AN ORDINANCE to provide the method of drawing vouchers
on the City of St. Louis and St. Louis County for payment of
expenses incurred by the Board of Trustees prior to July 1, 1954.
BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE
METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. All expenses incurred by the Board of
Trustees prior to July 1, 1954, shall be billed to the
Metropolitan St. Louis Sewer District in duplicate. Upon receipt
of any bill, the Acting Secretary-Treasurer, or the Secretary-
Treasurer as the case maybe, shall examine the same, and if he
finds it to be correct, shall draw two vouchers, each for one half
of such bill, one upon the City of St. Louis and one upon St.
Louis County.
Section Two.. The vouchers drawn in accordance with
Section One of this ordinance shall be on forms showing the date,
the amount of the bill, to whom it is payable, for what purpose
the expenditure was made, and shall bear the certificate of the
Acting Secretary-Treasurer or the Secretary-Treasurer that the
bill is correct, that the expenditure was authorized and
necessary, and that it had not been previously certified in whole
or in part.
Section Three. The Temporary Chairman of the Board of
Trustees shall certify the appointment of the Acting Secretary-
Treasurer to the Comptroller of the City of St. Louis and to the
County Auditor of St. Louis County, together with the certified
signature of the Acting Secretary-Treasurer, and a certified copy
of this ordinance. Upon the appointment of a permanent Secretary-
Treasurer, the Temporary Chairman of the Board or Chairman of the
Board, as the case maybe, shall make like certification of such
fact, and the authority of the Acting Secretary-Treasurer to draw
vouchers shall immediately cease and determine.
Section Four. By reason of the fact that it will be
impossible for the Metropolitan St. Louis Sewer District to
function without any method for paying its obligations, an
emergency exists within the meaning of the Plan, and this
ordinance shall take effect immediately upon its enactment.
