PROCEDURE TO ADDRESS CITY COUNCIL: If you wish to address the City Council,
please complete a Speaker Request Form, indicating the agenda item number and submit it
to the City Clerk. There will be a maximum 20-minute period for comments on any subject
with a 3-minute time limit on each speaker, unless waived by Council. You have the
opportunity to address the City Council at the following times:
• AGENDA ITEM: at the time the Council considers the agenda item;
• NON-AGENDA ITEM: at the time for PUBLIC COMMENTS. Please note that while
the City Council values your comments, pursuant to the Brown Act, the Council
cannot take action on any item not listed on the agenda; and
• PUBLIC HEARING: at the time for public hearings under NEW BUSINESS.

action on such item and to approve, disapprove, or give direction on any item.

7. CONSENT C ALEND AR
All Consent Calendar item s may be approved in a single motion as recommended
unless rem oved for f urther discussion. If members of the City Council or persons in
the audience wish to discuss any matters listed on the Consent Calendar, please
address them at this time.
Recommendation: Approve Items A through H per recommendations.
A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1) Minutes of the Special City Council Meeting of October 21, 2014;
2) Minutes of the Special City Council Meeting of November 4, 2014; and
3) Minutes of the Regular City Council Meeting of November 4, 2014.
Recommendation: Approve.
B. PARKS AND RECREATION COMMISSION ACTIONS – MEETING OF
NOVEMBER 19, 2014
The City Council is requested to review the Parks and Recreation Commission
actions of their regular meeting of November 19, 2014.
Recommendation: Receive and file.
C. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS –
REGULAR MEETING OF NOVEMBER 12, 2014
The City Council is requested to review the Transportation and Public Safety
Commission actions of their regular meeting of November 12, 2014.
Recommendation: Receive and file.
D. CONSIDERATION TO RELAX THE ENFORCEMENT OF OVERNIGHT
PARKING RESTRICTIONS DURING THE HOLIDAY SEASON
The City Council has traditionally relaxed enforcement of the overnight parking
restrictions during the holiday season to allow families to gather without having
to worry about obtaining an overnight parking permit.

Recommendation: Relax the enforcement of the overnight parking
restrictions from 12:00 midnight on December 14,
2014 to 11:59 p.m. on January 4, 2015.
E. RELEASE OF SURETY BONDS AND OTHER SECURITY FOR TRACT NO.
71792 FOR THE PUBLIC IMPROVEMENTS AT 6128-6130 TEMPLE CITY
BOULEVARD
The City has approved the work at 6128-6130 Temple City Boulevard as
completed and accepted the public improvements for public use.
Recommendation:
1) Approve the work that has been completed and accept the public
improvements for public use;
2) Authorize the partial release of the Performance Bond in the amount of
$64,650, Bond No. 388067-S, dated April 9, 2013, issued by Indemnity
Company of California for Tract No. 71792; and keep 25 percent of said
Performance Bond in the amount of $21,550, as required per Section 12.2 of
the Subdivision Improvement Agreement; and
3) Authorize the release of the Labor & Material Bond in the amount of
$43,100, Bond No. 388067-S, dated April 9, 2013, issued by Indemnity
Company of California for Tract No. 71792.
F. APPROVAL OF A PAYOFF AND RELEASE AGREEMENT BETWEEN
CALABEE’S, INC. AND THE CITY OF TEMPLE CITY
In 2003, the City was interested in improving the business environment
throughout the City, potentially increasing revenues for the City and retail
opportunities for the residents and surrounding communities. On July 1, 2003,
the City Council approved a Loan and Security Agreement by and between the
City and Calabee’s.
Recommendation: Approve a payoff and release agreement
between Calabee’s, Inc. and the City of Temple
City.
G. PETTY CASH REPORT
The City Council is requested to review, receive and file the Petty Cash
report.
Recommendation: Receive and file.

H. ADOPTION OF RESOLUTION NO. 14-5051 APPROVAL OF PAYMENT OF
BILLS
The City Council is requested to adopt Resolution No. 14-5051 authorizing
the payment of bills.
Recommendation: Adopt Resolution No. 14-5051.

10. NEW BUSINESS
A. ADOPTION OF RESOLUTION NO. 14-5048 CASTING VOTES FOR A
CANDIDATE TO REPRESENT CITIES WITHOUT PRESCRIPTIVE WATER
PUMPING RIGHTS ON THE BOARD OF THE SAN GABRIEL BASIN WATER
QUALITY AUTHORITY
The nomination period for election to the San Gabriel Basin Water Quality
Authority Board Member and Alternate Member closed on October 20, 2014.
The City Council is requested to cast votes for a candidate to represent cities
without prescriptive water pumping rights.
Presentation: City Clerk Kuo
Recommendation: Adopt Resolution No. 14-5048 casting the City of
Temple City’s votes to appoint a candidate to
represent cities in the San Gabriel Basin without
prescriptive water pumping rights on the Board of
the San Gabriel Water Quality Authority and
instruct the City Clerk to complete resolution
attach to reflect Council’s decision.
