•Draft Regulations Update redline version with proposed
changes was advertised for public comment August 11,
2017. Email blast was sent to stakeholders, and also
DRAFT changes posted on MSD website.
•Comments received until September 22, 2017.
•Most changes are clarifications
•Six previous amendments from the last 10 years have
been incorporated. New list of amendments goes to
zero.
•Will be adding information pertaining to formatting
requirements for electronic submittal of plans & other
documents for online review & permitting. This to be
included in the new version of Regulations proposed for
February 1, 2018 effective date, or in an Amendment 1
thereto later Spring 2018

–Allows Professional Landscape Architect Seal for non-structural
post construction stormwater BMPs only (Stormwater Credits)
–Allows design professional to send in a Sealed letter if Seal on
project plans is more than one year old, and project site conditions
have not changed
•Section 1.040.02
–Will include information on electronic submittal requirements for
the new MSD online Plan Review, Permitting, and Construction
Inspection website
•Section 1.040.03
–Specifies that any proposed change to property lines shall at a
minimum require submittal of the proposed changes to the District
for review, and that submittal of full site improvement plans for
review and approval will be required in most cases, unless directed
otherwise by the District

MSD PLAN REVIEW – ACCELA
SYSTEM •MSD has reviewed about 600
development and redevelopment
projects each year for the last 8 years
or so
•New online system to track plan
review, permitting, and construction
inspection on these projects
•Could become part of a larger regional
permitting portal? MSD for now…St.
Louis County and Other Municipalities
later…
•Each agency would still have its own
unique website configuration to
perform its particular permitting
functions
•Regional Portal would be a “launch
pad” to direct users to each agency’s
permitting and plan review website
Like a “File Folder in the Cloud”
•You will be able to submit plans and other
documents electronically online
•Can also still submit plans in hard copy
format, only need to send in 1 copy
•MSD will “work” the projects electronically,
no hard copy files will be kept
•You may have started seeing some
automated emails on some existing

•Customers who are registered in the system can also research other MSD Development Review Projects

•Drainlayers will need to call the office to get
added to the permits needed. You cannot do
this from ACA.
•Drainlayers will need to call in all permits to
be inspected, even if some permits have been
called in for previously. In the past, if a job
was already working, you did not need to do
this.
•No online inspections are currently available.
•No fee permits (Sampling
Tees/MH’s/Underdrains are not printing on
ACA. Please let us know and we can e mail to
you.

•Default is a 30-day date range, may need to
expand this to an earlier “from” date to expand the
search range, especially on older projects
•Use wildcard % sign before, after, or before and
after certain text to find certain text
•Example %zoo should find anything ending in
“zoo”
•Example zoo% should find anything starting with
“zoo”
•Example %zoo% should find anything that
contains the text string “zoo”
•To avoid lengthy searches, try to accurately define
parameters
•Sometimes helps to try searching again with same
