INITIATION:
1. Mayor Tyrell called the regular meeting of the City Council to
2. order at 7:30 P. M. Pastor A. R. Hagen, of the Seventh Day
Adventist Church, 9664 Broadway, gave the invocation following
3. which Mayor Tyrell led the Pledge of Allegiance to the Flag.
4. ROLL CALL:

5. APPROVAL OF MINUTES:
a. Regular meeting of January 17, 1967. Councilman Harker
moved to approve the minutes of the regular meeting of January
17, 1967, Councilman Briggs seconded, and the motion was unani-
mously carried.
b. Adjourned Meeting of January 23, 1967. Councilman Merritt
moved to approve the minutes of the adjourned meeting of January
23d, Councilman Beckley seconded, and the motion carried unani-
mously.
Mayor Tyrell called the Councilmen's attention to the format
of the agendas which they felt was well done and very good.
Mayor Tyrell recognized former Mayor and Councilman, Howard M.
Dickason, and welcomed him to the Council meeting.
UNFINISHED BUSINESS:
6. ORDINANCE NO. 67 -219: 2nd read.
City Attorney Martin presented Ordinance No. 67 -219 for second
reading titled AN ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING
THE FIRST PARAGRAPH OF SECTION 6300 OF THE TEMPLE CITY MUNICIPAL
CODE RELATING TO BUSINESS LICENSES. He explained that this
amendment was to business licenses for businesses franchised by
the City such as the utility companies. Councilman Merritt moved
to waive further reading and to adopt Ordinance No. 67 -219,
Councilman Harker seconded, and the motion was unanimously
carried.
NEW BUSINESS:
7. RESOLUTION NO. 67 -697: endorsing and supporting S. B. 54
The City Attorney advised this bill provides for sharing of
forfeiture of cars carrying narcotics and read title to Resolu-
tion No. 67 -697 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TEMPLE CITY ENDORSING AND SUPPORTING S. B. 54. Councilman Harker
moved to adopt Resolution No. 67 -697, Councilman Beckley seconder
and the motion was unanimously carried.
8. RESOLUTION NO. 67 -698: appointing temporary employee- Recreation
Dept.
City Manager Koski presented Resolution No. 67 -698 A RESOLUTION
OF THE CITY OF TEMPLE CITY APPOINTING TEMPORARY EMPLOYEE. Coun-
cilman Briggs moved to adopt Resolution No. 67 -698, Councilman
Merritt seconded and the motion carried unanimously.
9. PARKS & RECREATION COMMISSION RECOMMENDATIONS: Meeting of Jan.
18. 1967
a. Recommend renewal of co- sponsorship of the Temple City Senior
Citizens Club.
Recreation Director Kobett presented the recommendation of the
Parks & Recreation Commission. Councilman Beckley moved to
approve the recommendation and renew co- sponsorship of the Temple

City Senior Citizens Club, Councilman Harker seconded and the
motion was unanimously carried.
10. TRAFFIC COMMISSION RECOMMENDATIONS: Meeting of Febr. 1, 1967,
A. Item 6 - Speed Zone Revision: 1. Olive St. between Rosemead
Blvd. and Baldwin Ave. presently posted 25 mph recommend
increase to 30 mph.; 2.• recommend no change on Live Oak Ave,,
which is presently posted 30 mph.; 3. recommend Temple City
Blvd. between Live Oak Ave. and Lower Azusa Rd. presently
posted 30 mph. be increased to 35 mph.; and 4. Baldwin Ave.
between Live Oak Ave. and Lower Azusa Rd. presently posted
35 mph. recommend increase to 40 mph.
Traffic Engineer Envall presented the above recommendation and
advised speed checks had been taken and following study the
Commission made the above recommendations.
Howard M. Dickason, 5340 Temple City Blvd., referred to #3
Temple City Blvd., stating he felt there should be no increase
in the speed limits there prior to the installation of sidewalks
as people walk in the streets.
Mr. Spichtig, 10215 E. Olive St., referred to #1 Olive Street
stating there were no stop signs between Baldwin going east to
El Monte, that there was no crosswalk going to the park at the
Olive -Arden Dr. intersection. He felt there should be a cross-
walk 4 -ways at Halifaz and Arden Dr., and a 2 -way cross walk
at Glickman and Olive, for the school children and due to the
increased traffic.
Peter B. Foster, 10216 E. Olive, agreed with Mr. Spichtig, and
stated there were only four stops between El Monte Ave. and
Rosemead, the school bus pick -up is on Olive St. and the people
in the area want to be protected. Also he felt Olive is not
wide enough to warrant increased traffic.
Robert C. Gannon, 10058 Olive, requested the present speed law
be retained.
Ed Maljanian, 10414 E. Olive, was opposed to the increased speed
recommendation, and added that there are no sidewalks and
people have to walk in the street.
Mrs. Edith Gottfried, 10257 Olive, requested 25 mph speed limit
be retained and a stop sign placed on the corner of Olive and
Arden.
Mr. Climer, 10405 Olive, felt 25 mph should,be retained and that
there should be street markings for a pedestrian crossing at
Arden and Olive.
Harry Scheibe], 10317 Olive, stated the need for a stop sign and
cross walk at Arden and Olive.
No one else from the audience came forward to speak.
Councilman Harker felt the reasons given by the Traffic Commis-
sion for increased mph on Olive in their analysis were in-
sufficient to change the posted limitation in view of the hazards
it would bring about.
Councilman Merritt agreed that the corner of Olive and Arden
needed attention, and favored the installation of a stop sign.
Councilman Beckley moved to deny the change in traffic on Olive
and to refer the matter back to the Traffic Commission for con-
sideration of stop signs, Councilman Briggs seconded, and the
motion carried unanimously.
In addition the staff will install advance warning signs for the
signal.

A. 2. Recommend no change on Live Oak Ave. which is presently
posted 30 mph. No further action taken.
3. Temple City Blvd. between Live Oak Ave. and Lower Azusa
Rd. presently posted 30 mph. recommend increase to 35 mph.
The Traffic Engineer presented the above recommendation stating
the Commission felt 35 mph. would be a more appropriate speed.
Following discussion Councilman Briggs moved that inasmuch as
sidewalks are to be installed on Temple City Blvd. that the
recommendation of the Traffic Commission be approved as of the
date of these improvements, Councilman Merritt seconded, and the
motion was unanimously carried.
4. Baldwin Ave. between Live Oak Ave.and Lower Azusa Rd.
presently posted 35 mph. recommend increase to 40 mph.
Following discussion Councilman Beckley moved to approve the
recommendation to increase to 40 mph. on Baldwin Ave. between
Live Oak Ave. and Lower Azusa Rd., Councilman Harker seconded,
roll call vote to carry the motion as follows:
AYES: Councilmen - Beckley, Harker, Merritt, Tyrell
NOES: Councilman - Briggs
ABSENT: Councilmen -None
B. Las Tunas Dr.: Revised Signal Timing.
The Traffic Engineer presented the recommendation for the devel-
opment of traffic progression on Las Tunas Dr. by revised signal
timing in order to expedite peak traffic flow westbound between
6 :45 and 8 :30 A. M. and eastbound from 4 :30 to 6 :15 P. M.
Councilman Beckley recommended the Council have a study session
with the Traffic Commission on this problem, and so moved, Coun-
cilman Merritt seconded, and the motion carried unanimously.
C. Item 8 - Cloverly Ave. and Broadway: recommend a yellow school
crosswalk be placed across Cloverly Ave. at the north line of
Broadway to complete the intersection re crosswalks.
The above recommendation was presented by Engineer Envall. Coun-
cilman Merritt moved to approve, Councilman Briggs seconded, and
the motion was unanimously carried.
D. Item 11 - Camellia Festival Parade:
Traffic Engineer Envall presented the recommendation that a blue
line be painted down the center of Las Tunas Dr. from Sultana to
Rowland for the Camellia Festival parade. Councilman Harker
moved to approve recommendation D as presented, Councilman Briggs
seconded and the motion was unanimously carried.
E. Item 11 - Blackley Street & Alessandro Ave. - Blvd. Stops
Recommended placement of boulevard stop signs on Alessandro,
north and south approaches to Blackley, with stop and stop
bar pavement markings.
Traffic Engineer Envall presented the above recommendation.
Councilman Merritt moved to approve recommendation E, Councilman
Harker seconded, and the motion carried unanimously.
11. RESOLUTION NO. 67 -699: Warrants & Demands in the sum of
$79,196.37, No. 9187 through No. 9266
Councilman Beckley referred to warrant No. 9224 correcting the
statement of claim to read "per contract ". He then moved to
adopt Resolution No. 67 -699 as corrected, Councilman Harker se-
conded and the motion was unanimously carried.
12. SET PUBLIC HEARINGS: SIDEWALKS
a. Baldwin Ave. east side 5400 block Daines to Olive
SET ASSESSMENT HEARINGS: SIDEWALKS
a. Baldwin Ave. east side, La Rosa to Lower Azusa, 5014 Baldwin
Ave. proposed assessment $134.40
b. Baldwin Ave. west side, La Rosa to Lower Azusa, 4823 Baldwin
Ave., proposed assessment $156.00
Councilman Briggs moved to set the three items listed above for
public hearing on Febr. 21, 1967, at 7:30 P. M., Councilman
Merritt seconded, and the motion carried unanimously.

13. COMMUNICATIONS:
a. Pacific Outdoor Advertising Co.
City Manager Koski presented letters from Pacific Outdoor
Advertising Co. requesting consideration re present license
fees in connection with their business.
Mr. Jay Kingry, of Pacific Outdoor Advertising Co., spoke on
behalf of Foster & Kleiser Co. as well as his own company,
requesting reconsideration by the Council of the license fee
presently required per billboard. He quoted the fee schedules
of neighboring cities and explained in full their operation
as to costs of the operation, approximate net profits and details
pertinent to their business. He suggest the fee possibly be set
at $50. for first billboard and $5.00 for each additional struc-
ture, which would be $140. per yr. for his Company with 18 bill-
boards, and $120. for Foster & Kleiser who have 14 structures.
Mr. Edw. Dato representing Foster & Kleiser confirmed the pre-
sentation made by Mr. Kingry.
Following considerable discussion Councilman Harker moved to takL
this up at a study session on February 20, Councilman Merritt
seconded, and the motion was unanimously carried.
b. Merchants Division of the Chamber of Commerce requesting
approval of sidewalk sale on Febr. 22 from 9 A.M. to 6 P.M.
during which time merchandise from tables placed on sidewalks
will be sold; also requesting restricted parking on Las Tunas
Dr. from Primrose to Kauffman on both sides of the street,
and permission to place flags on poles holding the overhead
wires on Sat. Febr. 18 and to be removed the 22nd.
Alex Goodman, Manager of the Chamber of Commerce, advised the
Council this sale has been authorized by the Board of Directors
of the Chamber of Commerce.
Following discussion Councilman Merritt moved to approve the
requests subject to the regular insurance requirements and
the restricted parking limited from Primrose to Camellia, Coun-
cilman Briggs seconded, and the motion carried unanimously.
c. The City Manager presented a letter from the Volunteer Foster
Care Committee of Los Angeles County requesting Febr. 14 -20
be proclaimed "Foster Home Week ". Councilman Merritt moved
to have the Mayor so proclaim, Councilman Harker seconded, and
the motion carried unanimously.
c. The City Manager presented a letter from Bert Smith of Zager
Smith Carpet Co. concerning the mall construction and his vital
need for rear loading facilities. He advised he had visited Mr.
Smith personally and everything is being done to work this out
with Mr. Smith. The letter was referred to the Mall file.
14. TiME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
No one came forward to speak at this time.
15. MATTERS FROM CITY OFFICIALS:
City Manager Koski presented Resolution No. 67 -701 requesting
an amendment to the Federal Highway Beautification Act of 1965
re compensation required to be paid to owners of billboards and
landowners leasing . the billboard sites. Councilman Harker moved
to adopt Resolution No. 67 -701, Councilman Merritt seconded,
and the motion was unanimously carried.
City Manager Koski advised that on Jan. 6 letters were sent to
four kennel operators who at that time did not comply with the
kennel provisions of our zoning ordinance adopted in 1964, nor
have they filed for a conditional use permit to conform to the
zoning amendment adopted last year. They were advised if they
had not applied by Febr. 5 the matter would be turned over to
the City Attorney's office for action in accordance with your
direction at this meeting.

Mrs. Dunham, of 9425 Gidley St., has applied for proper building
permits in order to make necessary corrections to comply with the
Ordinance adopted in 1964.
Re Dean Watson, 9382 Lower Azusa Rd., the City Manager presented
a letter from Mr. Watson asking for your consideration relieving
him of the provisions of my letter of Jan. 6 which gave him 30
days to comply with the ordinance of 1964. In his letter he
requests that he be considered a legally non - conforming use be-
cause in March 16, 1964, the then owner of this property appear-
ed with him before the Planning Commission with request that
if he purchased the property it could be used as a kennel, which
was granted and they went ahead with the purchase of the property
. -
A county license was applied for and finally issued in the fall
of 1964, and they have been licensed annually since then. They
raise dogs as a hobby and for preparing their dogs for the show
ring.
City Attorney Martin advised the Ordinance was adopted in April,
1964, and Mr. Martin entered into escrow the latter part of March
1964, and the ordinance became effective 30 days from adoption
which would be May 1964. Mr. Watson received his kennel license
in the fall of 1964 after the ordinance was effective and he
should have complied at that time. He did not do so and has
not been in compliance for three years, and now will have to
ccnstruct the necessary facilities or seek to be excused before
the Planning Commission requesting a conditional use permit.
Following discussion Councilman Merritt moved to grant a relief
period until Febr. 21, 1967, meeting of the City Council during
which time he will have complied with the ordinance or filed
for a conditional use permit. The City Manager will have a
report for the Council on that date as to what course Mr. Watson
will take and will be guided accordingly. The motion was second-
ed and carried unanimously.
The City Manager referred to Mr. Harold Shook of 4906 Encinita,
who also had been given thirty days to comply with the ordinances
of the City. A letter received from Faith, Weiss & Holland,
Attorneys of 814 Foothill Blvd., Monrovia, on behalf of Mr. Shook
has been reviewed by the City Attorney who advised the matters
as stated are not germane to the decision. Following discussion'
Councilman Briggs moved to start proceedings against him and
have the necessary papers prepared charging him with maintenance
of a public nuisance, namely violation of the ordinance, and
requesting abatement thereof, and to instruct the City Attorney
to file, Councilman Beckley seconded, and the motion was unani-
mously carried.
The City Manager advised Mr. Ed Boys, 4916 Encinita Ave., had
also received the same letter requiring compliance within thirty
days which ended on Febr. 5. Mr. Jimmy Butler, 4916 Encinita
Ave., spoke for Mr. Boys and advised that he believed that Mr.
Boys intended to file for a conditional use permit. The City
Manager stated Mr. Boys had consulted the Planning staff on the
details for filing but as yet had not done so. Councilman:
Beckley moved to continue this to Febr. 21 for Council action,
Councilman Merritt seconded, and the motion carried unanimously.
The City Manager and the Traffic Engineer presented a proposed
plan they had been working on with Miller Dial Co. on Ellis Lane
which would eliminate the present island and form an approximate
90 degree intersection all with curb and gutter. Miller Dial
Co. have indicated their cooperation in this project by installa-
tion of improvements of curb and gutter along the frontage of
their property. Following discussion the staff was instructed
to get the cost breakdown for the improvement and report back
to the Council,
RESOLUTION NO. 67 -700: The City Manager read in full Resolution
No. 67 -700 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY EULOGIZING PAUL B. SEVERLOH AND EXPRESSING CONDOLENCES TO
HIS FAMILY. Councilman Merritt moved to adopt Resolution No.
67 -700, Councilman Briggs seconded, and the motion carried unani-

mcusly. The City Manager was instructed to forward a copy of
the resolution to Mr. and Mrs. Severloh, at 10517 Key West,
parents of Paul B. Severloh, who was killed in action in Viet Nam,
Councilman Beckley commented that where the dividers end on
Baldwin Ave. they are painted white and he wondered it this might
not be practical for Rosemead Blvd, where dividers occur. This
is a responsibility of the State and the Public Works Director
will contact them and see what can be done.
Councilman Beckley stated he had been contacted by Mr. Swain, the'
President of the Sister City Committee advising him that a number
of residents of Magdalena, our Sister City in Mexico, will be her
for the Camellia Festival. He suggested possibly some lighting
effect on the Sister City plaque in Temple City Park could be
arranged. The staff will check this out and report back.
Councilman Harker read a "Thank You" note from the Santa Anita
Convalescent Hospital for participation by the City for his
attendance in the dedication of the new wing built there. He
reported a big improvement in the operation.
In connection with a complaint filed about red curb adjacent to
their driveway the Traffic Engineer advised there are no stall
markings in the City that do not have red curb next to it.
The City Manager will so inform the complainant.
16. ADJOURNMENT: There being no further business the Mayor declared
the Council adjourned to the next regular meeting of the City
Council on Febr. 21, 1967, at 7:30 P. M. in the Council Chambers
of the City Hall, 5938 Kauffman Ave., Temple City. Council ad-
journed at 9 :30 P. M.
