HomeMy Public PortalAboutResolution 17-17 Language for Emergency Cell Phone Tower at AirportCity of McCall Resolution No 17-17 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MCCALL, IDAHO, DECLARING AN EMERGENCY AND AUTHORIZING THE SITING AND USE OF A TEMPORARY CELLULAR COMMUNICATIONS TOWER WITHIN THE CITY OF MCCALL, IDAHO. WHEREAS, on August 21, 2017, a solar eclipse will take place and the path of totality for the eclipse will encompass a large area of the southern part of Valley County, Idaho; and WHEREAS, current projections indicate that an abnormally large number of visitors will be travelling to and through Valley County, Idaho on the days immediately preceding, during, and after the date of the eclipse; and WHEREAS, the Idaho state Office of Emergency Management has projected that the unusually large number of visitors and the resulting demand on cellular communications for transmission of voice and data from visitors and residents alike during the period from August 19, 2017, through August 22, 2017, may result in loss or significant degradation of the ability of those visitors and residents to make cellular calls, including calls for emergency services; and WHEREAS, an unknown number of Valley County residents, including residents of the City of McCall rely solely on cellular communications and have abandoned traditional "land line" telecommunications such that a loss of cellular communications could impair the health, safety, and welfare of these residents; and WHEREAS, in order to provide additional cellular communications coverage, the Idaho state Office of Emergency Management has requested that a temporary cell tower on wheels be placed in the City of McCall during the projected period when the existing cellular communications transmission infrastructure may be compromised by an inordinate increased demand. NOW, THEREFORE, the City Council of the City of McCall, Idaho, does hereby resolve as follows: Section 1: Pursuant to the authority granted to the City of McCall by Idaho Code 50-302(1), the City of McCall, Idaho, declares an emergency related to cellular communications and authorizes the siting and operation of a temporary cellular communications tower within the City of McCall from August 19, 2017, through and including August 22, 2017. City staff is authorized to work with the Idaho state Office of Emergency Management and related parties to locate the temporary cellular communications tower in a location that will address the emergency. In the event the identified location is on city owned property, permission is granted for the temporary occupancy by this mobile infrastructure.
