HomeMy Public PortalAbout726716Stormwater Service Community Outreach March 31, 2014 1 Today’s Agenda •Review of current stormwater services •Questions for you •Question & Answer 2 MSD •MSD is a public/government agency, created in 1954 •Prior to 1954, the area was covered by 79 separate sewer systems •First sewers built in the 1850s in response to the 1849 cholera outbreak •MSD works every day to protect the public’s health and the natural environment through effective wastewater and stormwater management strategies •MSD repairs and replaces broken pipes and manholes within the public system as part of regular maintenance and operations 3 Two Utilities •MSD is a wastewater and a stormwater utility, with dedicated revenue streams •Wastewater service is funded by rates based upon water usage and account type •Stormwater service is funded by a flat fee and small property taxes, based upon geographic location •The two revenue streams cannot be mixed 4 CURRENT STORMWATER SERVICE AND FUNDING 5 6 7 Stormwater service overview •MSD assumed stormwater management east of I-270 in 1954, and took over the stormwater management for the remainder of our service area in St. Louis County in 1989 •Stormwater service has differed among parts of the service area due to differences in funding for stormwater system maintenance and system improvement •Analyzing community stormwater needs by seeking community input and studying existing needs, if any, are important to determining the future of stormwater service in MSD’s service area 8 Current Stormwater Funding •Stormwater Fee –Flat $0.24/$0.18 charge on each MSD customer’s monthly bill •Three zones of Stormwater funding overlap in MSD’s Service Area –Administrative Tax •$.02/$100 of Assessed Value –Stormwater Tax •$.05/$100 of Assessed Value –Taxing Subdistricts •Up to $.10/$100 of Assessed Value (varies by district) 9 Stormwater Fee and Administrative Tax 2013 Stormwater Fee total: $1,338,000 ($0.24/$0.18) 2013 Total Tax Levy: $5,047,624 ($.02/$100) Service Level: 10 Stormwater Tax 2013 Total Tax Levy: $10,211,630 ($.05/$100) Service Level: PLUS: 11 Taxing Sub-districts Total 2013 Tax Levy: $8,840,941 (Up to $.10/$100 ) Service Level: PLUS 12 Stormwater* Services and Funding 13 $0.24 fee PLUS $.02 PLUS $.05 PLUS $.10 $0.24 fee PLUS $.02 PLUS $.05 $0.24 fee + $.02 **Above reflects stormwater services only.
