REGULAR COUNCIL MEETING, SEPTEMBER 18, 2017
CALL TO ORDER
The Regular Council Meeting of September 18, 2017, was convened at 6:00 P.M. by
Mayor Carrie Tergin.
ROLL CALL
The f ollowing Council Members were present for the roll call:
Present: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather,
Schreiber, and Ward
*Absent: Wiseman (arrived at 6:08 P.M.)
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Hussey, seconded by Councilman Graham, to
adopt the agenda with an amendment to add of the following two agenda items:
1. Presentation of POW -MIA proclamation and road signs to City by local Veterans
2. Susan Cook Williams – Update on Cole County Youth Day
The motion to adopt as amended was approved unanimously.
MISCELLANEOUS AGENDA ITEMS
Mayor Tergin read a proclamation for “Diaper Need Awareness Week” and presented it
to Katie Epema, President of the Capital City Diaper Bank, who also introduced three
Board Members of the organization. Ms. Epema made comments about the need for
awareness of this issue and thanked the City for the proclamation to heighten
awareness.

Ms. Tammy Boeschen, President the Historic City of Jefferson, and Mr. Nick Monaco,
President of the Historic City of Jefferson Foundation, made a joint presentation
regarding the City’s Down Payment Assistance Program to which they recently donated
$20,000.00. Mayor Tergin thanked them for contributing towards this effort to help
people purchase and rehabilitate homes in the City’s historic districts.
Ms. Donna Deetz read and presented a proclamation from the East Side Business
Association thanking the City for their efforts towards the various successful Eclipse
events in August, specifically the Parks & Recreation Department. Parks, Recreation &
Forestry Director Todd Spalding accepted the proclamation.
Mr. Jeremy Amick and members of local Veteran organizations presented a
proclamation proclaiming Jefferson City as a POW -MIA City. They also displayed one
of the five road signs which would be placed at the entrances into the City. Mayor
Tergin thanked them for this honor and also for their service to our country.
Ms. Susan Cook presented a report on the Cole County Youth Day held in the City, and
encouraged citizens to get involved in next year’s Youth Day event. She thanked
members of the City Council who had participated this year. Anyone wishing to get
involved can contact her at the River City Habitat for Humanity office.
PUBLIC HEARINGS
There were no public hearings scheduled at this time.

A motion was made by Councilman Mihalevich for approval of the appointments as
presented, seconded by Councilman Prather, and approved unanimously.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Ms. Cathy Bordner made a presentation regarding properties on E. McCarty and Sch ool
Street, and provided a handout to the City Clerk to be disseminated to the Council. She
stated those working on the issue requested another extension of the stay on demolition
of properties located in that area as efforts to get that area establishment as a histo ric
district continue.
Mayor Tergin thanked Ms. Bordner for her presentation, and asked Planning and
Protective Services Director Sonny Sanders to also provide a staff update on the
properties. Mr. Sanders stated that federal funding is involved and unless the City
performs certain actions by the federal deadline, the City would be required to pay back
$80,000.00.
At the conclusion of discussion on the issue, a motion was made by Councilman
Prather that the City grant the group an additional 60-days to work on the issue before
the City performs any demolitions on the properties, seconded by Councilman
Mihalevich, and approved unanimously.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Staff Announcements:
Mayor Tergin asked City Counselor Ryan Moehlman to provide results of his
recent legal research on the issue of Comprehensive Plans as established by
state statute. Following Mr. Moehlman’s explanation of the issue, he answered
questions asked by the Council. Councilman Mihalevich indicated he would be

requesting staff to draft a resolution recognizing the efforts of those who had
worked on the Southside / Old Munichburg amendments to the Comprehensive
Plan recently approved by the Planning & Zoning Commission.
