installation's text engravings. 6. COMMISSIONER COMMENTS Vice -Chair Keelin suggested that an artwork plaque be installed next to the Millard Sheets mural at 8905 Las Tunas Drive (the Chase Bank building). Commissioner Hepler requested the City boost luminance to the Rosemead Boulevard gateway monuments. CONCLUSION: The Council is requested to review and file this report. FISCAL IMPACT: The recommended action presents no fiscal impact to the FY 2014-15 City Budget. ATTACHMENTS: None.
