CITY OF TEMPLE CITY

FEBRUARY 21, 1967
INITIATION:
1. Mayor Tyrell called the regular meeting of the City Council to order
2. at 7:45 P. M. The Mayor then gave the invocation followed by the
I3. Pledge of Allegiance to the Flag.
4. ROLL CALL:
'PRESENT: Councilmen- Beckley, Briggs, Harker, Merritt, Tyrell
ABSENT: Councilmen -None
ALSO PRESENT: City Attorney Martin, Public Works Director Pizzorno,
Administrative Assistant Martin, City Manager Koski
APPROVAL OF MINUTES: Regular meeting of February 7, 1967.
Councilman Harker moved to approve the minutes of the regular meeting
of February 7, 1967, as mailed, Councilman Merritt seconded, and the
motion was unanimously carried.

UNFINISHED BUSINESS:
PUBLIC HEARING: 7 :30 P. M. Baldwin Ave., east side, 5400 block, Daines
to Olive. SIDEWALKS.
Mayor Tyrell declared the public hearing opened. Public Works Director
Pizzorno advised a petition had been received signed by property
owners representing 322 ft. of the frontage which was well over the
60% requirement.
Mayor Tyrell asked if anyone wished to speak in favor of the installa-
tion and no one came forward to speak.. He then asked if anyone wished
to speak in opposition to the improvement and no one came forward to
speak.
Councilman Harker moved to close the public hearing, Councilman Briggs
seconded, and the motion was unanimously carried.
Councilman Merritt moved to find the project in public interest and to
instruct the Supt. of Streets to cause the work to be done, Councilman
Beckley seconded, and the motion carried unanimously.
PUBLIC HEARING: 7:30 P. M. ASSESSMENTS SIDEWALKS:
a. Baldwin Ave., east side, La Rosa to Lower Azusa, 5014 Baldwin Ave.
proposed assessment $134.40.
Public Works Director Pizzorno presented the affidavit of posting
the above property and advised the proposed assessment at 5014 Baldwin
Ave. is $134.40.
Mayor Tyrell asked if anyone wished to speak in favor of the assessment
and no one came forward to speak.. He then asked if anyone wished to
speak against this proposed assessment and no one came forward to speak.
Councilman Briggs moved to close the public hearing, Councilman Merritt
seconded, and the motion was unanimously carried.
b. Baldwin Ave., west side, La Rosa to Lower Azusa, 4823 Baldwin Ave.
proposed assessment $156.00
Public Works Director presented the affidavit of posting the above
property and advised the proposed assessment at 4823 Baldwin Ave. is
$156.00.
Mayor Tyrell asked if anyone wished to speak in favor of the assessment
and no one came forward to speak. He then asked -if anyone wished to
speak in opposition to the assessment and'no,rone came forward to speak.

Councilman Merritt moved to close the public hearing, Councilman
Harker seconded, and the motion carried unanimously.
Councilman Harker moved to approve the proposed assessments, $134.40
at 5014 Baldwin Ave., and $156.00 at 4823 Baldwin Ave., and to direct
that the property be so assessed, Councilman Merritt seconded, and the
motion carried unanimously.
NEW BUSINESS:

RESOLUTION NO. 66 -702: appointing temporary employee, Duplicating
Equipment Operator.
City Manager Koski presented Resolution No. 66 -702 A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING TEMPORARY EMPLOYEE.
He explained this was a budgeted position for operation of the off -set
equipment. Councilman Beckley moved to adopt Resolution No. 66 -702,
Councilman Harker seconded, and the motion was unanimously carried.
RESOLUTION NO. 67 -703: Adopting and submitting a budget for expendi-
ture of funds from the State Highway Fund': to Cities for 1966 -67 fiscal
year for construction of Temple City Blvd. to north city limits from
Live Oak Ave., and construction of Lower Azusa from the Southern
Pacific Railroad to El Monte Ave.
Public Works Director Pizzorno presented the above Resolution. He
advised this was from 2107 gas tax funds. Councilman Merritt moved
to adopt Resolution No. 67 -703, Councilman Briggs seconded, and the
motion was carried unanimously.
RESOLUTION NO. 67 -704: Adopting and submitting a budget for expenditure
of funds allocated from the State Highway Fund to Cities for 1967 -68
fiscal year for maintenance and for additional funds for construction
of Temple City Blvd.
The Public Works Director presented and explained the above resolution.
Councilman Beckley moved to adopt Resolution No. 67 -704, Councilman
Harker seconded, and the motion was unanimously carried.
SET PUBLIC HEARING: SIDEWALKS: Baldwin Ave., west side, La Rosa to
Miloann
Public Works Director Pizzorno advised a petition had been received for
sidewalk installation on the west side of Baldwin Ave., La Rosa to
Miloann.
Councilman Harker moved to set the public hearing for March 7, 1967,
at 7:30 P. M., Councilman Beckley seconded, and the motion was carried
unanimously.
10. BALDWIN AVE.: Final acceptance of Notice of Completion
The Public Works Director advised the Council Baldwin Ave. had been
completed and recommended the Council accept the Notice of Completion
and the work, authorize payment in 35 days withholding $1000. for the
90 day maintenance period and withholding cancellation of the faithful
performance bonds until that time.
Councilman Merritt so moved, Councilman Harker seconded, and the motion
was unanimously carried.
11. RESOLUTION NO. 67 -705: Warrants & Demands
City Manager Koski presented Resolution No. 67 -705 A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS
IN THE SUM OF $20,935.64, DEMAND NOS. 9267 THROUGH 9311. Councilman
Briggs moved to adopt Resolution No. 67 -705, Councilman Merritt seconded
and the motion was unanimously carried.

12. COMMUNICATIONS:
A. Request for charitable solicitation permit; Crippled Children's
Society of Los Angeles County, appeal from Febr. 27, ending March 26
City Manager Koski presented the above request. Councilman Harker
moved to grant the permit as requested, Councilman Briggs seconded,
and the motion carried unanimously.
B. Request for charitable solicitation permit: Chapt. 22 D. A. V.
Thrift Store, to conduct a salvage operation from January for an
indefinite period.
The City Manager presented the above request for a charitable solici-
tation permit. The application request the permit for an indefinite
period and our Ordinance provides a permit cannot be issued for more
than a three month period from the date of the permit. Councilman
Merritt moved to grant the permit for the time period permitted in the
Ordinance, Councilman Beckley seconded, and the motion carried unani-
mously.
C. Proclamation Request: request that Febr. 19-25 be proclaimed
"National Engineers' Week"
Public Works Director Pizzorno presented the above request. Councilman
Harker moved the Mayor so proclaim, Councilman Briggs seconded, and the
motion carried unanimously.
The application from the International Club of Temple City High School
to collect old clothes from Febr. 25 through Mar. 4, 1967, to send over-
seas was approved unanimously by the City Council.
The City Manager presented a request that the last week in February
be proclaimed for the Heart Fund Drive and a permit to conduct same.
Councilman Beckley moved to so proclaim and grant the permit, Council-
man Briggs seconded, and the motion was unanimously carried.
City Manager Koski presented a charitable solicitation request from the
American Missionary Society, 9110 S. Western Ave., Los Angeles, to con-
duct a religious solicitation and distribution of religious literature
from March 1, 1967, to end Dec. 31, 1967. Following discussion Council-
man Beckley moved to grant the request for the 90 day period as allowed
in our Ordinance, Councilman Briggs seconded, and the motion was carried
unanimously,
13. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
Mr. Jay Kingry, 1746 Narva St., Los Angeles, spoke on behalf of the
Pacific Outdoor Advertising Co. in connection with their license require-
ments which they feel are excessive. He stated he was a, resident of
Temple City and had been for many years. He requested Council consider-
ation,
The Council has had this request under study since the last Council
meeting. Councilman Harker suggested the Council consider a flat fee
of $100. for each Company that erects billboards in Temple City, plus
$10. for each panel.
Councilman Beckley stated he felt this would be a sound proposal and
a fair solution.
Councilman Briggs felt Temple City was a prime area for the billboards
due to through Traffic , and he felt each should be considered a separ-
ate business and that $50. per billboard was fair.
Councilman Merritt agreed with Councilman Briggs and that each billboard
is a private business. He favored keeping the fee as it is, $50. each.

Mayor Tyrell stated billboards have adopted the City sky -line, and en-
croach upon the sky -line of the entire City. This is a unique type of
business as no other business in town is allowed this privilege. He
felt the present fee is equitable for this right.
Councilman Harker moved the schedule be changed to $100. a year flat
fee for erecting billboards in Temple City, plus $10. per panel for
each panel erected, Councilman Beckley seconded, and the motion was not
carried by the following roll call vote:
AYES: Councilmen - Beckley, Harker
NOES: Councilmen - Briggs, Merritt, Tyrell
ABSENT: Councilmen -None
14. MATTERS FROM CITY OFFICIALS:
Administrative Assistant Martin presented a status report on business
licenses stating between $21,000. and $22,000. had been collected to
date. He advised those that had not responded would be notified the
first of the month with a 10% penalty added.
Public Works Director Pizzorno stated in the curb and gutter project
on La Rosa, Baldwin to Agnes, there were 7 trees in the curb. He had
contacted the property owners re removal ofthese treesand they were all
in favor of the removal. He recommended the removal of the six walnut
and one mulberry tree, and that trees be replanted later in accordance
with the master tree plan which would be Liquid Amber trees. Following
discussion the Council approved the recommended tree removal.
The Public Works Director presented renderings of proposed City markers
for Baldwin Ave. The proposal at the present time would be for four
markers for installation, two on Baldwin and two on Double Drive.
Following discussion the Council agreed on the design of one of the
renderings and requested the staff to get cost figures for various
materials and colors for presentation to the Council.
City Attorney Martin advised the Council there was an additional con-
flict between our Zoning Ordinance and the State law, which he recommend-
ed be corrected by urgency ordinance No. 67 -220 AN ORDINANCE OF THE CITY
OF TEMPLE CITY AMENDING SUBSECTION (3) OF SECTION 2005 OF ARTICLE IX
(ORDINANCE 63 -112) OF THE TEMPLE CITY MUNICIPAL CODE, AND PROVIDING FOR
THE IMMEDIATE ENACTMENT HEREOF. Councilman Merritt moved to waive further
reading and to adopt Ordinance No. 67 -200, Councilman Beckley seconded,
and the motion carried by the following roll call vote:
AYES: Councilmen - Beckley, Briggs, Harker, Merritt, Tyrell
NOES: Councilmen -None
ABSENT: Councilmen -None
City Attorney Martin presented Ordinance No. 67 -221 for first reading
AN ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING SUBSECTION (3) OF
SECTION 2005 OF ARTICLE IX (ORDINANCE 63 -112) OF THE TEMPLE CITY MUNI-
CIPAL CODE. Councilman Beckley moved to waive further reading of Ordi-
nance No. 67 -211, Councilman Harker seconded, and the motion was carried
unanimously.
City Manager Koski advised the state will be painting the island white
with beads. Also at the present time there will be no light for the
Sister City Magdalena plaque in the park. The hole in the street
at Broadway and Rosemead has been repaired.
The City Manager advised the Council a Conference of the American In-
stitute of Planners will be held in Monterey, March 16 -18. Commissioner
Oakley and City Planner Dragicevich are interested in attending and
he requested City Council authorization. Funds are budgeted for this
purpose. Commissioner Oakley will attend this Conference in lieu of the
Contract Cities Seminar in May. Councilman Briggs moved to approve,
Councilman Harker seconded, and the motion carried unanimously.

The City Manager requested Counci1,authoria'tion, to proceed on the
project proposed by Ray Turner Studios for portraits and frames of the
Mayors of Temple City. He proposed they be located in the Council Cham-
bers and that about five only be hung at one: time with a rotation plan
to be determined. This would involve the purchase of only five frames
with only the canvases to be stored when not in use. Councilman Beck-
ley moved to approve, Councilman Harker seconded, and the motion was
carried unanimously.
Councilman Beckley asked about the two kennels which had been granted
a stay of action until Febr. 21 to comply with requirements. The City
Manager advised both had filed with fees paid for conditional use per
mits.
Councilman Beckley inquired about the water drainage problem at Longden
and Golden West and was advised this had been taken care of last May.
Councilman Harker asked about the island at Ellis Lane and was advised
the plans are forthcoming and we can then discus them with Miller -
Dial Co for a firm committment from them at that time
Councilman Briggs asked about the light problems in Temple City. The
Public Works Director stated the problem was due to the transition from
overhead to underground utilities and at the time of the switch some
of the signals went out of phase, but all are controlled at this time.
Mr. Pizzorno also stated he had a request about cleaning up the corner,
(southeast) at the intersection of Encinita and Broadway, that this
had been done.
Councilman Merritt noted that the property on the north side of Longden,
and east side of Encinita was up for sale again. This is the area that
is under study for improvement. The Public Works Director advised that
he had requested design from the County Road Dept. and asked for
ultimate and how much right of way it will require.
Mayor Tyrell asked for staff review of trash disposal back of the build-
ings on Las Tunas as many have boxes stacked out in back.
Mayor Tyrell also announced the parade for the Camellia Festival would
be Saturday morning, with a luncheon following at the T & J restaurant.
15. ADJOURNMENT: Councilman Merritt moved to adjourn., motion was seconded,
and carried unanimously. The next regular meeting of the City Council
will be March 7, 1967, at 7:30 P. M. in the Council Chambers of the
City Hall, 5938 Kauffman Ave., Temple City. The meeting adjourned to
a personnel session immediately following. Council adjourned at 9:50 P.M.
