HomeMy Public PortalAbout07/15/75 CCM124 Th0 Council of the City of Medina met in regular session on Tuesday, July 15, 1975, at 7:40 P.M. ers present: Mayor, Wayne Neddermeyer; Counoilmen, Donald DesLauriers, Arthur Theis, Hobert, Franklin, Thomas Stevens; Clerk, Donna Roehl; Attorney Richard Schieffer. Members requested that names of those voting "No" on type of fire hydrants,as per minutes of July 1 meeting, be deleted, and action on motion to read, "Motion carried." Motion by Donald DesLauriers, seconded by Arthur Theis to accept minutes of July 1, 1975, as corrected. Motion carried unanimously 1. INDEPENDENCE BEACH WELL Lyle Swanson of McCombs -Knutson presented 3 pages of plans dated July 14, 1975, and explained plans and specifications for well and pump house at Independence Beach. Well to be from 200-240 feet deep and should pump 500 gal. per min. Completion date to be Nov. 1, 1975 with a penalty clause of $25.00 per day after that date. Council discussed changes that should be made in specifications. Motion by Arthur Theis, seconded by Donald DesLauriers to approve the following changes in specifications: 1. 10" insulation on roof joists 2. Douglas fir rafters 3. Two coats of paint outside well house 4. Plywood soffits 5. 1i" insulation 6. Metal clad, sytrofoam door Motion carried unanimously Motion by Robert Franklin, seconded by Arthur Theis to approve Res. 75-30, approving plans and specifications and ordering advertisement for bids on municipal well and pump house. Motion carried unanimously 2. MEDINAMORNINGSIDE SEWAGE PROBLEM Engineer had inspection problem area after complaint had been received. Letter and pictures from engineer were discussed with suggestions as to how to correct problem. Motion by Donald DesLauriers, seconded by Robert Franklin to authorize engineer to contact Mr. Krueger regarding the drainage problem. Motion carried unanimously 3. HAMEL ROAD SEWER AND WATER EXTENSION Discussion of water on floor of blacksmith shop owned by Amil Lettere due to work not completed by Underground Utilities. Mr. Schieffer stated that he is taking steps to have work completed and will contact the bonding company. Motion by Robert Franklin, seconded by Thomas Stevens to authorize the road department to continue repairing manholes as regular working time permits. Motion carried unanimously Motion by Robert Franklin, seconded by Arthur Theis to have trash picked up by garbage service at Independence Beach. Motion carried unanimously 4. INDEPENDENCE BEACH EASEMENTS Discussion of Wm. Storie easement and problem of his securing a building permit in Independence Heights. Attorney advised that matter be turned over to him and he will request a renewal of performance bond from Ken Krienke. Motion by Robert Franklin, seconded by Arthur Theis to inform Wm. Storie that he is entitled to a building permit after bond is secured from Mr. Krienke. Motion carried unanimously 5. MEDINA RECREATION Cliff Raskob appeared regarding bond they are to post guaranteeing blaoktopping of the remainder of their parking lot and agreement from TRA Corp. to use parking lot East of their building. Motion by Robert Franklin, seconded by Arthur Theis that bond amount be determined by Engineer for a 24 month period and that agreement regarding parking facilities be drafted by city attorney to be signed by Raskobs and Mayor Neddermeyer. Motion carried unanimously 6. HAMEL STli iDANCE Harold Winterhalter appeared on behalf of NW Suburban Chamber of Commerce regarding dance and beer licenses for street dance scheduled for August 8. Discussion of need for at least 8 police officers other than the 2 Medina officers that will be working. Also the need for adequate insurance coverage. Motion by Robert Franklin, seconded by Donald DesLauriers to approve dance permit and temporary non -intoxicating malt liquor license for Harold Winterhalter and NW Suburban Chamber of Commerce dance committee for August 8, 1975, upon approval of policing arrangements by Chief of Police Hoover. Motion carried unanimously Mr. Winterhalter also discussed the possibility of seepage from Woodlake Landfill into surrounding lakes. 7. MENA DYSTE, HENNEPIN COUNTY LIBRARY Mena Dyste, librarian for the West area of Hennepin County, requested information as to when city office sign would be installed so that they could add a sign indicating library facilities. She also stated that the County system would be evaluating the use of the Medina Library to determine its' continuation. Donald DesLauriers stated that he had ordered letters and will construct the sign when they are received. 8. ANNE DORWEILPR Anne Dorweiler stated that Medina's application to join the Flood Insurance Program had been approved and that we should notify news media that residents in those areas may now purchase flood insurance. 9. BILLS Motion by Donald DesLauriers, seconded by Arthur Theis to pay the bills, payroll in the amount of $1635.89. Motion carried unanimously Discussion of engineers bill for Independence Beach project. Engineer to be informed that amount will be paid when contract agreement is reached. 10. INSURANCE BIDS Reviewal of Insuranoe Specifications and additional coverage that is needed on water tower and pump house. Motion by Robert Franklin, seconded by Arthur Theis to advertise for bids on insurance coverage, bids to be opened on September 2, 1975. Motion carried unanimously 11. AUDITORS RECOMMENDATIONS Discussion of recommendations as per audit report. Motion by Robert Franklin, seconded by Donald DesLauriers to begin using pre -numbered receipt books and licenses after present supply has been used, also that all village employees turn in receipts once a month or more frequently if amounts of $100.00 or more are involved. Motion carried unanimously Motion by Robert Franklin, seconded by Arthur Theis to establish a 1975 Hamel Sewer and 26 Water Fund and a 1975 Independence Beach Sewer and Water Find and to secure a recommend- ation from Ehlers and Associates as to how to divide funds. Motion carried unanimously Clerk was instructed to prepare expense list for each of the aobve projects and also amounts of funds paid into same. Clerk is also to prepare list of expenditures for construction of City Hall. Clerk to contact Auditor as to procedure for establishing a purchase order system. Also means by which old Construction Fund deficit may be eliminated. 12. TRANSPORTATION STUDY Discussion of committed to study roads and transportaion system for Medina, as established by the Planning Commission. Council will ask that they meet as a group, make reoommendations and Council will react accordingly. Discussion as to whioh roads should have priority for repairing; also the road into the Hamel Industrial Park. Mr. Cavanaugh will be informed that the situation will be dis- cussed at the August 5th council meeting and that Council wishes to know his intentions for completing the road. 13. UTILITY BUILDING Motion by Robert Franklih, seconded by Arthur Theis to authorize Donald DesLauriers to spend up to $500.00 on site preparation for building. Motion carried unanimously Donald DesLauriers stated that he would seoure 2 quotes for said site preparation. 14. THOMAS S'rLrv1 NS RESIGNATION Thomas Stevens informed members that he would be moving out of the area within a short time and therefore tendered his resignation as a Councilman. Motion by Robert Franklin, seconded by Wayne Neddermeyer to accept resignation of Thomas Stevens with sincere regret and many "'Arks" for his untiring efforts on the Council. Motion oarried unanimously Motion by Robert Franklin, seconded by Arthur Theis to invite input from interested citizens to fill vacany on Council created by Thomas Stevens resignation.
