Minutes, September 7, 2010, 4:30 pm

Attending: Fran McClennen, Judith Bruce, Allin Thompson, Chuck Bartlett, Chris Miller
Meeting Minutes from June 1, 2010 were approved(Fran abstained) and signed by AIIin
Thompson.
The following updates were provided-
1. The July announcement and media event for the No Discharge Area was a success.
Representatives of US EPA and EOEEA were in attendance. Several community partners and
press were in attendance. The Cape Cod Times and radio stations covered the event.
The Boaters Guide also was received very positively. Copies were mailed to at mooring permit
holders and placed at boatyards, marinas and other public places. The Alliance has been invited
to co-sponsor the guide for 2011 under similar terms. We also have been asked to obtain ads
from FOPB, OPC and FCW. The Steering Committee was supported of participating again in
2011 and was willing to approach the other organizations for ads.
2. A letter of approval of the 2008 Management Plan update was received from the Secretary of
EOEEA. Language on improvement dredging was noted.
3. SMAST has completed nitrogen modeling for Muddy Creek. Results show that a 24-foot
culvert would improve water quality in Muddy Creek and not have an effect elsewhere in the
system. It also looks as if$65,000 in federal money will come though from the Cape Cod Water
Resource Restoration Program. A meeting to review next steps is scheduled for September 28th at
11 am.
4. A draft fertilizer management plan was received from Horsley Whitten and reviewed by the
watershed work group. Some feedback also was provided from Steve Mann at Captains Golf
Course. A revised draft is due 9/15 and will be discussed at the September 30`h' work group
meeting. A discussion on public education strategies was held September 2°d. Meetings with
Golf Course managers, landscapers, and public managers are planned for later in October.
5. Statistical analyses of water quality data is under way by the Cadmus Group. A kick-off
conference call was held on July 15`x'to review the work outline and timeframes. A meeting was
held on August 4th to review their research plan. On August 30th Bob Duncanson and I talked
with Cadmus about status. A draft report is expected on 9/25. There will be a meeting on 9/29,
and a public meeting later in October.
6. The Coastal Atlas is taking shape slowly. There is discussion on a possible RMP revision to
address improvement dredging issues. Ted is working with Paul Lagg and John Jannell to map
marked channels.
7. Emerging Issues that the Alliance may wish to discuss and gather information on include the
growth in the seal population and access at town landings.
