MEMORANDUM
SUBJECT: ADOPTION OF RESOLUTION NO. 14-5048 CASTING VOTES FOR A
CANDIDATE TO REPRESENT CITIES WITHOUT PRESCRIPTIVE
WATER PUMPING RIGHTS ON THE BOARD OF THE SAN GABRIEL
BASIN WATER QUALITY AUTHORITY
RECOMMENDATION:
The City Council is requested to adopt Resolution No. 14-5048 casting the City of
Temple City's votes to appoint either Councilmember Luis Aguinaga from City of South
EI Monte or Councilmember Margaret Clark from City of Rosemead to represent the
City of Temple City and other cities in the San Gabriel Basin without prescriptive water
pumping rights on the Board of the San Gabriel Basin Water Quality Authority and
instruct the City Clerk to complete resolution attach to reflect Council's decision.
BACKGROUND:
1. On August 29, 2014, Mayor Blum received a letter from Councilmember Luis
Aguinaga from City of South EI Monte (Attachment "B") asking for the City's
nomination to the San Gabriel Basin Water Quality Authority Board.
2. On September 2, 2014, Mayor Blum received a letter from Councilmember
Margaret Clark (Attachment "C") from City of Rosemead asking for the City's
nomination to the San Gabriel Basin Water Quality Authority Board.
3. On October 7, 2014, an item was placed on the agenda for Council's consideration
to adopt a resolution nominating either Councilmember Luis Aguinaga from City of
South EI Monte or Councilmember Margaret Clark from City of Rosemead to
represent the City of Temple City and other cities in the San Gabriel Basin without
prescriptive water pumping rights on the Board of the San Gabriel Basin Water
Quality Authority. Mayor Blum subsequently pulled this item at the meeting as the
Councilmembers were already nominated as candidates to the Water Quality
Board Member Election.

4. On October 24, 2014, the City received a letter from the San Gabriel Basin Water
Quality Authority advising the City Council that it may cast its vote for one of two
nominees to the Board by the date of December 16, 2014, for official count at the
Authority's regular meeting on December 17, 2014.
ANALYSIS:
The nomination period for election to the San Gabriel Basin Water Quality Authority
Board Member and Alternate Member closed on October 20, 2014. The persons
nominated to represent cities without pumping rights were:
Councilmember Louie Aguinaga from the City of South EI Monte. Councilmember
Aguinaga was nominated by the cities of La Puente, South EI Monte, Duarte and West
Covina. Councilmember Aguinaga is seeking reappointment to the Board of the Water
Quality Authority. He has served on the Board of Directors of the Authority since 2010;
and
Councilmember Margaret Clark from the City of Rosemead. Councilmember Clark was
nominated by the cities of Bradbury, Rosemead, La Verne and Sierra Madre.
Councilmember Clark is also seeking appointment to the Board of the Water Quality
Authority. She currently serves as the Alternate Board Member but was previously the
Board Member from 1993 to 2010.
Each City has one vote for each 10,000 residents or majority thereof, as determined by
the 2000 U.S. census data. The City of Temple City has approximately 35,558
residents and is entitled to cast 4 votes for one candidate by resolution of the City
Council.
CONCLUSION:
The City Council is requested to adopt a resolution casting its votes for either
Councilmember Aguinaga or Councilmember Clark to represent the City of Temple City
and other cities in the San Gabriel Basin without prescriptive water pumping rights on
the Board of the San Gabriel Basin Water Quality Authority.
FISCAL IMPACT:
This item does not have an impact on the Fiscal Year (FY) 2014-15 City Budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY,
CALIFORNIA CASTING ITS VOTES FOR COUNCILMEMBER xxx OF THE
CITY OF xxx, CALIFORNIA TO REPRESENT CITIES WITHOUT
PRESCRIPTIVE WATER PUMPING RIGHTS ON THE BOARD OF THE SAN
GABRIEL BASIN WATER QUALITY AUTHORITY
WHEREAS, on September 22, 1992, Senate Bill 1679 was signed into law by Governor
Pete Wilson authorizing the creation of the San Gabriel Basin Water Quality Authority, and
WHEREAS, the Board of the San Gabriel Basin Water Quality Authority is composed of
seven members with three appointed members from each of the three municipal water districts,
one elected city council person from cities in the San Gabriel Basin with prescriptive water
pumping rights, and one elected city council person from cities in the San Gabriel Basin without
prescriptive water pumping rights, and two members representing water producers in the San
Gabriel Basin; and
WHEREAS, the City of Temple City is one of the cities in the San Gabriel Basin without
prescriptive water pumping rights; and
WHEREAS, the City of Temple City may cast its votes for a representative by resolution
no later than December 16, 2014 at 12'00 p.m.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY
FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Temple City casts its votes for
Councilmember xxx of the City of xxx as the representative for cities in the San Gabriel Basin
without prescriptive water pumping rights.

The nomination period for the election of the WQA board member and alternate representing cities
without water pumping rights was closed on October 21, 2014 at 5:00 p.m. Enclosed is an election
ballot, a sample resolution, a list of nominees, and a list of cities without pumping rights and the
number of votes each is entitled.
Each city may cast their votes for only one of the listed nominees in the form of a resolution. The
resolution must be received at the above address by December 16. 2014 at 12:00 p.m. via hand
deliverv. certified mail. FedEx, or UPS WITH SIGNATUREREO UIRED.
ANY RESOL UTIONS THAT ARE RECEIVED AFTER 12:00 P.M. ON
DECEMBER 16. 2014 WILL NOT BE ACCEPTED.
Our office hours are Monday through Friday 8:00 a.m. to 12:00 p.m. and 1:00 p.m. to 5:00 p.m.
Votes will be officially counted during the Water Quality Authority's regular meeting on December
17, 2014 at 12:00 p.m.
