City of Lynwood warrant register dated June 4, 2002 for FY 2001-2002.
Recommendation:
Staff recommends for the Lynwood Information Inc. members to approve
the warrant register.
6. THE CALIFORNIA CHANNEL
Comments:
In an effort to educate and provide an electronic bridge between elected
officials and residents of the State of California, the California cable
television industry has created the California Channel.
The California Channel transmits its satellite signal throughout the state
Monday through Friday from 9:00 AM - 3:30 PM. Whenever possible live
programming is aired, however, if both houses of the Legislature have live
sessions occurring at the same time, then one of the houses will be aired
live and the other house is tape delayed.
The California Channel is aired on Channel 35 in the City of Lynwood.
Recommendation:
Staff respectfully requests that the Chairman and Members of the
Lynwood Information Incorporated receive and file this item.

Item #4 BROADBAND REGULATORY PARITY ACT OF 2002
Based on Senate Bill 2430, recently introduced into federal legislation, the Federal
Communications Commission would be required to deregulate broadband services of
phone companies without increasing regulation of cable modem service.
It was moved by Director Richards, seconded by Director Rodriguez and carried to
receive and fife this item.

The Federal Communications Commission has approved a new television technological
service presently referred to as "multichannel video distribution and data service".

Item #4 GEOGRAPHIC INFORMATION SYSTEMS UPDATE
A Geographic Information System (GIS) is a collection of computer hardware, software
and geographic data that allows a user the ability to capture, store, update, manipulate,
analyze and display several forms of information in the form of a map. GIS allows for
several layers of data to concurrently appear on a single map.
City GIS is currently being used by various personnel representative of different
departments in the City to provide basic parcel map and property ownership information
within the City. Code Enforcement is also using this system as a database for Code
Enforcement cases.

SUBJECT: The California Channel
PURPOSE:
To have the Chairman and Members of the Lynwood Information
Incorporated receive and file this item.
BACKGROUND:
In an effort to educate and- provide an electronic bridge between
elected officials and residents of the State of California, the California
cable television industry has created the California Channel.
ANALYSIS:
The California Channel is an independent, non-profit public affairs cable
network governed by California's cable television industry. It is modeled
affer the national C-SPAN service. The primary mission of the California
Channel is to provide Californian's with direct access to proceedings of
the California Legislature, and other forums where public policy is
discussed, debated, and decided.
The California Channel programming is distributed via cable companies in
California. Currently, over 5 million cable subscribers via 108 cable
systems can watch the California Channel from their homes, businesses
and classrooms. The programming can also be viewed through their
website http://www.calchannel.com.
The California Channel transmits its satellite signal throughout the state

I~HKS Today many debate the effects of television. In fact, some argue that
,~ ('~~(s~, television has actually led to the decline of America's interest in politics
'~ ~''~ND~iN{?~'~'~~~ In the beginning television was hailed as a marvel that would bring
H0141E Americans closer to their government. But it never happened that way -
mainlybecause radio and television found that in order to attract
viewership they had to move things quickly. Now your typical television
news story on state government lasts less than b0 seconds -that is if they
run any story at all.
Many political pundits blame inadequate media coverage of government
for undermining the quality of representative democracy and contributin
to the extreme level of ignorance on the part of the citizenry. Many belie
that constituents have become isolated from legislators and other
government officials. Many are ill-prepared to understand and act upon
problems facing government.
Yet, there can be a difference in your television!
First there was C-SPAN, created by the cable television industry to cove
the proceedings of the nation's Congress. Now, seventeen years later,
many are convinced that this national public service represents power ar
truth. In fact, many Americans view C-SPAN as a national treasure.
Building upon the success of that venture, California's cable television
industry is now investing heavily in The California Channel - as a mean
of bringing civic understanding and balance to state policy questions.
The California Channel, like its model C-SPAN, is powerfully simple
because of its unselfish display of completely unedited, unbiased
legislative news. So many people complain about the news media
distorting reality to the right or the left, misusing sound bites and shapin
quotes and content to their advantage. If you really want truth in
government, then stop consuming the talk-show/tabloid television spin
and settle in with the stoic California Channel.
The glory of The California Channel is what you see - a focused camera
simply watching as the inevitable political theater happens. The camera
does not blink, so no one edits what you see. Nobody talks over the
proceedings to tell you what to think, they let the electeds do the talking

The California Channel is a basic journalistic concept -the television
camera serving as the eyes and ears of a private California. citizen. The
network gives each viewer afront-row seat to state policy debates. The
network's most important task remains their original one -daily gavel-tc
gavel coverage of California legislative debates in the hopes of educatin
new generation of civic leaders and voting citizens.
The longer you watch The California Channel the more you see that tim
is the key to everything. Time makes it possible to deal with issues,
whether highly emotional or extremely complex, that seem beyond the
grasp of traditional TV news. When you hear an ultra-conservative
Republican Caucasian Assembly- member from northern rural Californi
passionately voice the plight of the African-American male in today's
society you realize that such a thing could never be captured on another
network. Time creates the potential for boredom, of course, but also for
something that has been virtually banished from television: spontaneity.

asks only for your time and involvement. You won't have to endure plec
drives, nor blatant appeals to donate your hard-earned funds to perpetua~
the programs -because California's cable television industry is picking i
the entire tab. But after watching, you may just want to get involved.

When the Assembly and Senate meet simultaneously, for example, we
'~ )INKS air one house live and tape delay the other house upon conclusion of

same day. When there are no live sessions or committee hearings, we
~"~?~~~'Rt-'~~''1'S broadcast recently recorded hearings that we were unable to air due to
~ HE~hiE time constraints.
News organizations can be granted permission to access The
California Channel's signal and include up to three minutes of our
program feed into their news broadcast.
We also offer our satellite signal to bona-fide educational institutions
at no cost and special permission can be given to state agencies and
others who wish to watch The California Channel programming but do
not have access to it through their local cable system.

Item #4 LOCAL GOVERNMENT GROUPS FILE LAWSUIT AGAINST THE
FEDERAL COMMUNICATIONS COMMISSION CABLE MODEM
RULING
On March 15, 2002 the Federal Communications Commission (FCC) issued a ruling that
cable modem service offered over a cable system is and interstate information service,
not a telecommunications service or a cable service, and therefore local authorities are
not allowed to charge a fee for the cable Internet service like the fee currently charged
for video programming offered by the cable operators.
A group of five national organizations has recently formed the Alliance of Local
Organizations Against Preemption (ALOAP). The organizations include the National
League of Cities, the U.S. Conference of Mayors, the National Association of Counties,
the International Municipal Lawyers Associations and the National Association of
Telecommunications Officers and Advisors.
ALOAP has filed a petition with the U.S. District Court of Appeals asking for a review of
the FCC ruling because of the cost of local communities and the removal of authorities
of local governments regarding public rights-of-way.

BACKGROUND:
AT&T Broadband via a written correspondence dated May 30, 2002, has
notified the City of Lynwood of its intention of increasing its Internet
monthly service rate in duly 2002.
ANALYSIS:
As a courtesy to the City of Lynwood, AT&T has sent notification of its intent to
increase its Internet service rate for some customers. According to AT&T
Broadband the monthly service rate for Internet customers will increase by $7.00.

Modem Lease $10.00 $ 3.00 - $7.00
According to AT&T Broadband, those customers that own their high-speed
Internet modem. will receive a $7.00 credit on each billing statement through the

As you may know, on March 15, 2002, the Federal Communications Commission
decided that cable modem service is an interstate information service, not a cable television
service, Therefore, the 30 day prior notification to local franchising authorities is no longer
required. However, as a courtesy, AT&T Broadband is providing this notice to the City of
Lynwood.

AT&T has provided the attached monthly service charge rate listing to indicate
the changes. AT&T Broadband customers will receive notification of these
changes on their cable bill for the month of June, 30 days before the changes go
into effect. The majority of the charges for cable equipment and installation will
increase as indicated on the attached listing. The five charges that will be
reduced are noted as follows:
• Receiver for basic cable only, will change from $2.25 per
month to $2.00 per month, a decrease of $0.25 per month.
• Remote Control will change from $0.35 per month to $0.30
per month, a decrease of $0.05 per month.
• Unreturned/Damaged/Lost Receiver & Remote, will change
from $262.00 to $165.19, a reduction of $96.81
• Unreturned/Damaged/Lost Digital Receiver & Remote, will
change from $ 500.00 to $325.19, a reduction of $174.81
• Unreturned/Receiver Cord will change from $19.05 to $1.15,
a reduction of $17.90

As part of AT&T Broadband's ongoing efforts to keep you apprised of changes in services that
affect our customers, I am writing to tell you that the following rate changes for Equipment and
Installation (E&I) will take affect July 15, 2002. These specific changes are listed on the attached
sample of our Customer Notification.
Also included with this notification are the changes that will take place to our current Digital Video
packages. As you can see from the attached customer notice, the bonus categories currently
offered will be replaced with two premium packages, Variety and Premier. Anew package tier,
Digital Standard, is also being introduced to provide an additional choice to our customers.
These changes will also take affect July 15, 2002.
Customers will be notified of these changes through a "full-page" bill message that will appear in
their June cable bill, 30 days prior to taking affect. A sample of the customer notice that explains

Comments:
City of Lynwood warrant register dated June 18, 2002 for FY 2001-2002.
Recommendation:
Staff recommends for the Lynwood Information Inc. members to approve
the warrant register.
6. AT&T BROADBAND INTERNET MONTHLY SERVICE INCREASE
Comments:
AT&T Broadband intends to increase the monthly service rate for its
Internet service in July 2002.
Recommendation:
Staff respectfully requests that the Board of Directors of Lynwood
Information Incorporated receive and file this item.
7. AT&T BROADBAND'S 2002 RATE CHANGES FOR CABLE
EQUIPMENT & INSTALLATION AND DIGITAL VIDEO
Comments:
AT&T Broadband intends to change the rates for cable television
equipment and installation, and digital video effective July 15, 2002.
Recommendation:
