ATTENDEES:
Committee members present: Erin Wiseman, Laura Ward, Mark Schreiber, David Kemna

Meeting came to order at 7:29 a.m., the minutes were approved with a motion by Councilwoman
Laura Ward and seconded by Councilman Mark Schreiber. The motion passed 4-0.
Charter Review:
Presented by Ryan Moehlman. Ryan Moehlman presented three potential amendments to the
City Charter.
City Clerk residency requirements currently states the Clerk must live within City limits at
appointment. Ryan Moehlman suggested changing requirement to the same as department
directors. A motion was made by Councilwoman Laura Ward and seconded by Councilman
Mark Schreiber. The motion passed 4-0.
City Prosecutor is currently an elected position. Ryan Moehlman suggested changing to an
appointed position. A motion was made by Councilman Mark Schreiber and seconded by
Councilman David Kemna. The motion passed 4-0.
Term Limits for councilmembers are currently eight years. Ryan Moehlman suggested removing
the current limit and allow four terms but off for a 23 month “cooling off” period before serving
another two terms. Ken Hussey mentioned there were not term limits in the original charter. The
current limits were added in the early 90’s when it became popular across the country. A motion
was made by Councilwoman Laura Ward and seconded by Councilman Mark Schreiber. The
motion was passed 4-0.
Attendance and Votes by Electronic Means:
Presented by Todd Spalding. Todd Spalding suggested an Ordinance to allow Cultural Arts
Commission to attend meetings and cast votes by electronic means. The last six out of ten
meetings were not held because of lack of quorum. A motion was made by Councilwoman Laura
Ward and seconded by Councilman David Kemna. The motion passed 4-0.

meetings and cast votes by electronic means. A motion was made by Councilwoman Laura Ward
and seconded by Councilman David Kemna. The motion was passed 4-0.
Modify Member Requirements for Electrical and Plumbing Licensing Boards:
Presented by Larry Burkhardt. Larry Burkhardt presented an ordinance to modify member
requirements making the membership of each board similar to the other. A motion was made by
Councilman Mark Schreiber and seconded by Laura Ward. The motion passed 4-0.
Appointment Review:
Presented by Gail Strope. The committee made nine new appointments. A motion was made by
Councilman Mark Schreiber to approve the following appointments and seconded by
Councilwoman Laura Ward. The motion passed 4-0.

There being no further business, Councilman Mark Schreiber made the motion to adjourn which
was seconded by Councilwoman Laura Ward. The motion passed 4-0 ending the meeting at
8:45a.m.
Next meeting is scheduled for June 7, 2017 at 7:30a.m. in the Boone/Bancroft room at City Hall.
