Minutes
August 13, 2020 7:00 P.M. Greencastle City Hall & ZOOM
I. Pledge of Allegiance
II. Call to Order; Roll Call
Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk-
Treasurer Lynda Dunbar the following were present: Mark Hammer, Adam
Cohen (ZOOM), Stacie Langdon, Veronica Pejril, Cody Eckert (ZOOM), Dave
Murray, Jacob Widner
III. Public Petitions and Comments
A. Putnam County Comprehensive Service ( PCCS)- Andrew Ranck -
Presented a video showing the partnership between the Park and PC
Comprehensive Service. A thank you award was presented to the City
from PCCS.
B. Brian Cox and Russell Harvey- Greencastle School Board- Brian Cox and
Russell Harvey came and shared a few words on how things were going
during this time of COVID-19 and how school would be getting underway.
IV. Special Requests:
A. Street Closure Request- Heritage Preservation Society of Putnam
County- Margaret Kenton - Motion by Dave Murray to approve the
request as presented, second by Veronica Pejril, 7-0, motion carried.
B. Street Closure Request- DePauw University- Stevie Baker Watson -
Motion by Jacob Widner to approve the request as presented, second by
Adam Cohen, 7-0, motion carried.
V. Department Reports:
a. Cemetery— Ernie Phillips

c. Fire Department— John Burgess
d. Park and Recreation — Rod Weinschenk

VI. Reports
A. Mayor's Report- Mayor updated the council on the following items:
• A thank you to everyone for continuing to social distance and wear
masks.
• Vectren is continuing its work on the gas lines near Houck Road.
• Construction on Zinc Mill road will start next week.
• Encouraged to see that unemployment numbers in our area are
trending downwards.
B. Clerk-Treasurer's Report- Clerk-Treasurer updated the council on the
following items:
• Encouraged utility customers to continue paying bills and if you need
to discuss payment arrangements just contact the Utility Office.
C. Councilors' Report- Adam Cohen- DPU students will be returning soon and
DPU is working very hard to keep them safe. Stacie Langdon wanted to
encourage everyone you get out and use our pathways. Veronica Pejril
thanked everyone in the community for wearing face coverings. Dave Murray
pointed out that Gobin U.M. Church will be having virtual music in September.
Jacob Widner gave best wishes to students starting back to school. He also
wanted to thank department heads for their tours of their facilities.

D. Budget Committee- July 23, 2020
Motion by Dave Murray to approve all the minutes listed as presented,
second by Veronica Pejril, 7-0, motion carried.
VIII. Approval of City Claims
A. Motion by Mark Hammer to approve claims as presented, second by Dave
Murray, 6-0, motion carried. Stacie Langdon abstained because of
Putnam County Comprehensive Services claim.
IX. Old Business
A. Ordinance 2020-6 (Second Reading) An Ordinance Amending
Ordinance 2000-4, An Ordinance Designating Stop Intersections-
Motion by Jacob Widner to approve Ordinance 2020-6 on second reading,
second by Stacie Langdon, 7-0, motion carried.
B. Ordinance 2020-7 (Second Reading) An Ordinance Amending the Text
of the City of Greencastle, Indiana Zoning Ordinance- Motion by
Stacie Langdon to approve Ordinance 2020-7 on second reading, second
by Veronica Pejril, 7-0, motion carried.
X. New Business
A. Resolution 2020-4 - A Resolution affirming ASCENA Retail Group,
Inc. of Compliance with Statements of Benefits- Motion by Veronica
Pejril to approve Resolution 2020-4 as presented, second by Stacie
Langdon, 7-0, motion carried.
B. Resolution 2020-5-A Resolution affirming Chiyoda USA
Corporation of Compliance with Statements of Benefits- Motion by
Mark Hammer to approve Resolution 2020-5 as presented, second by
Stacie Langdon, 7-0, motion carried.
C. Resolution 2020-6- A Resolution affirming Crown Equipment
Corporation of Compliance with Statements of Benefits- Motion by
Jacob Widner to approve Resolution 2020-6 as presented, second by
Veronica Pejril, 7-0, motion carried.
D. Resolution 2020-7-A Resolution affirming Garmong Development
Company, LLC of Compliance with Statements of Benefits- Motion by
Stacie Langdon to approve Resolution 2020-7 as presented, second by
Mark Hammer Wade, 7-0, motion carried.
E. Resolution 2020-8- A Resolution affirming Heartland Automotive,
LLC of Compliance with Statements of Benefits- Motion by Veronica
Pejril to approve Resolution 2020-8 as presented, second by Jacob
Widner, 7-0, motion carried.
F. Resolution 2020-9- A Resolution affirming IAC Greencastle, LLC of
Compliance with Statements of Benefits- Motion by Stacie Langdon to
approve Resolution 2020-9 as presented, second by Dave Murray, 7-0,
motion carried.
G. Resolution 2020-10-A Resolution affirming Phoenix Closures, INC
and Cuatro, LLC, of Compliance with Statements of Benefits- Motion
by Mark Hammer to approve Resolution 2020-10 as presented, second
by Veronica Pejril, 7-0, motion carried.
H. Interlocal Agreement-Greencastle Community Schools
I. Interlocal Agreement-Area 30 Career Center-
Motion by Dave Murray to agree to both Interlocal Agreements between
Greencastle Community Schools and Area 30 Career Center, second by
Stacie Langdon, 7-0, motion carried.
J. 2021 Budget- Motion by Dave Murray to have the Clerk-Treasurer
advertise the 2021 Budget on Gateway, second by Veronica Pejril, 7-0,
motion carried.
XI. Adjournment
Motion by Dave Murray to dismiss at 8:39 PM, second by Veronica Pejril,
7-0, motion carried.
