HomeMy Public PortalAbout11/04/97 CCM221 MEDINA CITY COUNCIL MEETING MINUTES OF NOVEMBER 4, 1997 The City Council of Medina, Minnesota met in regular session on November 4, 1997 at 8:00 p.m. in the City Hall Chambers. Mayor John Ferris presided. Members present: Ferris, Zietlow, and Thies. Members absent: Hamilton and Johnson. Also present: Interim Police Chief Ed Belland, Attorney Ron Batty, Public Works Director Jim Dillman, City Engineer Glenn Cook, and City Clerk -Treasurer Paul Robinson. 1. Approval of the Agenda Agenda Item B1 was moved to an executive session. Moved by Ann Thies, seconded by Phil Zietlow, to approve the agenda as amended. m Motion d un nimou ly. 2. Approval of the Minutes from October 21, 1997, City Council Meeting Moved by Ann Thies, seconded by Phil Zietlow, to approve the minutes of the October 21, 1997,city council meeting as presented. Motion d un nimou ly. 3. Comments from Citizens on Items Not on the Agenda - There were none. 4. Park Commission Comments Tom Gregor passed out a memo to the city council. He said at a previous city council meeting, the city council directed the park commission to come back to the council with recommendations for how to determine names or dedications of certain portions of the park. Gregor said the commission's recommendation that those donating for a complete project would be able to name the project. (A list of projects, costing an excess of $5,000, was included with the memo.) Other donations, those $250 and over, would be included on a plaque at the park. These donations could be cash or in -kind contributions. Gregor said they included a schedule for how in -kind contributions would be calculated. The city council reviewed the memo. Moved by John Ferris, seconded by Ann Thies to adopt this policy for recognizing donors. Motion d un nimou ly. Tom Gregor said the park commission would like to complete the parking lot north of the four -field complex this November. Gregor said he expressed this to the Lions' Club and they said they would be willing to donate $25,000 in undesignated money for the parking lot. Gregor said he had donations of rock for the parking lot, but the city would have to pay for the transportation of the rock and for the fabric underlayment. Medina City Council Meeting Minutes November 4, 1997 222 Gregor said the commission would like to complete this project even though the funds have not arrived. Gregor said they would like to protect the $190,000 that are designated funds in the Hamel Park Fund and use funds either from the city's general fund or from the city's park fund to pay for the parking lot until the money for the project arrives. At that point they would reimburse the fund where the money came from. There was some discussion by the council about which fund to use and whether or not to proceed with this project. Moved by Phil Zietlow, seconded by John Ferris to proceed with the parking lot project using funds out of the park fund. When monies are donated for this project they would then be receipted back into the park fund. Motion passed unanimously. 5. Planning Commission Comments Item 6B1 was moved under planning commission comments. Susan McKay, planning commission member, said the planning commission would like to have a joint work session with the city council on Saturday, December 6 at 10:30 a.m. to discuss the comprehensive planning process. Phil Zietlow said he was going to be out of the country on that day. Ann Thies said that she could make it. Moved by John Ferris, seconded by Ann Thies to schedule a joint work session with the planning commission on Saturday, December 6 at 10:30 a.m. Motion passed unanimously. 6. Police Garage Addition Ed Belland said they were waiting for the brick to arrive to finish the walls of the garage and the roof was delayed because they needed to lower the pitch of the trusses. The cement floors and sidewalk will be done next week. 7. Job Description John Ferris said the job description was on the agenda for additional comments not a vote. Phil Zietlow said they should add that the police chief be a liaison to the fire departments. Ed Belland said there was mention of the chief being a liaison for public safety matters. He asked if the city council would like this part to be more specific and to designate the fire department specifically. Phil Zietlow said yes. Ann Thies asked about the ADA requirements. Approval to Hire Jeremy Christenson Ed Belland said that over the past few months they've been working on hiring an additional officer. Jeremy Christenson was their top candidate. He has completed and passed the background, physical, and psychological tests. Belland recommended the city council hire Jeremy Christenson. Moved by Phil Zietlow, seconded by Ann Thies to hire Jeremy Christenson as a Medina Police Officer. Motion d un nimou ly. 9. Hamel Inflow and Infiltration Jim Dillman said attached to the council packets was a memo from Fred Stenborg of Bonestroo regarding a Hamel Inflow/Infiltration Study. This study was done using a grant from the Metropolitan Council. In his study Stenborg mentioned a number of areas where there is significant inflow and infiltration in the Hamel sewer system. Dillman said he would like to have Bonestroo develop the costs for repairing the most severe problems in the Hamel sewer system. Ann Thies asked if any of these repairs were urgent. Jim Dillman said they probably were. He said they would like to wait until next year for some of the repairs because they may be able to get a grant from the Metropolitan Council. There was some discussion about why this pipe was in worse condition than other pipes and about the different repair options. Moved by Ann Thies, seconded by Phil Zietlow to direct the public works director to work with Bonestroo to prepare options and costs for repair of the Hamel sewer lines. Motion d un nimou ly. 10. Snowplowing Procedures Jim Dillman said there was a memo regarding the current snowplowing procedures in the packet. This was just to update the city council and see if the city council would like to change any of the snow plowing policies or keep the current policy. Moved by John Ferris, seconded by Phil Zietlow, to continue the current snowplowing policy. Motion d un nimou ly. 11. Wichita Trail Sewer Jim Dillman said Loren Kohnen had a memo in the council packet regarding this issue. Loren received a letter from Dick Marnach, 4565 Wichita Trail, regarding a functioning yet non-standard, and unsatisfactory septic system. Dick Marnach, 4565 Wichita Trail, said that most of the residents, except for one in his cul de sac were in favor having the city do a study to determine the costs involved in providing sewer and water to the properties in the cul de sac. The one resident who was opposed to it had recently built a new septic system. Medina City Council Meeting Minutes November 4, 1997 224 Mr. Marnach said he would like to know how much it would cost, if it was $20,000 or $30,000 per property. He would like to determine the cost now and know what their options are. There was some discussion about why his current system was considered a failing system or a non -acceptable system. He said when he was trying to sell his house it was determined that his system was inadequate. He had an engineer determine there was sewage flowing into the marsh. However, they were not able to determine whose system the sewage was coming from. Phil Zietlow asked what a rough cost estimate for this project would be. Glenn Cook said it would cost at least $20,000 for each property and would also require minor amendment to the city's comprehensive plan. There was some discussion about where a sewer line would come from. Jim Dillman said that a sewer line serving Wichita Trial might serve other properties as well. Ann Thies said this issue might come up again for properties in the Holy Name Lake area. After some additional discussion it was determined that city staff have an informational meeting with the residents of the Wichita Trail cul de sac concerning their interest in having sewer and water service provided to them and rough estimates of the costs involved. 12. Weapons Purchase Ed Belland said their current Smith and Wesson guns have been showing increasingly poor performance. They have been jamming and he and other officers think they need to be replaced. Belland said the guns are ten years old and over time they do show wear and tear. He said the officers tested a number of replacement weapons. They consistently shot well with the guns made by Glock. They also shot well with guns made by Sig. Ed said he and officers felt the Glock guns were very user friendly, compatible with the officers, and better at half the price of the Sigs. Belland estimated it would cost around $2,800 to replace their current guns with Glocks, not including the trade in value of their Smith and Wessons. Belland said in his memo he suggested using funds in the forfeiture fund for this purchase. He contacted the county attorney to make sure this was possible. The county attorney said the money in that fund was only usable for DWI enforcement and training. Because of this, the weapons purchase would have to come out of the general fund. There was some discussion about weapons. Motion passed unanimously. 13. 1998 Sewer and Water Fund Budgets Paul Robinson stated in the past year there was discussion about revising the depreciation schedules for the sewer and water funds. It was believed that the lives of the assets in these funds were too short. The finance committee met and discussed the depreciation schedule. After this discussion the public works director and the clerk -treasurer met with the city auditor to revise the depreciation schedule. There was some discussion about the lives of the assets and how depreciation was determined. Robinson said that he would like to increase the capitalization threshold to purchases over $10,000. Robinson said this means that purchases under $10,000 would be expensed in the year they were purchased and not depreciated over time. He said this would help to simplify the depreciation schedule. Robinson said that with these changes the revenues of the sewer and water fund will cover the expenditures on an on going basis rather than having the sewer fund show significant shortfalls. Robinson said the city will continue to accumulate funds based on depreciation. Those accumulated funds will be used to cover the ongoing maintenance and repair costs of the sewer fund. Connection and reconnection fees will be received in the sewer and water capital improvement funds for large capital expenditures or for significant maintenance and upkeep of the systems. Robinson said an example of a large capital purchase could be a water treatment plant. 14. Executive Session Moved by Ann Thies, seconded by Phil Zietlow to go into executive session to discuss matters of attorney/client privilege regarding litigation matters. Motion passed unanimously. Moved by Ann Thies, seconded by Phil Zietlow to come out of executive session into regular session. Motion passed unanimously. 15. Land Excavation and Reclamation Permit Medina City Council Meeting Minutes November 4, 1997 226 Ron Batty said the city created an ordinance to regulate the excavation, reclamation, and transportation of soil in and out of the city. This regulation also pertains to governmental units. He recommended the city council give itself a permit for this project. Moved by John Ferris, seconded by Ann Thies to approve Resolution 97-55 approving a land excavation and reclamation permit for the Medina Morningside Ditch project. Motion passed unanimously. 14. Approval of the Bills Moved by John Ferris, seconded by Phil Zietlow pay the bills, order check #17701-17732 for $$61,023.25 and payroll check #15414-15430 for $11,066.51. Motion passed unanimously. 17. Adjournment Moved by Ann Thies, seconded by Phil Zietlow, to adjourn the meeting at 9:02 p.m. Motion passed unanimously. John B.
