ORDINANCE NO. 1 �5-7,D—
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND
CITY CLERK TO EXECUTE A SUPPLEMENTAL AGREEMENT WITH THE MISSOURI
HIGHWAYS AND TRANSPORTATION COMMISSION FOR SURFACE TRANSPORTATION
PROGRAM FUNDS.
WHEREAS, on January 5, 2016, the Missouri Highways and Transportation Commission and the
City of Jefferson previously entered into a STP-Small Urban Funds Agreement as to
surface transportation planning activities, (hereinafter, "Original Agreement"); and
WHEREAS, on October 19, 2016, the Missouri Highways and Transportation Commission and
the City of Jefferson previously entered into a Surface Transportation Program Grant
Supplemental Agreement (hereinafter, "Supplemental Agreement"); and
WHEREAS, the City of Jefferson now desires to revise the Original Agreement as provided in the
Second Supplemental Agreement extending the contract to October 31, 2018; and
WHEREAS, the Supplemental Agreement will increase the City of Jefferson's FY2018 budget line
item for Capital Area Metropolitan Planning Organization's professional services by
$30,000.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. The Mayor and City Clerk are hereby authorized and directed to execute a
supplemental agreement with the Missouri Highways and Transportation Commission for
Metropolitan Transportation Planning Services.
Section 2. The agreement shall be substantially the same in form and content as that
agreement attached hereto as Exhibit A.
Section 3. This Ordinance shall be in effect beginning November 1, 20117.

SECOND SUPPLEMENTAL AGREEMENT
THIS SECOND SUPPLEMENTAL AGREEMENT is entered into by the Missouri
Highways and Transportation Commission (hereinafter, "Commission") and the City of
Jefferson (hereinafter, "Grantee").
WITNESSETH:
WHEREAS, on January 5, 2016 the Commission and the Grantee previously
entered into a STP -Small Urban Funds Agreement as to surface transportation planning
activities, (hereinafter, "Original Agreement"); and
WHEREAS, on October 19, 2016 the Commission and the Grantee previously
entered into a Surfance Transportation Program Grant Supplemental Agreement
(hereinafter, "Supplemental Agreement'); and
WHEREAS, the Commission and the Grantee now desire to revise the Original
Agreement as provided in Second Supplemental Agreements.
NOW, THEREFORE, in consideration of the mutual covenants, promises and
representations contained herein, the_parties agree as follows:
(1) REVISION: Paragraph 8 of the Original Agreement is hereby removed
and replaced with the following:
(8) PROJECT TIME PERIOD: Work under this Agreement shall begin
February 23, 2016 and extend to October 31, 2018. No work shall be
performed under this Agreement until a notice to proceed is received from
the Commission.
(2) ORIGINAL AGREEMENT: Except as otherwise modified, amended, or
supplemented by this Supplemental Agreement, the Original Agreement and all,

previous Supplemental Agreements between the parties shall remain in full force and
effect and shall extend and apply to this Supplemental Agreement as if fully written in
this Supplemental Agreement.
