COUNCIL “PRE-MEETING” WORK SESSION, SEPTEMBER 18, 2017
CALL TO ORDER
The City Council “Pre-Meeting” of September 18, 2017, was convened at 5:45 P.M. by
President Pro Tempore Rick Prather who stated that Mayor Tergin would arrive a little
later.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Fitzwater, Graham, Hussey, Kemna, Mihalevich, Prather,
Schreiber, and Ward
Arrived Late: Henry (arrived at 5:50 P.M.)
Absent: Wiseman
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Amendments to Agenda – The Council was asked to add two items to “Miscellaneous
Agenda Items” at Adoption of Agenda, as follows:
1. Presentation of POW -MIA proclamation and road signs to City by local Veterans
2. Susan Cook Williams – Update on Cole County Youth Day
Bill 2017-67 (Contract with Central Bank) – Councilman Kemna stated he would recuse
himself in any discussion or action on this item due to conflict of interest.
*Mayor Tergin arrived at this point in the meeting (5:52 P.M.)
Presentation and/or action on E. McCarty & School Street Properties – Discussion
was held regarding this item. Mayor Tergin recommended that the same discussion be
held in the Regular Meeting and staff asked to be allowed to provide information on the
issue following the presentation.
