1. CALL TO ORDER

Mayor Blum called the City Council Regular Meeting to order at 7:30 p.m. in the
Council Chambers located at 5938 Kauffman Avenue, Temple City.
2. ROLL CALL
PRESENT: Councilmember — Sternquist, Yu, Chavez, Blum

ALSO PRESENT: City Manager Cook, City Attorney Vail, City Clerk Kuo,
Economic Development Manager/Assistant to the City

Councilmember Yu made a motion to excuse Councilmember Vizcarra for cause,
seconded by Mayor Pro Tem Chavez.
3. INVOCATION
Lynne Best, Head Deacon, Westminster Presbyterian Church, provided the
Invocation.
Head Deacon Best introduced Reverend Charles Castles, new to the Westminster
Presbyterian Church. Reverend Castles invited the public to attend a free Christmas
concert at the Westminster Presbyterian Church on December 7, 3 p.m.
4. PLEDGE OF ALLEGIANCE
Ray Pena, Temple City Amateur Softball Association coach, led those present in the
Pledge of Allegiance to the Flag.
5. PRESENTATIONS
A. PRESENTATION —TEMPLE CITY LIBRARY BOOKMARK WINNERS
Karen Noyes, Temple City Children's Services Librarian, shared briefly about
the Bookmark Contest Event.

Mayor Blum and City Council presented certificates of recognition to the
bookmark contest winners.
Mayor Blum added recognition of Temple City Amateur Softball Association to
the agenda.
Mayor Pro Tem Chavez welcomed the Temple City Amateur Softball
Association.
Coach Pena (101-1 Division) and Coach Aspeiti (8U Division) of the Temple City
Amateur Softball Association introduced the team players and shared their
accomplishments.
Mayor Blum welcomed Battalion Fire Chief, Mark Tolbert, to the City Council
meeting.
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Karen Noyes, Temple City Children's Services Librarian, announced upcoming
events for the library.

Mayor Pro Tem Chavez pulled item 7F and 7G for staff presentation.
Mayor Pro Tem Chavez made a motion to approve the remainder of the consent
calendar items. Seconded by Councilmember Yu and approved unanimously by

F. FIRST AMENDMENT TO THE CITY'S PROFESSIONAL SERVICES
AGREEMENT WITH TEMPLE CITY CHAMBER OF COMMERCE
City Council's approval of the amendment allows for contractual scope revisions
that clarify expectations between both parties, and which better align with the
Chamber's business oriented role and partnership with the City.
Jane Chavez, Temple City Chamber Commerce (Chamber) Board Chair,
thanked City Council for their support of the Chamber and its activities.
Mayor Pro Tem Chavez made a motion to approve a First Amendment to the
City's Fiscal Year 2014-15 Professional Services Agreement with the Temple
City Chamber of Commerce. Seconded by Councilmember Sternquist and
unanimously carried by the following votes:

G. APPROVAL OF LINDEN WALK SCULPTURAL DESIGN
The City's development agreement with Olson Company required installation of
a public art sculpture at the southwestern boundary of the Linden Walk
subdivision. The Public Arts Commission has recommended a final artwork
design for City Council review and approval.
Steve Armanino, Olson Company representative and Artist Greg Hawthorne,
gave a brief presentation on the final artwork "Balance" to be located at the
Linden Walk subdivision.
Councilmember Sternquist made a motion to approve the design for Balance, an
art sculpture to be located at the Linden Walk subdivision. Seconded by
Councilmember Yu and unanimously carried by the following votes:

A. FISCAL YEAR (FY) 2014-15 CITY BUDGET — FIRST QUARTER BUDGET
AMENDMENTS
The recommended appropriation adjustments are necessary to ensure actual
spending levels in individual line items do not exceed budgeted appropriations
at the close of the first quarter of FY 2014-15.
City Manager Cook provided a brief overview of the budget amendments listed
in the First Quarter Budget Amendments.
Mayor Blum opened public comment. Hearing no request to speak, Mayor Blum
closed public comment.
Mayor Pro Tem Chavez made a motion to authorize staff to revise various
budgeted appropriations for the FY 2014-15 City Budget to ensure actual
spending levels is within budgeted appropriations during the current fiscal year.
Seconded by Councilmember Yu and unanimously carried by the following

B. FIRST QUARTER FINANCIAL STATUS REPORT
To keep the City Council updated on the status of the City's financial activities,
on a quarterly basis for FY 2014-15, the First Quarter Financial Status Reports
(i.e., Treasurer's Report, Revenue Summary Report, Expenditure Summary
Report, and Capital Improvement Financial Status Report) are presented.
City Manager Cook and Administrative Services Director Hause provided a brief
overview of the First Quarter Financial Status Report.
Mayor Blum opened public comment. Hearing no request to speak, Mayor Blum
closed public comment.
Councilmember Yu made a motion to receive and file the First Quarter (i.e.,
July -September 2014) Financial Status Report. Seconded by Councilmember

10. NEW BUSINESS
A. INSTALLATION OF ALL -WAY STOP CONTROL AT THE INTERSECTION OF
LONGDEN AVENUE AND ENCINITA AVENUE
The intersection of Longden Avenue and Encinita Avenue has previously been
identified as having limited sight visibility. A Safety Review of the intersection
has determined that the installation of an all -way Stop control is appropriate
and justified pursuant to CA-MUTCD requirements.
Melissa Demerci, Transtech, Inc., gave a brief presentation on the Longden
Avenue and Encinita Avenue engineering analysis.
Mayor Blum opened public comment.
Bruce Rider, Nanette Fish and Jim Clift, Temple City residents, spoke in favor
of installing warning signs or beacons before the intersection of Longden
Avenue and Encinita Avenue and the all -way Stop signs at that intersection.
Hearing no further request to speak, Mayor Blum closed public comment.
Councilmember Yu made a motion to table this item so staff can follow up with
California Joint Power Insurance Association for their input regarding the
installation of an all -way Stop control and related signs and pavement markings
at the intersection of Longden Avenue and Encinita Avenue. Seconded by
Mayor Pro Tem Chavez and unanimously carried by the following votes:

12. UPDATE FROM CITY MANAGER
City Manager Cook requested Parks and Recreation Director Burroughs to provide
information regarding the upcoming Lights on Temple City. Parks and Recreation
Director Burroughs invited the public to attend the Lights on Temple City on
December 5 from 5-9 p.m. at Temple City Park. The mini -parade with Santa Clause)
begins at 7 p.m. City Manager Cook provided an update regarding his meeting with
City's environmental consultant, John Hunter. John Hunter & Associates will provide
a presentation to City Council in January regarding issues relating to storm water
runoff and its impact.

A. COUNCILMEMBER STERNQUIST
Councilmember Sternquist reported on the 2014 Southern California Water
Summit she attended. She directed staff to work with Charles Trevino of Upper
San Gabriel Valley Municipal Water District on the City's drought tolerant
demonstration garden at 5800 Temple City Boulevard. She also reported on the
monthly Mosquito Abatement meeting she attended. She suggested city staff
partner up with the Mosquito Vector and Control to enforce mosquito abatement
(i.e., green pool, water accumulating in the yard, etc.)

C. COUNCILMEMBER YU
Councilmember Yu also reported on the 2014 Southern California Water
Summit he attended. He shared information regarding ground water legislation,
climate change, reuse of water supply, desalination, watershed management,
and water/energy nexus.
D. MAYOR PRO TEM CHAVEZ
Mayor Pro Tem Chavez commented and reported on the 2014 Southern
California Water Summit he attended. He highlighted a session about
desalination of ocean water. He commented that cities should be at the
forefront of water conservation and not wait for the State to take action.

Mayor Blum thanked staff for a successful neighborhood clean up this past
Saturday, November 15. He also reported on the 2014 Southern California
Water Summit he attended and commented about the urgency to conserve
water.
