RESOLUTION 17-09
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MCCALL, IDAHO,
ADOPTING A REVISED MCCALL GOLF COURSE ADVISORY COMMITTEE MISSION
STATEMENT; PROVIDING FOR RELATED MATTERS; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, on April 12, 2017 the Golf Course Advisory Committee met and voted unanimously
to revise the committee's Mission Statement; and
WHEREAS, the order of topics for the Golf Course Advisory Committee monthly meetings need
to be revised for better flow of business; and
WHEREAS, the McCall City Council approved the revised Golf Course Advisory Committee's
Mission Statement at their regularly schedule Council meeting on May 25, 2017;
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY
OF MCCALL, VALLEY COUNTY, IDAHO THAT:
Section 1: The revised Golf Course Advisory Committee's Mission Statement attached hereto
is hereby adopted.
Section 2: This resolution shall be in full force and effect upon adoption.

MISSION STATEMENT
GOLF COURSE ADVISORY COMMITTEE
PURPOSE: The Golf Course Advisory Committee (GCAC) is established to advise and
make recommendations to the McCall City Council on matters pertaining to the operation
and maintenance of the McCall Municipal Golf Course.
DUTIES: THE COMMITTEE SHALL:
1. At least annually,review the fee schedule for the golf activities and make recommendations
to the City Council for each year's fees not later than October 20 of each year.
2. At least annually, review the Golf Course marketing plan, prepared by the Golf Course
Professional, for the subsequent year and make recommendations on that plan to the City
Council.
3. At least annually, review the Golf Course Rules and Regulations and make
recommendations to the City Council should changes be necessary.
4. Review and make proposals for the development of physical facilities, major course
alterations, and other permanent improvements to the Golf Course.
5. Review prior to City Council consideration, the Golf Course Superintendent's annual
budget request and annual work plan and make recommendations to the City Council for
changes, additions or deletions.
6. Review the Golf Professional's contract provisions and such other policy advisory tasks as
may be deemed appropriate by the City Manager and City Council.
7. Develop a five-year plan that would help give direction to the future goals of the Golf
Course and at least annually, review this plan and submit changes and updates to the City
Council.
STAFF: The Golf Course Superintendent shall serve as the staff to this committee.He/She
will have the Committee minutes signed and entered in the City Council agenda in a timely
fashion. Only following City Council action, will the City Manager authorize execution of
the Committee's recommendations. Staff shall assume responsibility for notifications and
reminders of meetings and assisting the committee in doing research and providing
information and correspondence as necessary to develop the best possible recommendation
for the City Council.
MEETINGS TIMES/PLACES: The Committee shall meet not less than once a month, in
a regular fashion on a specified day,time and place. Such day and place shall be recorded on
the City calendar and otherwise published.

CONDUCT OF MEETINGS: All Meetings shall be open to the public and meetings shall
not be held in any location to which the public is denied access. The following items shall
be on the agenda for the month listed, along with any other items deemed necessary by the
City Council, City Staff or the GCAC.
January: Open Agenda
February: Develop plan for Local Option Tax request
March: Election of Officers
April: Review Development of physical facilities, major alterations and permanent
improvements to the Golf Course
May: Review Golf Course Superintendent's annual budget and work plans
June: Review Golf Course Rules and Regulations
July: Review 5 year plan
August: Update 5 year plan
September: Review Marketing Plan
October: Review the following golf Season's fee schedule for golf activities
November: Review Tournament Schedule
December: Review Golf Professional Contract Provisions
OFFICERS AND DUTIES OF OFFICERS: The Committee shall elect among themselves
in March of each year, a Chair and Vice Chair/Secretary. It will be the duty of the Vice
Chair/Secretary to prepare Committee minutes for each meeting and submit them to the Golf
Course Superintendent for distribution.
TERMS OF OFFICE:
1. The Committee shall consist of six (6) members and three (3) alternate members.
Appointments to the Committee shall be made by the Mayor with the concurrence and
approval of the City Council and removed in the same manner.
2. The Golf Course Advisory Committee shall consist of six (6) members and three (3)
alternate members as follows:
a. Two members representing the Lady's and Men's Golf Associations
respectively. Each Association shall select, elect or appoint an individual for
nomination and convey that name in writing to the Mayor for submittal to the City

Council for approval. Each Association will define the term for which their
representative is to be appointed to the Committee.
b. Three members at large: These members will be residents but not limited to
the City limits of McCall, the requirement is that they have year around residency
and one of the following: A Season or Life Time pass holder and/or have an
established Idaho Golf Association Handicap at the McCall Golf Course.
c. One designated representative from Spring Mountain Ranch by agreement
with the City of McCall.
d. One alternate member representing each the Lady's Golf Association, the
Men's Golf Association and Spring Mountain Ranch. These alternate members are
encouraged to attend and participate in the monthly meetings, however they would
only have a vote or count toward the Committee quorum of three (3) if the regular
member of their respective group was absent.
e. In order to maintain continuity and conduct business in a timely manner the
GCAC may recommend to the Mayor and the City Council to remove any member
who misses two consecutive meetings without prior notification to either the GCAC
Chair or Vice Chair/Secretary or four meetings in any twelve-month period.
