Re: FY2014 Procurement Procedures
On April 22, 2013, the Board of Trustees accepted the District’s Disparity Study. They also directed the
Executive Director to implement the results of the Disparity Study for all purchases whose procurements
start on or after August 1, 2013. As a result and in accordance with the procurement schedule presented to
the consulting community in January 2013, all procurements for FY2014 will fall under the existing
procurement policies and procedures with a few changes.
1. RFQs for RFQ #1 which includes two watershed CM contracts and a design contract for Incinerator
Modifications will be issued in June. The Statement of Interest for RFPs #2 and #3 which generally
include General Service Contracts and Stormwater Design Contracts will be issued on May 28. The
exact procurement schedule will be posted on the District’s Internet site under the Engineering tab
as is normal practice.
2. The existing Contractual Requirements as posted on MSD’s Internet site under About
MSD/Supplier Diversity/Related Links/Professional Services will still apply.
3. For FY2014 selections, backlog from previous Watershed Consultant selections will be measured
directly and the Restricted List will no longer be used. The values MSD will use for backlog for all
watershed consultants, prime and sub, will be included in the individual RFQ/RFPs when issued.
This will also change the score weighting system. The score weighting to be used will be included
in each RFQ/RFP when issued. The weightings will be as follows –
a. Watershed Consultant RFQ – 25% Project Manager and Team, 10% Personnel Availability and
Workload, 25% Related Project Experience and Performance, 15% Watershed Backlog, 25%
MWBE Goal
b. Watershed Consultant RFP – 20% Understanding and Technical Approach, 20% Skills and
Availability of Team, 15% Past Performance, 20% MWBE Goal, 15% Watershed Backlog, 10%
Oral Presentation
c. Project RFQ – 25% Project Manager and Team, 10% Personnel Availability and Workload,
25% Related Project Experience and Performance, 25% MWBE Goal, 10% Watershed Backlog,
5% Project Backlog
d. Project RFP – 25% Understanding and Technical Approach, 25% Project Manager and Team,
5% Personnel Availability and Workload, 5% Project Design Schedule, 5% Related Project
Experience and Past Performance, 20% MWBE Goal, 10% Watershed Backlog, 5% Project

4. On all RFQ’s and RFP’s, MSD will require a commitment to the % use of team members to some
total level less than 100%, which will be indicated in the individual RFQ or RFP.
While this procurement proceeds, MSD will continue to work with Stakeholders to develop the
procurement processes and procedures that will be used for procurements after August 1, 2013. MSD will
also continue discussing the recommendations in the Disparity Study so everyone can fully understand their
impacts and take full advantage of MSD’s program whether related to Disparity issues or not.
