INITIATION:
1. Mayor Tyrell called the regular meeting of the City Council to
2. order at 7:35 P. M. Invocation was given by Rev. Rudolph
Bloomquist of Bethlehem Lutheran Church, 5319 Halifax, Temple
3. City. Mayor Tyrell then led the Pledge of Allegiance to the flag.
4. ROLL CALL:
PRESENT: Councilmen - Beckley, Briggs, Harker, Merritt, Tyrell
ABSENT: Councilmen -None
ALSO PRESENT: City Manager Koski, City Attorney Martin, Public
Works Director Pizzorno, and Planning Director Dragicevich
APPROVAL OF MINUTES: Regular meeting of February 21, 1967.
Councilman Briggs moved to approve the minutes of the regular meetr
ing of February 21, 1967, as mailed, Councilman Harker seconded,
and the motion was unanimously carried.
UNFINISHED BUSINESS:

ORDINANCE NO. 67 -221: 2nd read. Amending Ordinance No. 63 -112
subsection 3 of Section 2005, re notices for public hearing being
sent to owners of property 10 days prior to date of hearing.
City Attorney Martin presented Ordinance No. 67 -221 AN ORDINANCE
OF THE CITY OF TEMPLE CITY AMENDING SUBSECTION (3) OF SECTION
2005 OF ARTICLE IX (ORDINANCE 63 -112) OF THE TEMPLE CITY MUNICI-
PAL CODE. Councilman Merritt moved to waive further reading and
to adopt Ordinance No. 67 -221, Councilman Briggs seconded, and the
motion was carried unanimously.
PUBLIC HEARING: SIDEWALKS - BALDWIN AVE., west side, La Rosa to Miloann
The Public Works Director presented the petition for the above
improvement and advised 80.3% of the lineal foot frontage had
signed the petition. The Mayor declared the public hearing open
and asked if anyone wished to speak for or against the improve-
ment and no one came forward to speak. Councilman Beckley moved
to close the public hearing, Councilman Merritt seconded, and the
motion was carried unanimously.
Councilman Merritt moved to find the project in public interest
and instruct the Supt. of Streets to cause the work to be done,
Councilman Beckley seconded, and the motion was unanimously
carried.
PUBLIC HEARING: MALLS #1A, #1B, #1C, #3, and #4
City Attorney Martin advised this public hearing is to consider
the above five mall proposals and to determine whether the alleys
should be restricted from vehicle traffic and whether sidewalks
and trees be installed in that area. The Parking Districts are
already formed and the debate is only on the mall proposal.
City Manager Koski read in full the following letters of pro-
test and claim for damages if the malls are installed:
1) from Dr. John F. Gregson, 1441 San Pasqual, Pasadena,
owner of Lot #683, Tract 6561, located in Mall 1A,
claiming $20,000. damages if rear access to his
property is abolished.

2) from Ernest A._,Pa„mer, Jr., 627 E. California, Pasadena,
owner of Lots #68'1'' and #682, Tract 6561, located in
Mall #1A, claiming $10,000. damages for each lot if
the present alleys are altered or abolished.
3) from Meyers, Stevens & Walters, 6404 Wilshire Blvd., Los
Angeles, representing Arthur and Frances Sokol, owners
of property at 9603 and 9605 Las Tunas Blvd., located in
Parking District #3 in protest of Parking District #3.
The City Manager advised no protests had been received for Mall Dist.
#1B, no protests for #1C, and no protests for #4 mall proposals.
The Mayor declared the public hearing open and asked if anyone wished
to address the Council on the proposed Malls #1B, #1C, or #4. No one
came forward to speak for or against these proposals.
Councilman Beckley moved to close the public hearings on proposed
Malls #1B, #1C, and #4, Councilman Briggs seconded, and the motion
was unanimously carried,
City Attorney Martin advised the Council they could now assume juris-
diction of proposed Malls #1B, #1C and #4. The City Attorney then
read title to Resolution No, 67-711 A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TEMPLE CITY OVER-RULING PROTESTS AND DETERMINING TO ES-
TABLISH PEDESTRIAN MALL #1B. Councilman Harker moved to adopt Resolu-
tion No. 67-711, Councilman Merritt seconded, and the motion was adopted
unanimously.
City Attorney Martin read title to Resolution No. 67-712 A RESOLUTION
OF THE CITY OF TEMPLE CITY OVER-RULING PROTESTS AND DETERMINING TO ES-
TABLISH PEDESTRIAN MALL #1C. Councilman Briggs moved to adopt Resolu-
tion No. 67-712, Councilman Harker seconded, and the motion was carried
unanimously.
City Attorney Martin presented Resolution No. 67 -714 A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY OVER-RULING PROTESTS AND
DETERMINING TO ESTABLISH PEDESTRIAN MALL #4. Councilman Beckley moved
to adopt Resolution No. 67 -714, Councilman Merritt seconded, and the
motion was unanimously carried.
City Attorney Martin referred to proposed Mall #3 and asked the engi-
neer, Mr. Lewis of Krelle & Lewis, if the Sokol protest was a majority
protest. Mr. Lewis advised the total frontage in Pedestrian Mall #3
was 370 ft., and the protest represented only 50 ft. or less than 14%
which is less than a majority protest.
Mayor Tyrell then asked if anyone wished to speak and address the
Council on proposed Mall #3, and no one came forward to speak. Coun-
cilman Merritt moved to close the public hearing on proposed Mall #3,
Councilman Briggs seconded, and the motion was unanimously carried.
City Attorney Martin presented Resolution No, 67 ®713 A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY OVERRULING PROTESTS AND
DETERMINING TO ESTABLISH PEDESTRIAN MALL #3. Councilman Harker moved
to adopt Resolution No. 67-713, Councilman Beckley seconded, and the
motion was unanimously carried,
The City Attorney asked the engineer for a report on the protests
on proposed Mall #1A. Mr. Lewis advised the total frontage in this
proposal was 370 ft. and the protests filed represented 75 ft. which
was a little less than 21% and less than a majority protest. The
City Attorney advised the Council they had the authority to proceed
on proposed Mall #1A.

Mayor Tyrell asked if anyone wished to address the Council.
Ernest Palmer, 627 California St., Pasadena, spoke in support of
his protest and claim of $20,000, if proposed Mall lA was con-
structed eliminating rear egress and ingress for trucks bring-
ing and taking merchandise from his buildings on Lots #681 and
#682, occupied by Zager & Smith Carpet Co. He explained his
tenants require the rear access as these large and heavy rol.rs
of carpet are moved from the trucks onto a loading dock and
moved from there into the building. This type of delivery cannot
be made from the front. He suggested some type of a rolled curb
so the trucks can cross the mall sidewalk and back up to the
loading platform and strongly urged the Council to do this if
the mall is approved.
Mayor Tyrell asked Mr. Palmer if he would withdraw his claim if
the City provided the rolled curb, and his tenant was allowed
to have deliveries across the sidewalk within a certain reasonable
time. Mr. Palmer requested permission to discussthe matter with
his tenants before answering.
Mr. Bert Smith, 300 S. Marin, La Habra, of the carpet company of
Zager & Smith, the tenants at 9510 Las Tunas Dr., stated they
have a flat bed truck and two pick-up trucks which are loaded
every morning from 7 to 9 A,M.approximately. After this time
they receive deliveries from their suppliers. These rolls of
carpet are from 12 ft. to 15 ft. long and weigh from 600 to
1500 lbs. He stated if they could have a rolled curb directly
behind their store wide enough so a truck and trailer could back
in off of the parking lot over the pedestrian sidewalk up to the
back of their store, approximately three parking spaces, they
would have a very little problem.
Considerable discussion followed regarding the size of the
delivery trucks, number per week, and length of stay per delivery.
Mayor Tyrell again asked Mr. Palmer if it was provided that they
could cross over the rolled curb until such time as the building
is extended to the south property line that he would withdraw his
claim. Mr. Palmer stated he would withdraw his claim if any plan
proposed by the City meets with the approval of Mr. Smith.
Engineer Lewis advised five parking stalls would be lost because
of the angle of the stalls, and this would require relocation of
tree well areas and light standards. He also advised that in
maneuvering the large trucks and semis it would take at least
7 parking spaces, the plan provides 30 spaces and this would
leave 23 available spaces.
A. L. Nunamaker, 5757 N. Agnes, stated he was in the business
district, and a member of the Business & Industrial Committee of
the Chamber of Commerce, that he got many signatures for the
malls, and they were told they could have rolled curbs or a drive-
way for access until such time as their building was extended to
the alley at which time the curb would be put in at their expense.
He stated this business does contribute in a large amount to the
City sales tax and the business should be kept here. Also that
this new improvement should result in a greater influx of business
to Temple City.
John F. Gregson, 1441 San Pasqual, Pasadena, owner of the property
at 9508 Las Tunas Dr., advised there was 30 ft. in the rear of
his building for his patients to park. He would like to have
the sidewalk fixed so they can park behind his building. He
has been located there for 20 years. The parking area behind
his building is not paved.

Mayor Tyrell asked if anyone else desired to speak and no one
came forward to address the Council.
Councilman Merritt moved to close the public hearing, Councilman
Beckley seconded and the motion carried unanimously.
City Attorney Martin stated claims have been filed and they
will have to be denied at this time and referred to the City
Manager and City Engineer to determine whether consideration
can be made to withdraw the claims. He read title to Resolution
No. 67 -715 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY OVER- RULING PROTESTS AND DETERMINING TO ESTABLISH PEDESTRIAN
MALL #1A. Councilman Briggs moved to adopt Resolution No. 67 -715,
Councilman Beckley seconded, and the motion was unanimously
carried.
The Council having determined to proceed with Malls #1B, #1C, #3
and #4, the City Attorney presented Ordinance No. 67 -222 AN ORDI-
NANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ESTABLISHING
A PEDESTRIAN MALL PURSUANT TO THE PEDESTRIAN MALL ACT OF 1960,
DIVISION 13 OF THE STREETS AND HIGHWAYS CODE OF THE STATE OF
CALIFORNIA, MALL #1B. Councilman Merritt moved to waive further
reading of Ordinance No. 67 -222, Mall #1B, Councilman Harker se-
conded and the motion carried unanimously. No further action was
taken as this was the first reading of the Ordinance.
City Attorney Martin presented Ordinance No. 67 -223, MALL #1C, AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ESTABLISH -
ING A PEDESTRIAN MALL PURSUANT TO THE PEDESTRIAN MALL ACT OF 1960,
DIVISION 13 OF THE STREETS AND HIGHWAYS CODE OF THE STATE OF
CALIFORNIA. Councilman Briggs moved to waive further reading of
Ordinance No. 67 -223, Councilman Merritt seconded, and the motion
carried unanimously. No further action was taken as this was the
first reading of the Ordinance.

ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ESTABLISH-
ING A PEDESTRIAN MALL PURSUANT TO THE PEDESTRIAN MALL ACT OF 1960,
DIVISION 13 OF THE STREETS AND HIGHWAYS CODE OF THE STATE OF
CALIFORNIA. Councilman Beckley moved to waive further reading of
Ordinance No. 67 -224, Councilman Merritt seconded, and the motion
carried unanimously. No further action was taken as this was the
first reading of the Ordinance.

ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ESTABLISH-
ING A PEDESTRIAN MALL PURSUANT TO THE PEDESTRIAN MALL ACT OF 1960,
DIVISION 13 OF THE STREETS AND HIGHWAYS CODE OF THE STATE OF
CALIFORNIA, Councilman Merritt moved to waive further reading of
Ordinance No. 67 -225, Councilman Harker seconded, and the motion
carried unanimously. No further action was taken as this was the
first reading of the Ordinance.
City Attorney Martin advised on Mall #1A that a report would be
made by the City Manager at the next regular meeting of the Coun-
cil on March 21. Also that the four ordinances above would come
up for second reading at that time.
City Manager Koski proposed the Council authorize going to bid
on the construction of the parking lots and malls. Councilman
Briggs moved to authorize going to bid, Councilman Merritt se-
conded and the motion carried unanimously.
Discussion followed about the bid time table and about the inclu-
sion of Mall #1A in the packet. It was finally agreed to have

Krelle & Lewis prepare a complete package as follows:
a. base packet for Parking Lots #3 and #4, and for
Malls #1B, #1C, #3 and #4
b, Mall #1A and Parking District #1 as follows:

The Engineer adv:fsed they could have the complete package ready
for the Council in one week.
7. SET PUBLIC HEARING: SIDEWALKS BALDWIN AVE., west side Miloann
to Howland
Councilman Harker moved to set the public hearing for March 21,
1967, at 7 :30 P. M., Councilman Merritt seconded, and the motion
carried unanimously.
RESOLUTION NO. 67-707: adopting uniform standard specifications
for public works construction, 1967 edition
Public Works Director Pizzorno presented Resolution No, 67-707
A RESOLUTION OF THE CITY COUNCIL,CITY OF TEMPLE CITY,ADOPTING
THE UNIFORM STANDARD SPECIFICATIONS FOR PUBLIC WORKS CONSTRUC-
TION, 1967 EDITION, and recommended adoption, Councilman
Merritt moved to adopt Resolution No, 67-707, Councilman Briggs
seconded and the motion was unanimously carried.
9. RESOLUTION NO. 67-708: requesting amendments to the Streets and
Highways Code relating to administration of the gas tax street
improvement program
The Public Works Director presented Resolution No. 67-708 RESO-
LUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY REQUESTING
AMENDMENTS TO THE STREETS AND HIGHWAYS CODE RELATING TO ADMINIS-
TRATION OF THE GAS TAX STREET IMPROVEMENT PROGRAM. He advised
the only point at issue is elimination of the city matching
funds from the state. At present the state requires matching
funds. He recommended adoption of the Resolution. Councilman
Merritt moved to adopt Resolution No. 67-708, Councilman Beckley
seconded and the motion was unanimously carried.
10. PLANNING COMMISSION RECOMMENDATIONS: Meeting of Febr. 28, 1967
A. Recommend adoption of an ordinance adopting comprehensive
zoning regulations and zoning map for City of Temple City
Planning Director Dragicevich presented the above recommenda-
tion. Councilman Beckley moved to set a public hearing to
consider the recommendation on March 21, 1967, at 7 :30 P. M.,
Councilman Harker seconded, and the motion carried unanimously.
B. Recommend change of zone from R -1 to C-2 for Zone Change
Case No. 67 ®209, 5839 °41 N. Rowland Ave.
The Planning Director presented the above recommendation.
Councilman Beckley moved to set this for public hearing on
March 21, 1967, at 7 :30 P. M., Councilman Harker seconded, and
the motion was unanimously carried.
11. TRAFFIC COMMISSION RECOMMENDATIONS: Meeting of March 1, 1967.
A. Item 6 m Olive Street: Additional Regulations
Recommend stop and stop bar pavement markings be placed on
those streets not now marked entering Olive St. between Rose®

mead and El Monte Ave., and that a white pedestrian crosswalk
be placed across Olive St. at the west line of Arden Dr. with
advance markings, both pavement and vertical, streets enumerat-
ed as follows:
Pal Mal Ave. at the north and south approaches
Arden Drive north approach
Glickman Ave. south approach
Zadell Ave. south approach
Robinhood Ave. north approach
Cambury Ave. north approach
Agnes Ave. south approach
Golden West Ave. south approach

The Public Works Director presented the above recommendation.
Councilman Harker moved to approve the recommendation of the
Traffic Commission, Councilman Beckley seconded, and the
motion was unanimously carried.
Discussion followed regarding a stop sign at the pedestrian
crosswalk across Olive St. at the west line of Arden. Dr.
Councilman Merritt moved that a stop sign be placed on Olive
for the east -west traffic at Arden Dr., Councilman Briggs
seconded, roll call vote to carry the motion as follows:
AYES: Councilmen - Beckley, Briggs, Harker, Merritt, Tyrell
NOES: Councilmen -None
ABSENT: Councilmen -None
6. Item 7 - Longden Ave. at Encinita
Recommend that the signing at the intersection of Longden and
Encinita be replaced by newer type signing for more effective
traffic control on Longden.
The Public Works Director presented the above recommendation.
Following discussion the Council tabled the recommendation
until clarification of the new type signing is made by the
Traffic Engineer.
C. Item 8 - Temple City Blvd.: Ellis Lane to Southern Pacific
Railroad tracks
Recommend section of Temple City Blvd. between Ellis Land and
the railroad tracks be restricted for parking and "No stopping
at any Time" parking signs be placed on both sides of Temple
City Blvd. between the tracks and 285 ft. northerly, and also
the traffic land be extended in both directions to provide for
the necessary flow of traffic.
The Public Works Director presented the above recommendation.
Councilman Beckley moved to approve the Traffic Commission
recommendation, Councilman Briggs seconded, and the motion was
unanimously carried.
12. RESOLUTION NO. 67 -706: Warrants & Demands
The City Manager presented Resolution No. 67 -706 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS
AND DEMANDS IN THE SUM OF $23,208.83, DEMAND NOS. 9313 THROUGH
No. 9365.

Councilman Harker moved to adopt Resolution No. 67 -706, Coun-
cilman. Beckley seconded, and the motion was unanimously carried.
13. COMMUNICATIONS:
A. Proclamation request: International Order of DeMolay requests
March 12 -19 be proclaimed •International DeMolay Week. City
Manager Koski presented the above request. With Council approval
Mayor Tyrell so proclaimed.
B. Charitable Solicitation Request: L. D. S. Church, Las Flores
Ward, 6249 Kauffman, to conduct a candy sale between now and
June, 1967.
The City Manager presented the above request. Councilman Briggs
moved to approve, Councilman Merritt seconded, and the motion was
unanimously carried.
C. Request to place banner across Las Tunas Dr. for 7 days be-
ginning March 16 for the Red Cross Bloodmobile
The City Manager presented the above request. Councilman
Beckley moved to approve subject to insurance requirements, Coun-
cilman Harker seconded, and the motion carried unanimously.
14. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
No one came forward to speak at this time.
15. MATTERS FROM CITY OFFICIALS:
City Manager Koski presented Resolution No. 67 -709 RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ESTABLISHING A PETTY
CASH FUND OF $250.00. Councilman Briggs moved to adopt Resolution
No. 67 -709, Councilman Merritt seconded, and the motion was un-
animously carried.
The City Manager presented Resolution No. 67 -710 in support of
the Ontario International Airport application to the Civil Aero-
nautics Board in the Transpacific Route Investigation Docket
#16242 for air service directly from Ontario to Hawaii and other
Pacific areas. Councilman Harker moved to adopt Resolution No.
67 -710, Councilman Beckley seconded, and the motion was carried
unanimously.
The City Manager gave a status report on the alleys in the cen-
tral business area stating approximately 10 areas were found
with junk, boxes, etc. stacked. Businesses were contacted and
are in the process of correcting this situation.
The Public Works Director reported on estimates of cost for de-
sign on the work on Broadway between Rosemead and Encinita,
with a $4500. estimate and 60 days time from the County Road 'Dept.
and from a local firm $3250. and a 45 day time period. He re-
commended the local engineering firm prepare the plans. $4000.
is budgeted for the work. Councilman Beckley moved to accept
the local bid, Councilman Briggs seconded, and the motion was
unanimously carried.
The Public Works Director advised the Council he had received
appraisals on the Broadway right of way and the Council will
consider them at the study session on March 20.
Councilman Briggs was concerned about the early watering of the
planted dividers on Baldwin Ave. as the excess water creates a
traffic hazard especially at this time of day when traffic is
heavy. The City Manager will check this out.

Mayor Tyrell asked about the signal at Alessandro and Las Tunas
Dr. being on all night and was advised by the City Manager that
this was being taken care of.
Mayor.'Tyrell commented on the billboard in the business district
with a new sign advertising Montgomery -Wards in Rosemead and
that we had been assured that it was not policy for these
Company's to so advertise in another adjacent city. He stated
we are now advertising Rosemead in Temple City.
16. ADJOURNMENT:
Councilman Briggs moved to adjourn to a short personnel session
and from then to the study session on March 29, 1967, at 7:30
P. M., Councilman Harker seconded and the motion was unanimous-
ly carried. Council adjourned at 9 :35 P. M.
