HomeMy Public PortalAbout12 03 2020 PC MinutesThe Town of Lees6urg in Virginia Leesburg Planning Commission Meeting Minutes December 3, 2020 The Leesburg Planning Commission met on Thursday, December 3, 2020 in Town Hall Council Chambers, 25 West Market Street, Leesburg, Virginia 20176. The meeting was held with a quorum physically present. Staff members present included Susan Berry Hill, Director Planning and Zoning, Scott Parker, Sr. Planning Project Manager, Rich Klusek, Sr. Planner, Tina Newton, Deputy Town Attorney, and Karen Cicalese, Executive Associate, Planning and Zoning. CALL TO ORDER Chair Nacy called the meeting to order at 7:01 pm. Members Present: Chairman Nacy, Commissioners Barney, Barnes, Clemente, Faliskie, Harper, and Robinson ADOPTION OF AGENDA Motion: Commissioner Harper Second: Commissioner Barney Vote: 7-0 APPROVAL OF MINUTES November 5, 2020 Draft Minutes Motion: Commissioner Harper Second: Commissioner Barney Vote: 7-0 DISCLOSURE OF MEETINGS None. CHAIRMAN'S STATEMENT None PETITIONERS None PUBLIC HEARING None SUBDIVISION AND LAND DEVELOPMENT None 1 Leesburg Planning Commission December 3, 2020 TOWN COUNCIL LIAISON REPORT None OLD BUSINESS None NEW BUSINESS a. December 17, 2020 Meeting — Chair Nacy informed the Commission that the Planning Commission would need to decide if they were going to hold their December 17th meeting. The Town Manager has issued new directives for Boards and Commissions due to the spike in COVID-19 cases. Ms. Berry Hill informed the Commission that the Town Manager has suggested that advisory Commissions not meet in December and possibly January. Adjudicatory Boards and Commissions such as the BAR and Planning Commission should meet if there is business to address. She explained that the only item on the agenda for December 17th is the second video on the Town Plan Update and asked the Commission members if they would prefer to meet to discuss the video or cancel the meeting. It was determined that staff would send the second video to the Planning Commission to view individually and to cancel the December 17th meeting. b. ByLaws — Christine Newton, Deputy Town Attorney Ms. Newton explained that the proposed amendments were to address concerns raised by the Planning Commission regarding vacancy elections and the requirement that all members be present for Officer Elections. Commissioner Faliskie moved to adopt the proposed Planning Commission Bylaws Rules of Procedure revised as of December 3, 2020 as attached to the Staff Report, with the following discussed tonight: Section 1.3(B)(5) will be deleted, and Section 1.3(C) will be created and will read as follows: C. Vacancies in the office of Chair or Vice -Chair shall be filled by automatic succession; a vacancy in the office of Chair shall be filled by the Vice -Chair; a vacancy in the office of Vice -Chair shall be filled by the Parliamentarian. A vacancy in the office of Parliamentarian shall be filled by the election procedures set forth in Sections 1.3(A) and 1.3(B), provided however, that elections to fill vacancies may take place at the next available business meeting following the occurrence of the vacancy, or as soon as practicable thereafter. Officers elected to fill vacant offices shall serve for the remainder of the annual term.
