JULY 15, 2014
The City Council of Medina, Minnesota met in special session on July 15, 2014 at 6:00
p.m. at the Medina City Hall, 2052 County Road 24, Medina, MN.
I. Call to Order
Members present: Weir, Martin, Martinson, Pederson, Anderson
Members absent:
Also present: Chief Jeff Ruchti, Firefighter Mario Fabrizio, City Administrator
Scott Johnson, City Planner Dusty Finke, Public Works Director Steve Scherer, Finance
Director Joe Rigdon, Assistant Finance Director Erin Barnhart, and Public Safety
Director Ed Belland.
II. 2015 Hamel Fire Capital Improvement Plan
Hamel Firefighter Mario Fabrizio presented the information on the proposed 2015 Hamel
Fire Department capital improvement plan. City Council Members asked questions
regarding planning for future fire vehicles and equipment, titling of vehicles, and long-
term strategy for space needs. The City Council directed staff to work with Hamel Fire
to provide storage space at the old public works facility. Also, staff was directed by the
City Council to work with the Hamel Fire Department to look into options and
alternatives for space needs.
III. Pioneer Sarah Creek Watershed Management Commission Discussion
Staff provided the City Council with background information on the watershed options
that exist for this section of Medina. Pioneer Sarah Creek Watershed Commissioner
Mike McLaughlin updated the City Council on the third generation plan and further
discussed options. Staff was directed to meet with the City of Independence to discuss
options and to report back to the City Council on the response from The Minnesota Board
of Water and Soil Resources (BWSR) to the updated draft of the third generation plan.
IV. City Capital Improvement Plan/Utilities Discussion
Staff provided the City Council with an updated five-year CIP and proposed 3%
increases in 2015 for the utility funds (water, sewer, and stormwater). City Council
Members asked questions regarding the proposed 3% utility fund increases, the need for
the crack sealing equipment for Public Works, and the timeframes for replacing squad
cars. Staff was directed to bring forward the updated CIP and utility increases at the
September 2nd Budget Open House.
