The Rate Commission of the District met at the District’s offices, 2350 Market Street,
St. Louis, Missouri, on the above date. Present at meeting:

The meeting was opened pursuant to notice and call. Mr. Hawes called the roll. The minutes of the
February 23, 2015 Rate Commission meeting were approved.
Mr. Hoelscher presented a summary of the Rate Change Proposal for wastewater and stormwater rates
submitted on February 26, 2015. Mr. Hoelscher answered various questions throughout the
presentation. Ms. Stump recommended all unanswered questions or requests for information be a part
of an initial discovery request from the Rate Commission.
Ms. Stump distributed the final version of the Operational Rules for approval. Motion to approve the
Operational Rules was made by Mr. Tomazi, Mr. Williams seconded. Ms. Stump also presented the
Resolution of the Rate Commission of the Metropolitan Sewer District (MSD) to adopt a procedural
schedule and notice by publication for the consideration of a Rate Change Notice from the MSD
concerning wastewater and stormwater rates and authoring the actions of certain officers of the Rate
Commission. Mr. Schoedel moved to approve the Resolution, Mr. Mahfood seconded. Once the final
two public hearings are scheduled the resolution will be posted on the MSD website.
There being no further business, Mr. Hawes motioned to adjourn, Mr. Schoedel seconded. The next
scheduled meeting of the Rate Commission is set for April 8, 2015 at 1:00 p.m.
