The Council of the City of Medina met in Special Session on Tuesday July 10, 1984 at
7:55 P.M. in the City Administration Office.
Present: Mayor, Thomas Anderson; Councilmembers, Thomas Crosby, Wilfred Scherer, Anne
Heideman, William Reiser; Police Chief Michael Sankey; Public Works Director,
James Dillman
1. PUBLIC WORKS DEPARTMENT
Road Grader Bids
Council reviewed bid received from the Ziegler Corporation which includes a Trade -In clause
for the 14G Motor Grader. Bid price submitted was: Caterpillar, Model 140G was $117,018.
less Trade -In of $118,385. with Ziegler to pay $1,367.00 to the city.
Jim Dillman requested Option 1 be included, that is,a full height cab at an additional cost
of $520.00.
Moved by Scherer, seconded by Reiser to purchase a 140 Model Caterpillar Motor Grader from
Ziegler Inc., fully equipped, including Option A with Ziegler's to pay the city $847.00.
Motion declared carried
Road Maintenance
Jim Dillman asked if money that would have been paid out for the new grader could be used
to purchase additional road material as additional rock should be purchased and funds are
being depleted.
Moved by Scherer, seconded by Reiser to approve using $15,000 from the Equipment Capital
Outlay fund toward the purchase of road material.
Motion declared carried
2. POLICE DEPARTMENT
Union Contract
Moved by Heideman, seconded by Scherer to hold a negotiating session with the Police
Officers on August 1, 1984 at 7:30 P.M. with William Reiser, Thomas Crosby and Thomas
Anderson to represent the City.

Police Car Accidents
Mike Sankey reported that Officer McRae had been involved in an accident with the Police
car when a horse ran onto a road into the car. The vehicle sustained $1500 in damages.
In a second accident a bumper mount was damaged at the Hamel Rodeo site.
Moved by Heideman, seconded by Anderson to recess the Council meeting until the Planning
commission has completed their meeting in the Council Chambers.
Motion declared carried
Council reconvened at 10:50 P.M. in the Council Chambers.
Present in addition to the above: Clerk -Treasurer, Donna Roeh1; Planning and Zoning
Adminstrator, JoEllen Hurr; Attorney, Michael Nash; Engineer, Glen Cook.
3. REZONING, PUBLIC HEARING, 10:50 P.M.
William Reiser conducted this portion of the meeting in the absence of Mayor, Thomas
Anderson.
JoEllen Hurr stated that the Planning Commission does not wish to take citywide action
on rezoning or making changes in the zoning ordinance until they have concluded their
studies, but that City Council should consider taking action on the Twin City Monorail
project at this meeting because of their building schedule.

4. TWIN CITY MONORAIL
William Reiser conducted this portion of the meeting in the absence of Mayor Anderson.
Council discussed Planning Commission recommendations.
JoEllen Hurr stated that approval should include review by the Metropolitan Council.
Subdivision
Moved by Crosby, seconded by Scherer to approve the subdivision of the Twin City Mon-
orail property at Hwy. 55 and Co. Rd. 116 with the following conditions as recommended
by Planning Commission:
Lot lines of the two lots to be approved by staff.
Elm Creek Watershed Commission to review plat and ponding.
Easements to be provided for road purposes as indicated on plat.
Easements to be provided for wetlands and drainage.
park Dedication fee not required if each parcel is over 10 acres in size.

Rezoning
Moved by Crosby, seconded by Heideman to approve the rezoning of the Twin City Monorail
property at Hwy. 55 and Co. Rd. 116 as recommended by the Planning Commission with the
following conditions:
Rezone 4.62 acres from Urban Commercial to Urban Industrial.
Extend sewer district by approximately 6 acres to accomodate proposed building site.
As project is not increasing the need for number of sewer units, use shall not exceed
16 units.

Conditional Use Permit
Moved by Crosby, seconded by Scherer to authorize preparation of a resolution approving
a Conditional Use Permit for Twin City Monorail to construct an office/manufacturing plant
at Hwy. 55 and Co. Rd. 116 with Acting Mayor, William Reiser to sign documents after
reviewed and approved by Councilmember Thomas Crosby. Conditions of the permit to include
the following:
Hours of operation of the business shall be 7:00 A.M. to 5:00 P.M.
Some type of lighting to be provided for security purposes as approved by staff.
Landscaping to be approved by staff as per plan provided.
Rooftop appliances to be screened.
No exterior storage shall be allowed.
Cross easements to be provided between Lots A and B.
Extension of blacktopping requirement to be allowed until January 1, 1986, on rear,
employee parking lot.
All approvals shall be subject to Metro Council review and approval.

JoEllen Hurr reported that the Planning Commission had scheduled another planning session
with John Shardlow for August 28th at 7:30 P.M.
