ATTENDEES:
Committee members present: Erin Wiseman, Laura Ward, Mark Schreiber, David Kemna and
Ron Fitzwater.
Staff present: Gail Strope, Steve Crowell, Ryan Moehlman, Sonny Sanders, Eric Barron, Eric

Meeting came to order at 7:30 a.m., the minutes were approved with a motion by Councilman
Mark Schreiber and seconded by Councilwoman Laura Ward. The motion passed 5-0.
Food Truck Discussion:
Presented by David Grellner. David Grellner gave a brief history of food truck ordinances in
Jefferson City. Food Trucks can serve in private parking lots with the permission of owner and
Festival districts. They are licensed like any other kitchen establishment. The Fire Department
inspects the trucks during festivals when there are numerus food trucks but not for individual
carts (although they are subject to inspection.) There are currently eight mobile food vendors
licensed in Jefferson City. Columbia has food truck zones.
Temporary Lodging, Airbnb:
Presented by Eric Barron. This is a zoning code issue involving short term rentals, which are
currently not permitted in residential districts. Planning and Protective Services has sent letters to
six citizens they found listing their properties for rent in violation of zoning code regulations. A
zoning code amendment could be pursued to allow for such uses, with property owners applying
for special exception permits from the Planning and Zoning Commission and City Council. Eric
reviewed possible ordinance options and items to consider. Committee members recommended
Fire and Building inspection provisions be added. A motion was made by Councilman Mark
Schreiber and seconded by Councilwoman Laura Ward to move this matter on to the Planning
and Zoning Commission for their review and recommendation. The motion passed 5-0.
Retitle Positions within the Wastewater Division:
Presented by Eric Seaman. Due to the vacancy at the Wastewater Treatment Plant, staff has
evaluated the positions and would like to reclassify the vacant Crew Leader position to
Equipment Operator I/II position. A motion to approve was made by Councilwoman Laura
Ward and seconded by Daven Kemna. The motion passed 5-0.
Firefighter Testing:
Presented by Matt Schofield. The current ordinance was established in 1994. The Fire
Department would like to update a small section of the entry level Firefighter testing, no changes
to promotional steps. The current ordinance says the top 20 scores pass the written test. Staff
would like to change to a passing score recommended by the testing company for that test. This
would allow staff to know if the applicant passed upon scoring and speed up the hiring process
by allowing them to immediately go to the practical exam rather than waiting days to schedule
after all tests are complete. Dirk Protzman, President of Local 42 IAFF spoke in support of the
recommended changes. A motion was made by Councilman Mark Schreiber and seconded by
Councilwoman Laura Ward. The motion passed 5-0.
Appointment Review:
Presented by Gail Strope. The committee made six new appointments. A motion was made by
Councilwoman Laura Ward and seconded by Councilman Ron Fitzwater. The motion passed 5-
0.

There being no further business, Councilwoman Laura Ward made the motion to adjourn which
was seconded by Councilman Ron Fitzwater. The motion passed 5-0 ending the meeting at 8:26
a.m.
Next meeting is scheduled for September 6, 2017 at 7:30 a.m. in the Boone/Bancroft room at
City Hall.
