DISCUSSION
The applicant is seeking to simply extend the Weinhold Annexation Agreement which was approved by the Village Board in July 1994 for an additional ten (10) years. The subject property
is located on 127th Street, east of Route 59 and west of the DuPage River. The subject property is commonly known as “Riverstone” and contains 130 acres of farmland that is currently
cultivated. The Weinhold Annexation Agreement generally covers the old Weinhold Farmstead which includes Farmstone Ridge and the subject property.
The subject property was previously owned by Macom and the property was returned to the current applicant. In 2008, Macom submitted a Preliminary Plat for a 162 single-family subdivision
which was reviewed by the Plan Commission, but which was never approved by the Village Board. The current applicant is marketing the subject property and is seeking a purchaser of the
130 acres of vacant property. The “Weinhold Annexation Agreement” allows for the following provisions:
A gross density per acre of 2.75 units
Average single-family lot size of 11,500 square feet for the whole development
Minimum lot size of 10,500 square feet
Multiple-family units including duplexes
Commercial development as identified on the attached Concept Plan
During the original terms of the agreement, no real estate taxes to the Village of Plainfield shall be incurred on the subject property until the time that it is developed
At the present time the applicant has not submitted a Concept Plan or Preliminary Plat for the subject property. At this time the applicant is merely seeking an extension of the existing
terms of the Annexation Agreement is not proposing any other modification to the agreement. The extension of the annexation agreement would only pertain to the subject property and
would not cover the balance of the property within the original Weinhold Annexation Agreement.
RECOMMENDATION
Based on the fact that the applicant is not requesting any additional density or other modifications to the original annexation agreement, staff would make the following motion:
We move that the Village Board direct the Village Attorney to draft an ordinance amending the Weinhold Annexation Agreement by extending it an additional ten (10) years.
