HomeMy Public PortalAbout07/17/08 Special CCM305 MEDINA CITY COUNCIL MEETING .MINUTES OF DULY 17, 2008 The City Council of Medina, Minnesota met in special session on July 17, 2008 at 7:04 p.m. in the Medina City Hall. Mayor Crosby presided. I. Call to Order Members present: Weir, Crosby, Cavanaugh, Smith Members absent: Johnson Also present: City Administrator Chad Adams, Police Chief Ed Belland, Public Works Superintendent Steve Scherer, Finance Director Jeanne Day, and Planning Director Tim Benetti. II. 2008 Budget Work Session Day provided an overview of major 2008 and 2009 budget issues, municipal budgeting process, market value history, taxes payable and tax rate history, tax levy and tax rate comparisons, and an explanation of how the City compares with per capita spending to area communities. Adams provided an overview of the 2009 legislative changes and mandates and budgeting strategies for 2009. Adams and Day explained the 2009-2011 tax levy caps and their accommodating growth variables and special levy allowances. Adams presented examples of street assessment formulas for a residential urban development with a local roadway in Cherry Hill and rural residential area with a collector road near Willow Drive. • New Rural Residential subdivisions - The Council agreed that a draft policy should include a provision stating that it will be Medina's policy to require new rural -residential subdivisions to own and maintain their internal roadways unless it serves a public purpose or connection. • Local Urban Residential Neighborhood - The Council agreed that a draft policy for a local urban neighborhood should be modeled after Option L 1 in the packet, which involves a per parcel allocation and 50% proposed parcel assessment. • Collector Roads in Rural Area — The Council agreed that Options Cl (total area), C2 (per parcel), and C4 (front foot) were not good models for an assessment policy. Discussion was held on Option C3, which included a per parcel at maximum development allocation. Staff was directed to provide more analysis for the August 6a' meeting that may show hybrid examples of Option C3. Medina City Council Special Meeting Minutes July 17, 2008 306 unanimously. Adams, City Administrator -Clerk Medina City Council Special Meeting Minutes July 17, 2008 Adams provided an overview of the major CIP purchases for 2009 and recommended to propose equipment certificates to Council for approval at the August 6th meeting. Adams discussed the possible Cost of Living Adjustment (COLA) and step increases for salaries/wages and a minor change to the dental plan for benefits in 2009. Adams discussed building permit revenue and need to establish a true nexus for costs. Adams stated no new staff resources are needed for 2009 unless more special services such as fire administrative support is provided. The Council agreed not to change the Council compensation or implement police administrative fines for 2009. Adams stated additional transfers for park maintenance will be needed to maintain aging equipment and infrastructure. Adams explained that additional fire services, recreational services or services related to the German Liberal Cemetery have not been included in Staffs budget analysis. The Council agreed that the August 14th Open House should include a short presentation with a question and answer period. Adams stated that a few display boards would be available for public review. Weir moved, Cavanaugh seconded to schedule a special meeting work session for 6:00 p.m. on Wednesday, August 6th at City Hall to continue budget discussions. Motion passed unanimously. Adams stated he would be out of the office that week and has coordinated with Day to facilitate the discussion in his absence. V.
