BACKGROUND: On November 19, 2014, the Parks and Recreation Commission held their regularly scheduled meeting. ANALYSIS: Following is a summary of actions taken at the November 19, 2014 Parks and Recreation Commission meeting: 1. ROLL CALL: Present: Commissioner - Fish, Georgino, Vice -Chairman Rosso, Chairman Haddad Absent: Commissioner- None Excused: Commissioner - Lopez 2. CONSENT CALENDAR The Parks and Recreation Commission approved the minutes from their Regular Meeting of September 17, 2014 and Special Meeting of October 15, 2014 and received and filed the monthly reports for September and October 2014. City Council December 2, 2014 Page 2 of 3 3. NEW BUSINESS A. APPEAL OF STAFF DECISION TO REMOVE A SWEETGUM TREE LOCATED AT 9839 DAINES DRIVE The Sweetgum tree, located in the public right of way at 9839 Daines Drive, was included on the City's tree removal list for 2014 due to a claim that the tree was interfering with the effectiveness of the resident's solar panels. The adjacent property owner, at 9833 Daines Drive, appealed staff's decision to remove the tree. Upon further investigation, staff determined that the Sweetgum tree was not subject to the Solar Shade Control Act as it had been planted well before the installation of the solar collectors. Staff recommended the tree not be removed at this time. The Commission agreed and approved the appeal. B. APPEAL OF STAFF DECISION TO REMOVE A SYCAMORE TREE LOCATED AT 5471 GOLDEN WEST AVENUE The California Sycamore tree, located in the public right of way at 5471 Golden West Avenue, was included on the City's tree removal list for 2014 due to significant hardscape damage to the adjacent sidewalk, curb, gutter, and street. The property owner at 9833 Daines Drive appealed staff's decision to remove the tree. The Commission approved the appeal and reversed staff's decision to remove the tree. C. REQUEST FROM THE EL MONTE UNION HIGH SCHOOL DISTRICT FOR RESERVED USE OF THE LIVE OAK PARK COMMUNITY CENTER FOR A WINTER FORMAL DANCE ON JANUARY 10, 2015 AND CONSIDERATION OF A FEE WAIVER FOR THE EVENT The EI Monte Union High School District requested reserved use of the Live Oak Park Community Center from 7-11 p.m. on January 10, 2015 for their Winter Formal Dance. The event is to be joint event with students from EI Monte, South EI Monte, and Mountain View High Schools. The request also included extension of park hours until 11 p.m. The Commission approved the requests with the following conditions: 1) Applicant is to provide a minimum of one adult chaperone for every 15 students; 2) All participants are to remain inside the Community Center until the end of the event; 3) Upon conclusion of the dance, all participants are to leave the park and adjacent parking lots immediately; 4) Payment of the required security deposit and additional staff fees; City Council December 2, 2014 Page 3 of 3 5) Submission and approval of the required Certificate of Insurance; 6) Extension of park hours until 11 p.m. for clean-up only (dance to end by 10:30 p.m.). D. REQUEST FROM TEMPLE CITY AMERICAN LITTLE LEAGUE FOR AUTHORIZATION TO HANG A BANNER AT LIVE OAK PARK TO PUBLICIZE REGISTRATION FOR THEIR 2015 SEASON The Commission approved the request. E. REQUEST FROM TEMPLE CITY AMATEUR SOFTBALL ASSOCIATION TO WAIVE THE 51% RESIDENCY REQUIREMENT FOR RESERVED USE OF THE ATHLETIC FIELDS AT LIVE OAK PARK FOR THEIR 2015 REGULAR SEASON The Commission approved the request. 4. MATTERS FROM CITY OFFICIALS A. The Commission received and filed the Parks and Recreation Director's Report for November 2014. CONCLUSION: The City Council is requested to receive and file this report. FISCAL IMPACT: This item does not have an impact on the Fiscal Year (FY) 2014-15 City Budget.
