Ordinance No. 61 — "Firemen's Relief Fund (1939 Acts for Return-
ing 1% of Insurance Premiums) ", and Ordinance No. 62 — "Policemen's
Relief Fund," as prepared, were given to Mr. Anderson for his recom-
mendations at our next meeting.
Mr. Webb read a resolution sent out by Coral Gables regarding
the Metro Amendment. It was decided that Sal Harbour Village send
a similar resolution to each of the taxpayers in Sal Harbour. Motion
was made by Mr. Hart, seconded by Mr. Broeman and passed unanimously.
Mr. Webb read a request for decorations on Collins Avenue in Sal
Harbour for Governor's Conference to be held at the Americana Hotel
in May 1958, the 18th to 22nd. Mr. Brown asked that Mr. Webb find out
cost for such decorating and report at next meeting. He appointed a
committee of Mr. Webb and Mr. Broeman.
Mr. Webb read a letter from Judge Tom Lummus, requesting that his
salary be raised from $50.00 per month to $100.00 per month, due to the
heavy case load in our Municipal Court. Mr. Hart made a motion that
this raise be put into effect for the balance of this fiscal year,
motion seconded by Mr. Faulkner, and unanimously passed.
Mr. Broeman made a motion that the meeting be adjourned. Mr. Hart
seconded this motion and the meeting was adjourned.

The Council of Sal Harbour Village met at 9 :30 o'clock Saturday,
February 22nd, 1958 at the Village Hall.
There were presents Messrs Broeman, Brown, Hart., Beatty and Faulkner.
Also present were W. H. Webb, Villa:le Manager, Mary Wetterer,
Village Clerk and Thomas H. Anderson, Village Attorney.
The minutes of the previous meeting of January 25, 1958 were accepted
as submitted on motion of Mr. Hart and seconded by Mr. Faulkner.
Resolution No. 55 commending David B. 3raham for his
Councilman was read by the Village Clerk and unanimously
motion of Mr. Beatty and seconded by Mr. Hart.

Mr. Anderson said he had checked Ordinance No. 61 and 62 and

SHALL HEREAFTER ENGAGE IN OR CARRY ON THE BUSI-
NESS OF CASUALTY INSURING AS SHOWN BY THE RE-
CORD OF THE STATE TREASURER IN HIS CAPACITY AS
STATE INSURANCE COMMISSIONER, AN EXCISE OR
LICENSE TAX IN ADDITION TO ANY LAWFUL LICENSE
OR EXCISE TAX N04 LEVIED BY BAL HARBOUR VILLAGE,
AMOUNTING TO ONE (1%) PER CENT OF THE GROSS
AMOUNT OF RECEIPT OF PREMIUMS FROM POLICY — HOLDERS

Rev. John Yenches, Jefferson Ford and Walter Saybolt, repre-
sending the Church By The Sea appeared. Rev. Yenches claimed that
due to the large number of cars coming to his church on Sundays,
it will be necessary for them to park the cars on the unpaved por-
tion of the land North of the parking lot in back of Mr. Whitman's
building. At this point, Mr. Webb brought out the fact that the
land was owned by Mr. Whitman and that the Church By The Sea would
have to obtain permission from Mr. Whitman regarding the use of the
land. After further discussion, it was then moved by Mr. Beatty
that the ordinance providing that all parking must be on black top
be waived and that Mr. Whitman be given full permission to allow
the Church By The Sea to park in the unpaved areas on Sundays and
various weekdays. This motion was seconded by Mr. Hart.

Rev. Yenches also .requested that a Councilman be appointed to work
with the Church By The Sea on its problems. Mayor Brown suggested
that Mr. Webb, the Village Manager, who is in close touch with all
the problems, would be the likely one. It was agreed that the Church
By The Sea consult with Mr. Webb, and if he thought it advisable, he
would bring up the business with a Village Councilman, and Mr. Faulkner
agreed to help in this regard.
Paul Naddeo of the Americana then appeared before the Council re-
questing permission for using Mr. Whitman's unpaved lot to help with
the overflow of cars when the Americana Hotel runs a large affair. On
a motion made by Mr. Beatty and seconded by Mr. Faulkner, it was agreed
that the Village Manager be authorized to allow Mr. Whitman to give
permission to the Americana Hotel to use the lot for parking purposes
for the affair to be held on February 22, 1958 and that, in the future,
the Americana Hotel will have to obtain permission from the Council
whenever it will be necessary to use this lot for future affairs. It
was further suggested that the Village Manager write a letter to Mr. Tisch
and Mr, Stanley Whitman requesting their presence at the next meeting of
the Village Council to discuss the parking problem.
Mr. Webb then reported that he and Mr. Anderson had met with the
Dade County Commission and that the Commission decided they would wait
to see what action the Army Engineers would take on the Haulover pro-
tect. The Mayor suggested this be brought up again next month.
Mr. Webb presented a plan for a house to be built for the Main-
tenance Man on the Water Tank site. It was then agreed that Mr. Webb
and Mr. Beatty obtain some costs on this project and bring up same at
the next meeting.
Mr. Webb showed the Councilmen some sketches for decorations and
it was agreed that up to $1000.00 be appropriated from the Surplus Fund
for decorations to be used at the Governor's Conference to be held in
May. On motion made by Mr. Beatty and seconded by Mr. Broeman, it was
decided that Mr. Webb and Mr. Broeman be allowed to make the final de-
cision on the decorations.
Mr. Webb notified the Council that he was having a meeting in his
office on Monday, February 24, with some of the ocean front property
owners of the North End regarding the beach erosion situation in front
of their properties.
Mr. Webb presented maps setting up the Voting and Tax Districts in
the Village by listing the lots embraced in the various districts. On
motion made by Mr. Broeman and seconded by Mr. Hart, the maps were ac-
cepted by the Council and are to be turned over to the Attorney to be
set up in ordinance form.
The Council considered the three months audits for the period end-
ing December 31, 1957 and on motion made by Mr. Hart and seconded by
Mr. Beatty the quarterly audits were approved.

There being no further business before the Council, Mr. Broeman
made a motion that the meeting be adjourned. Mr. Hart seconded this
motion and the meeting was adjourned.
