AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE FISCAL YEAR
2016-2017 BUDGET OF THE CITY OF JEFFERSON, MISSOURI, BY APPROPRIATING
ADDITIONAL FUNDS WITHIN THE SALES TAX F FUND.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS:
Section 1. There is hereby supplementally appropriated within the Sales Tax F Fund
$500,000 as indicated on Exhibit A, attached hereto.
Section 2. This Ordinance shall be in full force and effect from and after the date of its
passage and approval.

AMENDMENT TO CONTRACT FOR PROFESSIONAL SERVICES
WHEREAS,the City of Jefferson, Missouri, a municipal corporation, with offices at 320 East McCarty,
Jefferson City, Missouri, 65101, hereinafter designated "City," entered into an Agreement with The
Architects Alliance, Inc., located at 631 West Main Street, Jefferson City, Missouri, 65101, hereinafter
referred to as "Consultant,"on April 14,2017;and
WHEREAS,both parties wish to amend the following sections to the agreement:
1.Scope of Services.The City agrees to engage the services of the Consultant to render certain technical
and professional planning services forthe Municipal Court Phase I and II, hereinafter described in Exhibit
A and Exhibit B,which is attached hereto.
6.Compensation.The total amount for professional services rendered under this shall not exceed Ten
Thousand Dollars ($10.000.00)Sixty-Two Thousand Three Hundred Thirty Dollars (S62,330.00)for
all designand consultantservicesand printing. Nochange incompensationshallbemadeunlessthere is a
substantial and significant difference between the workoriginallycontemplated bythis agreementand the
work actually required.

Dear Mr. Moehlman:
Please find herein The Architects Alliance, Inc. Professional Services Proposal for work related
to relocation of Municipal Court functions within 427 Monroe Street (City Hall Annex). In order to
conserve hours incurred, the work is envisioned in two phases; Feasibilily and Implementation.
This proposal is for Phase 1 - Feasibility in order to determine the scope of work required to
safely, securely, and efficiently relocate Municipal Court functions within the building. Feasibility
services are anticipated to only be Architectural with no other disciplines expected at this time.
Should the Owner decide to proceed with Phase 2 - Implementation, The Architects Alliance will
submit a supplementary proposal including all disciplines required (Architectural and Structural,
Mechanical, and Electrical Engineering).
A. PROJECT DEFINITION
It is the Owner's intent to investigate the feasibility of accommodating Municipal Court functions
within the existing 4,615 sq. ft. on the upper floor of the City Hall Annex. Spaces anticipated
may include Courtroom, Judges Bench, Clerk Station, Witness Stand, Judges Chamber,
Prosecuting Attorney Office, Clerk's Office, Consult Room, Cry Room, Secure Vestibule,
Transaction Windows, Staff Area, Restrooms, Break Room, and Stairways. Adequate
separation for Courtroom, Lobby, and Staff Areas is required. The Architect shall review the
existing facility and recommend whether the existing square footage will accommodate all
requested functions and required adjacencies in a practical manner. While it is the Owner's
desire to limit renovation activities, Phase 1 — Feasibility will provide additional information
before a decision is made to move forward.
B. ARCHITECT RESPONSIBILITIES
The Architects Alliance shall serve as the Owner's agent and primary contact through all phases
of the work. The Architect and Architect's Consultants shall maintain insurance for general
liability, automobile liability, workers compensation and professional liability. The Architect shall
coordinate the work of the consultants (Phase 2) into a comprehensive package for competitive
bidding. The Architect's primary contact shall be Cary Gampher, Architect/Principal.
C. OWNER RESPONSIBILITIES
The Owner's primary contact shall be Ryan Moehlman, City Counselor. The Project shall be
based upon a written program of needs provided by the Owner with assistance by the Architect.
The Owner shall be available to meet with the Architect and review the progress of work so as
to promote a consistent flow and responsive architecture. The Owner shall provide initial

information including accurate building plans, material testing data, budget expectations, and
schedule expectations for the work. The Owner shall review the progress of work in each phase,
provide written feedback, and authorize subsequent work to proceed. The Owner shall provide
the Architect on-site access for field observation/verifi cation.
D. PROFESSIONAL COMPENSATION
Phase 1 — Feasibility Professional Services by the Architect are recommended to be hourly not -
to -exceed $10,000 with any savings to benefit City of Jefferson. Only Phase 1 — Feasibility is
authorized at this time.
Phase 2 — Imglementation Professional Services by the Architect and Structural, Mechanical,
and Electrical Engineers may be hourly or fixed fee as mutually agreed between the City of
Jefferson and The Architects Alliance. Inc.
The Architects Alliance, Inc. — Hourly Rates:
Principal/Architect $110 / hr.
Architect/Project Manager $95 / hr.
Intem Architect/Senior Draftsperson $80 / hr.
Drafting Technician $70 / hr.
Admin Support $50 / hr.
Basic Services fee includes reimbursable expenses such as telephone, printing three sets of
review documents & computer plotting. Reimbursable expenses not included in our
architectural fees include out of town travel & mileage, printing multiple copies of review
drawings and presentation documents, printing and distribution costs of bidding documents and
professional renderings. Reimbursable expenses include an overhead cost equal to ten percent
of expenses.
If the Basic Services of the Architect are changed or the Owner requests Additional Services of
the Architect, the Architect's compensation shall be adjusted through a mutually agreed lump
sum amount for services with a pre -determined scope of work or on an hourly basis per listed
hourly rates listed above. For Changed Scope of basic services or Additional Services of our
Consultants, compensation shall be computed as a multiple of 1.15 times the amount billed to
the Architect for such services.

Dear Mr. Moehlman:
Respectfully submitted herein to the City of Jefferson is the Phase 2—
Implementation, Professional Services Proposal for the Municipal Court project. This
document is intended to complement The Architects Alliance proposal dated March 8, 2017; the
contract for Professional Services dated April 14, 2017; and Change Order #1 dated July 21,
2017.
On October 16, 2017, City Staff recommended and City Council approved the Phase 1
Feasibility Report submission by The Architects Alliance and authorized Phase 2—
Implementation to commence. Phase 2 Shall include Basic Services by the Architect and the
Mechanical and Electrical Engineer. Civil and Structural, Engineering are not anticipated,
however may be incurred as Additional Services if authorized by the Owner in advance. The
professional team for the work is as follows:
Architectural—The Architects Alliance
Cary Gampher—Architect/Principal; Abigail Steck—Project Manager
Mechanical/Electrical Engineering—Midwest Engineering Consultants
Jim Dove—Engineer/Principal; Tracie Siebeneck—Mechanical Engineer
A.) Phase 2—Implementation deliverables shall include the following:
• Final Design of Architectural, Mechanical, Electrical systems required of the
renovation, including the HVAC Alt. #1 described in the Phase 1 Feasibility
Report dated September 14, 2017
• Construction Documents including Architectural, Mechanical, Electrical for code
compliance, building permitting, competitive bidding, and construction.
• Competitive Bidding Assistance including pre-bid conference, addenda, bid
review and recommendation of award.
• Construction Phase Activities including pre -construction conference, submittals
review, RFI/ASI assistance, construction progress meetings, application for
payment review, punchlist, substantial completion certificate, consent of
surety, and collection of close-out documents.
