Chairman Henry called the meeting to order at 7:30 a.m. A quorum was present at this time. The
following guests were present: Councilman David Kemna; Councilwoman Laura Ward; Mayor Carrie

Councilman Prather moved and Councilman Fitzwater seconded to approve the June 22, 2017
and August 24, 2017 minutes, motion carried.

1. CAMPO Study on Transit Update (Katrina Williams)

Ms. Williams stated the JeffTran System-Wide Assessment is being conducted by the
Lochmueller Group and funded through the Capital Area Metropolitan Planning Organization.
Lochmueller and CAMPO staff led and participated in several stakeholder meetings, staff interviews, a
public meeting, conducted ridership counts and deployed a public survey.
2. Parking Study Update (Britt Smith)
Mr. Smith explained the background of the Parking Study done by Rich and Associates. The
study found that to successfully manage municipal parking it is desirable for the municipality to have
at least 50 percent of the parking supply. This allows the municipality to effectively manage the
parking in terms of allocation, changing demand, market pricing, and allows the parking to be
enforced with greater efficiency. Staff recommends conducting a feasibility study for a new parking
garage. ··
There was discussion among Committee membenfa'A:~ ~tartnagarding the location analysis,
construction and operational cost, and rate study.
3. South Lincoln Street Schedule (p~~id Bange)
Mr. Bange explained staff has re.ceived the final pl~ns for. the South Lincoln Street
reconstruction. Bids for the project will ~~ .. Qp~ned on October ~I'd. Staff will review and make
recommendation to the Council to approve the contract and supplemental appropriation so work may
begin as soon as possible in order to have the work completed before Christmas. Issues affecting this
schedule are the Corps of Engineers 404 permit and acquisition"of.s(averal temporary construction
easements.

construction costs. · ·
4. $toim VV~~.r $750,QOO Funding Plan (Matt Morasch)
Mr. Morasch presented two scenarios to the Committee. Staff recommends the newly
budgeted storm.wc:~ter funds be utilized to hire an additional Street Division construction crew
(approximately $250,000 personnel and materials) that focuses on storm water projects and then
combine the remainder of the allotment ($500,000) with Capital Improvement Sales Tax Stormwater
Funds ($360,000) to go towards traditional design/bid/build projects.
There was discussion among Committee members and staff regarding costs, efficient use of
personnel, storm water problems continuing, trusting in staff decisions, the need to continue
discussions of a storm water utility.
Councilman Hussey moved and Councilman Fitzwater seconded to support Senario A
(increased staffing), motion carried 4-1 with the following votes:

5. Demolition Ordinance Update (Eric Barron)

Mr. Barron explained the proposed changes to the ordinance, including the review process,
requirement for structures greater than 1 00 years, the public hearing process for the Historic
Preservation Commission, and application fees.
There was discussion among Committee members and staff regarding length of time a
demolition permit is valid, local historic districts, distributing draft ordinance for public review, and the
Historic Preservation Commission review process.
Councilman Hussey moved and Councilman Prather seconded to refer the draft ordinance to
the Planning and Zoning Commission and the Historic Preservation Commission for their review and
recommendations, motion carried.
6. New World Cardboard Recycling Contract (~!ynie Abbott)
Ms. Abbott explained in 2015, the City entered:iqto a zero doJI~r contract with New World for
collecting, processing and marketing newspaper, ~~g~ines and cardbge~rd from six different
locations for a total of nine containers. The City i~ FQ~JJ1ihg up on the year;;~:{~newal in November,
2017. Staff recommends not renewing the contrac:J for FY2018 as Republic·· Services offers single
stream recycling and has done so since 2009. ,... ·
There was discussion among Cpmm~ttee members.•:::~ttiff and those present regarding use of
the service, issues with the contractor, staff having to monitor and clean up illegal dumping, cost for
service from Republic Services, scaling back the c~r~ent services.

Services and come back. to the Committee with a recommendation.
7. Transit Triennial Review Update (Mark Mehmert)
Mr. Mehmert explained there were seven areas of deficiency in the review which staff is
currently wo.rking to correct· ·

Mr. Smith referred Committee members to the report included in the packet.

Mr. Sanders updated the Committee on the Compost Site Contract, the Community

the Ad Hoc Building Committee activities.
5. Citizen Opportunity to address Council/Staff on Stormwater and Other Public Works
Issues
Josh Ecton and Mary Ann Reutter spoke to the Committee about storm water issues on their
properties.

RE: CDBG Citizen Participation Plan
The U.S. Department of Housing and Urban Development (HUD) published a Final
Rule at 24 CFR Part 5 regarding a grantee's obligation to Affirmatively Further Fair
Housing (AFFH). Affirmatively Furthering Fair Housing is a legal requirement that
federal grantees further the purpose of the Fair Housing Act. As part of the Community
Development Block Grant obligations, the City of]efferson is r equire d to submit an
Assessment of Furthering Fair Housing to the U.S. Department ofHousing and Urban
D evelopme nt by April 6, 2018.
Under the new rule, the Citizen Participation Plan must be revised to accommodate the
AFFH requirements. The citizen participation plan addresses participation, access to
m eetings, information, and records, publishing the plan, public h earings, notice of
hearings, public comments, technical assistance, complaints, and a m endment s.
Attached is the revised/draft Citi zen Participation Plan. A public h earing will be held on
October 26, 2017, in the Council Chambers at 3:30 pm to discuss the changes to the
existing Citizen Participation Plan which was previously adopted in 2003. Comments
r egarding the Citize n Participation Plan will be accepted through November 11, 20 17 .
The Citize n Participation Plan will be on the November 20, 2017, Council Agenda for
consideration of adoption via resolution.
1. Overview
City of Jefferson
Community Development Block Grant
Citizen Participation Plan
The Housing and Community Development Act of 1974 (HCDA), authorized Department of Housing
and Urban Development (HUD) to make grants under the Community Development Block Grant
(CDBG) Program. The City of Jefferson receives CDBG funds annually as an entitlement community.
The grant is awarded based on a formula that takes into account the population, the demographics
of persons living in poverty, the level of overcrowded housing, etc.
The Five-Year Consolidated Plan is intended to establish strategies to assist the community in
meeting goals intended by Congress to provide decent housing, a suitable living environment and
expand economic opportunities for low-income or disabled persons.
2. Citizen Participation
The Citizen Participation Plan was developed in accordance with the requirements listed in 24 CFR
Part 91.105 (Citizen Participation Plan; local governments). The City of Jefferson is to follow a citizen
participation plan that addresses the following issues: participation, access to meetings, access to
information, access to records, publishing the plan, public hearings, notice of hearings, public
comments, technical assistance , complaints, and amendments.
a) Encouragem e nt of Citizen Participation in CDBG Planning and Activities: All citizens, including
low-to-moderate income person s, persons living in low-and-moderate-income neighborhoods,
minority populations, non -E nglish speaking perso ns, person s with disabilities, persons with HIV I AIDS
and their families, homeless person s/age ncies and residents of public and assisted housing
developments are encouraged to participate in the development and review of the :
• Affirmatively Furthering Fair Housing;
• Five-Year Consolidated Plan;
• Annual One-Year Action Plan;
• Sub stantial Amendments to the One-Year Action Plan or Five -Yea r Plan;
• Environmental Review;
• The Citi ze n Participation Plan; and
• Con solidated Annual Performance and Evaluation Report (CAPER)
All meetings are open to the public and are scheduled at times and locations convenient to potential
and actual beneficiaries with accommodations for persons with disabilities and with assistance for
non-English speaking persons available as need ed.
b) Public Review/Comment on the Adoption of, or Amendments to, the Citizen Participation Plan:
• Public Notice Requirement and Comment Period: A public hearing for the adoption of,
or amendments to, the Citizen Participation Plan is advertise d in the News Tribune at
lea st 5 days before the date of the hearing. The public notice shall include a summary of
the content and the purpos e of the Citizen Participation Plan, and shall include a list of
the locations where copies of the entire plan may be examined .
• Public Review: During the 15-day public comment period , copies of the proposed
Citizen Participation Plan will be made available for public review at the City Clerk
Office, Missouri River Regional Library and Public Housing Authority. Rea so nable
accommodations will be made for non-English speaking persons and for people with
disabilities .
Public Comments: The public may comment on the propose d Citizen Participation Plan
in writing or at the public hearing . Written comments must be directed to the
Neighborhood Services Manager, Planning and Protective Services, 320 E. McCarty
Street, Jefferson City, MO 65101 , or by email jcpl anning@jeffcitymo.org. The City of
Jefferson shall consider any comments or views received in preparing the Citizen
Participation Plan.
• Public Hearing Location: The public hearing are to be held at times and locations
convenient to potential and actual beneficiaries. Rea so nable ac co mmodation s will be
made for non-English speaking persons and for people with disabilities. Public hearings
will be held at City Hall, 320 E. McCarty Street, Jefferson City , MO 65101 or as specified
within public hearing notice(s).
c) Final Policy/Implementation Authority: The plan recognize s that as the elected governing body
of City of Jefferson , the Redevelopment and Grants Division has the ultimate responsibility and
authority for the implementation of the Consolidated Plan and CDBG activities.
3. Public Meeting Notice and the Corresponding Public Comment Period Requirements: Notices of
public meetings, public hearings , substantial amendments, notification s of 15 or 30-day comment
periods, and the notification of City of Jefferson's proposed and actual use of CDBG funds will be
published in the News Tribune. To further encourage the attendance and participation of person s of
low-and moderate-income, notices will also be sent to the Jefferson City Housing Authority and
Missouri River Regional Public Library.
4. Access to Records
The City of Jefferso n shall provide citizens, public agencies, and other interested parties with reasonable
and timely access to information and record s relating to the Consolidated Plan and the City's use of
assistance under the CDBG program during the preceding five years. Copies of the adopted consolidated
plan , adopted substantial amendments, and adopted performance reports, as well as information
regarding the use of funds and other program information will be maintained by the City's
Redevelopment & Grants Division staff.
The public may access these materials by contacting the Neighborhood Services Manager, Planning and
Protective Services Department, 320 E. McCarty Street, Jefferson City, MO 65101, Monday through
Friday, 8:00 a.m. to 5:00 p.m. Reasonable accommodation for persons with disabilities will be made

5. Technical Assistance
The City of Jefferson, Planning and Protective Serv ices Dep artment, Grants and Redevelopment Division
wi ll provide ass i sta nce to groups that reque st such assis tance in developing proposals for funding
assistance unde r any of the progr am s covered by the Consolidated Pla n . Such technical assistance may
include an explanation of:
a. Program rules and regulations;
b. Requirem e nts for implementing and mana gin g projects; and
c. Project eligibility and national objectives requirements.
6. Development of the AFFH (Affirmatively Furthering Fair Housing)
AFFH (Affirmatively Furthering Fair Ho usi ng) -Pub li c Hear in g and Comme nt Perio d : City of Jefferson will
prov ide for a public review process that affords citizens, public agencies, and other interested parties
reasonab le opportunity to examine the proposed A FFH and t o submit co mments upon the proposed
AFFH. The City w ill provide at least one public hea rin g during the development of the plan . Another
public hearing wi ll be held once a co mpl eted draft of the plan is ava ilabl e.

disasters, under title IV of th e Ro bert T. Stafford Disaster Relief and Emergency Ass istance
Act (42 U.S.C. 5121 et seq .), to the nature as to sig nifi cantly impa ct t he steps a program
participant ma y need t o t ake affirmativel y furthe r fa ir housing, sign ificant demographic
cha nges; new significant co ntributing factors; and civi l rights findings , determinations,
sett lem e nts, or co urt orders; or upon HUD's written notificatio n spec ifyi ng a material
change. The Re vised AFFH Plan is to be su bmitted with in 12 months of t he onse t of t he
material change, o r as HUD spec ifies, wh iche ver is late r. Th e revi sions to the AF FH are
subject to public he arings, co nsult at io n and comm unity participation.
7. Development of the Annual Action Plan (and/or Five Year Consolidated Plan)

A public hearing is held to gather public input on the City's performance during the previous
program year. The Conso lid ated Annual Performance Evaluation Report (CAPER) ana lyzes progress
towards the goa ls estab li shed in previous plans with regard to the unit of measure for the project, as
well as timely completion. This report also provides information on the performance of funded
projects in relationship to the program objectives .

News Tribune at least 5 days before the date of the hearing.
b. Public Review: During the 15 day public comment period, copies of the CAPER will be made
available for public review at the City of Jefferson, Public Housing Authority and Missouri

10. Criteria and Procedures for Amendments and Substantial Amendments to Action Plans and/or the
Five Year Consolidated Plan
A "substantial amendment" is an amendment to the Consolidated Plan or Annual Action Plan that
requires 30 days of public comment. Prior to submitting substantial amendments to HUD, the City of
Jefferson will prov ide citizens w ith a 30-day notice (advertised in the News Tribune) of an opportunity to
comment whenever a substantial amendment is being proposed for the City of Jefferson's CDBG
program. The City of Jefferson shall consider any comments rece ived in preparing substanti al
amendments. A summary of all comments received shall be attached to any sub stantial amendment of
the plan. Any comments that are not accepted shall be included in this summary alo ng with the rea son
they were not accepted.
A substantial amendment is defined as :
• Changes to any of the goals, policies, or procedures identified in the Consolidated Plan.
• Changes in the purpose, scope, beneficiaries, or locat ion of the project;
• A change in allocation priorities or method of distribution of funds;
• A change in the source of funding, from one source to any other source (including prog ram
income) covered by the Consolidated Plan; or
• Cancellation of an existing project or adding a ne w project.
Changes that are not considered substantial amendments :
• Changes to the CDBG budget for a project by an amount that is le ss tha n forty percent;
• Consolidated Plan data updates such as ce nsus data, income limits , and fa ir market rents shall
not be considered a substantial amendment;
• A minor change in location on a specific property is not considered a substanti al change as long
as the purpose, scope, and intended beneficiaries remain essent ially same; or
• The transfer of so me (but not all) funds within a project from one approved budget line item to
another approved budget line item (e.g., construction rather than enginee r i ng) does not
constitute a substantial change .
11. Non-English speaking and Disabled Residents
a. Public Hearing/Meeting Accommodation: All public meetings and hearings are held in
facilities that are accessible to people with disabilities. Upon reasonable request, the City of
Jefferson will provide translators at public hearings and meetings.
b. CDBG Document and Materials Review Accommodations : Reasonable accommodations will
be provided to disabled persons, or non-English speaking persons needing as sistance in
reviewing CDBG program materials or documents.
For other formats, contact the City of Jefferson ADA Coordinator at (573) 634 -6570 to
request accommodations or alternative formats as required under the American s with
Disabilities Act. Plea se allow three business days to process the request.
12. Procedures for Complaints or Grievances
Complaints, inquiries, and grievances shall be submitted in writing to the Neighborhood Services
Manager, Planning and Protective Services Department, 320 E. McCarty Street, Jefferson City, MO

RE: Proposed CDBG 2018 Annual Action Plan
The City of Jefferson annually receives federal funding from U.S. Department of
Housing and Urban Development (HUD), Community Development Block Grant
(CDBG) Program. As a result, the City is required to prepare an Action Plan every year
to address the community development needs affecting low and moderate income
residents of City of Jefferson. Various community development projects in the city are
funded in part with grants received from HUD. These grants enable the City to
provide decent affordable housing, economic development opportunities,
neighborhood improvements and community development services for the low and
moderate income residents of City of Jefferson.
Public hearing was held on September 19, 2017, with comments accepted through
October 20, 2017. The 2018 Annual Action Plan was made available on our website at
www.jcfferso ncitymo.gov/govcrnmcnt/rcdcvelopment a nd grants/plans.php including
information on a survey and ways to submit comments. The proposed 2018 Annual
Action Plan will fund the following activities in accordance with the 2014-2018
Consolidated Plan:

After the comment period expires on October 20, 2017, the plan will b e amended
accordingly. Another public hearing will be held on October 26, 2017, to reveal the final
draft 2018 Annual Action Plan. The Plan will be presented to Council during the
November 7, 2017 Council Meeting for consideration and approval via resolution. Then
the Plan will be submitted to HUD prior to November 15,2017 (statutory requirement)
for their review and approval.

Agreement Setting Forth Procedures for
Joint City and County Capital Improvements Sales Tax Projects
THIS CONTRACT, made and entered into this __ of ______ 2017 by and
between the City of Jefferson, Missouri hereinafter called "City" and the County of Cole,
Missouri hereinafter called "County".
1. Projects: The following enumerates the steps and timeframes in which the
City of Jefferson will undertake the listed project. The City and the County
shall make funding available for the various stages of the project at the
times indicated below:
a. High School Road -Mission Drive to Creek Trail
i. Engineering Services -City (2017 -2018)
ii. Right of Way -City (2018)
iii. Construction Inspection -City (2019)
2. Project Administration:
a. The City and County Public Works Directors, hereinafter called the
Project Administrators, shall administer the projects for their respective
agencies.
b. The entity administering the construction of a particular project shall
establish an account particular to that project from which all costs are
paid and tracked.
c. If any "in-house" staff services that are provided for a particular project,
such as engineering, construction inspection, etc., those services shall
not be charged to the project.
d. The project administrators shall follow their agencies' normal
purchasing, procurement and contracting procedures for the
portions of the projects within their agency's charge.
e. The project administrators shall jointly review the construction
bids for the projects and recommend the lowest and best bid
to the City Council and County Commission for approval. The
bids to be awarded by the City Council shall first receive
concurrence from the County Commission. The bids to be
awarded by the County Commission shall first receive
concurrence from the City Council.

f. The project administrators shall erect information signage on
each project indicating the work is a "Joint City and County
Capital Improvement Sales Tax Project".
3. Financial Contributions: Each entity's financial contribution shall be 50% of the
cost for the project not to exceed $1,500,000. Bid costs, changes orders, etc., will
be split between the City and County at 50%/50%. The not to exceed cost to
each entity shall be $750,000.
4. Notices: All notices required or permitted hereunder and required to be in writing
may be given by first class mail. If to the City, notice shall be sent to the City
Administrator at 320 East McCarty Street, Jefferson City, MO 65101. If to the
County, notice shall be sent to the Cole County Commission at the Cole County
Courthouse Annex, 311 East High Street, Room 200, Jefferson City, MO 65101.
The date of the delivery of any notice shall be the date falling on the second full
day after the day of its mailing.
5. Agreement Binding: This agreement is to be binding on the successors and
assigns of the parties hereto and is not to be assigned by either party without
first obtaining the written consent of the other.
6. APplicable Law: The Laws of the State of Missouri shall govern the
validity, performance and enforcement of this agreement.
