HomeMy Public PortalAbout562667BMP Operation and Maintenance Rev. 52013 POST CONSTRUCTION STORMWATER MANAGEMENT FACILITIES (BMP) OPERATION AND MAINTENANCE DESIGN REPORT AND PLAN Operation and Maintenance (O&M Plan) Plan Guidance An Operation & Maintenance Plan is required to be provided for all post construction stormwater best management practices (BMPs). Two copies of the O&M document, separately bound, should be submitted with the Stormwater Management Facilities (BMP) Operation and Maintenance Design Report (Stormwater Management Facility Report). The purpose of the O&M Plan is to provide information for the property owner to ensure adequate maintenance and function per design. The property owner is responsible for the maintenance of all private stormwater facilities. The information provided in the O&M Plan will provide direction on the facilities function and guidance for inspection and maintenance operations specific to the facilities installed. Upon approval by MSD, a copy of the Operation and Maintenance Plan should be provided by the preparer to the property owner. The Operation and Maintenance Plan should be prepared with the following components: I. Post construction Stormwater Management Site Plan and Drawings. Inspection or maintenance personnel will utilize the site plan for locating the stormwater facilities within this development. The Drainage Area Map, or a variation, which is submitted with the Stormwater Management Facilities Report can be used. The site map, on an 11” x 17” sheet, should include: a. Labels for all streets and buildings b. Label any common ground and reserved area(s) c. Labeled drainage areas d. Labels for all private stormwater management facilities constructed and credit areas on the project site, including splitter and/or outfall structures A plan view and cross section of the private stormwater management facilities should also be included. A planting list and planting plan, if applicable, should also be provided in this section. II. General Stormwater Management Facilities Description. A detailed description of the BMPs on site, including location and how stormwater is conveyed to and from the system should be provided. The description should include the type of BMP and the number of BMPs on site. III. Site Contacts and Change of Ownership. Plan should include owner contact information. Name, mailing address, phone number and email address should be provided. The plan should inform the owner that if ownership changes, MSD’s Division of Environmental Compliance should be notified. IV. Facility maintenance plan. Facility specific tasks for routine & non-routine maintenance activities and modifications should be described. The description should include minimum frequency and maintenance tasks as required. For proprietary BMPs systems the manufacturers O&M plan should be referenced. V. BMP Type Specific Inspection Checklists & Description. Inspection frequency should be detailed (minimum requirement of annually, and it is recommended to inspect quarterly or more frequently the first year the system is in operation). BMP Inspection Checklists should be included in the Plan. MSD inspection checklists are available, except for proprietary systems, which should come from the manufacturer. VI. Annual Reporting Requirements. MSD requirements for Annual Reporting should be described. A template for the MSD Annual Report is available and can be included. MSD’s website should be referenced for most current version if template is used. VII. BMP Waste Disposal. Landfill and solid waste facility requirements shall be followed for all BMP waste. The owner is responsible for determining all State and/or local regulations for special waste that may be applicable. VIII. Maintenance Agreement. A signed copy of the executed Maintenance Agreement, as amended, should be included. A Maintenance Agreement is required to be signed by the owner prior to plan approval for all development projects with post construction stormwater facilities. IX. O&M Plan Revisions. The O&M Plan may be revised over the life of the system; the plan shall inform the property owner to contact MSD for plan revisions. Property owner should contact MSD’s Division of Environmental Compliance for current guidance on procedures for O&M Plan revisions.
