MEDINA CITY COUNCIL MEETING MINUTES OF JULY 15, 2008
The City Council of Medina, Minnesota met in special session on July 15, 2008 at 6:25
p.m. in the Medina City Hall. Mayor Crosby presided.
I. Call to Order
Members present: Johnson, Weir, Crosby, Smith
Members absent: Cavanaugh
Also present: City Administrator Chad Adams, Planning Director Tim Benetti,
Police Chief Ed Belland and Administration Intern Kim Ann
II. Affordable Housing Policy Discussion
Adams provided an overview of the Staff memo and discussion points.
Preserving affordable market values was discussed. Staff was directed to review other
cities and states and their abilities to regulate, including Aspen, CO.
The Council agreed that it would be difficult to provide incentive or require any
affordable housing in the rural residential areas of the city.
Discussion was held on incentives to attract affordable housing. The Council agreed that
use of some of the listed incentives may be a good approach to attracting affordable
housing.
Johnson arrived at 6:35 p.m.
The Council agreed that the City's approach to affordable should be proactive, incentive
based and targeted at specific zoning areas.
The Council expressed an interest in utilizing the point system for land use growth
management and workforce housing as tools to attract more affordable housing.
III. Adjournment
The meeting was adjourned at 6: 52 p.m.
