AN ORDINANCE to establish a subdistrict in the
Coldwater Creek Watershed, to be known as the Coldwater Creek
Trunk Subdistrict of The Metropolitan St. Louis Sewer District.
WHEREAS, residents of the District have filed with the
Board a petition seeking the establishment of a subdistrict, and
it appears to the Board that the establishment of such a
subdistrict is necessary in order to furnish proper and adequate
sewer service and to protect the public health, NOW THEREFORE,
BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE
METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. There is hereby established a subdistrict
to be known as the Coldwater Creek Trunk Subdistrict of The
Metropolitan St. Louis Sewer District.
Section Two. The boundaries of the Coldwater Creek
Trunk Subdistrict of The Metropolitan St. Louis Sewer District
shall be as follows:
Beginning at a point on the South line of Lackland Avenue 400
ft. east of the East line of Ashby Road which is a point on
the boundary of The Metropolitan St. Louis Sewer District and
also a point on the southern boundary of the St. Johns-
Overland Sanitary Sewer District; thence eastwardly along the
south line of said Lackland Avenue to its intersection with
the direct prolongation southwardly of the west line of Lot 8

of Midland View as per plat recorded in Plat Book 17, page 25
of the St. Louis County Records; thence northwardly along
last mentioned prolongation and along the western line of
said Lot 8 of Midland View to the northwest corner of said
Lot 8; thence eastwardly along the southern line of Lots 29,
30 and 31 of said Midland View to the southeast corner of
said Lot 31; thence northwardly along the eastern line of Lot
31 of Midland View and its direct prolongation northwardly to
the southwest corner of Lot 68 of said Midland View; thence
eastwardly along the south line of said Lot 68 to the
Southeast corner of said Lot 68; thence northwardly along the
eastern line of said Lot 68 of Midland View and its direct
prolongation northwardly to the northeast corner of Lot 77 of
said Midland View; thence eastwardly along the northern line
of Lots 76, 75, 74 and 73 of Midland View and its direct
prolongation eastwardly to the eastern line of Lackland
Avenue; thence along the eastern, southeastern, and southern
line of said Lackland Avenue northwardly, northeastwardly and
eastwardly to its intersection with the west line of David
Avenue, as shown on plat of Strieve 2nd Subdivision, recorded
in Plat Book 15, page 88 of the St. Louis County Records;
thence southwardly along said west line of David Avenue 160
feet to a point; thence leaving said west line and running in
an easterly direction in a straight line to the southwest
corner of Lot 3 of Avalon Park, recorded in Plat Book 15,

page 59 of the St. Louis County records; thence eastwardly
along the southern line of said Lot 3 of Avalon Park to the
southeast corner of said Lot 3; thence northeastwardly across
Wallis Avenue to the southwest corner of Lot 1 of Metz
Subdivision, recorded in Plat Book 12, page 137 St. Louis
County Records; thence eastwardly along the south line of
said Lot 1 to the southeast corner of said Lot 1; thence
eastwardly in a straight line to the southwest corner of Lot
3 of Frank S. Spencer's Subdivision, recorded in Plat Book 7,
page 51 of the St. Louis County Records; thence eastwardly
along the south line of said Lot 3 of Frank S. Spencer's
Subdivision to the southeast corner of said Lot 3; thence in
a northerly direction in a straight line to the southwest
corner of Lot 54 of Overland No. 2, recorded in Plat Book 14,
page 6, St. Louis County Records; thence eastwardly along the
south line of said Lot 54 and its direct prolongation to the
eastern line of Hood Avenue; thence northwardly along the
eastern line of Hood Avenue to the southern line of Lackland
Avenue; thence eastwardly along the southern line of Lackland
Avenue to the west line of Brown Road; thence northeastwardly
along the west line of Brown Road and its prolongation to the
centerline of Midland Boulevard; thence eastwardly along the
centerline of Midland Boulevard to its intersection with the
southerly prolongation of the east line of Lot 21 in Block 4
of Laughlin's Resubdivision of Laughlin's Addition to

Sycamore Hills, according to the plat of said subdivision as
recorded in Plat Book 6, page 65 of the St. Louis County
Records; thence northerly along said prolongation and along
the Eastern line of Lots 21, 20, 19, 18, 17, 16, 15, 14, 13,
12, 11, 10, 9, 8, 7, 6, 5, 4, 3, 2, and 1 in said Block 4 of
said last named subdivision to the southern line of Graceland
Avenue as the same is platted in said last named subdivision;
thence eastwardly along said southern line of Graceland
Avenue to a point (said point being at the intersection of
the direct prolongation southwardly of the western line of
Lot 23 in Block 8 of said last named subdivision with said
southern line of Graceland Avenue) thence northerly along
said last named prolongation and along the western line of
said Lot 23 to the northern line of said Lot 23; thence
eastwardly along the northern line of Lots 23, 24, 25, 26,
27, and 28 of Block 8 of last named subdivision to a point
(said point being at the intersection of the prolongation
southwardly of the western line of Lot 4 in Block 36 of
Charlack, a subdivision recorded in Plat Book 6, page 82 of
the St. Louis County Records; with the northern line of said
Lot 28 of said Laughlin's Resubdivision of Laughlin's
Addition to Sycamore Hills); then northwardly along last men-
tioned prolongation and along the western line of said Lot 4
in Block 36 of Charlack and its direct prolongation north-
wardly to a point in the northern line of Forest Avenue, as

platted on the said plat of Charlack (said point being
distant 300 ft. eastwardly from the intersection of said
northern line of Forest Avenue with the eastern line of
Marshall Road as shown on said plat of Charlack); thence
northerly and parallel with the eastern line of said Marshall
Road to a point being the corner common to Lots 3, 4, 11 and
12 in Block 33 of Charlack; thence east parallel with the
north line of Argyle Avenue to the western line of McKibbon
Road; thence northwardly and northeastwardly along the said
western line of McKibbon Road and its direct prolongation
northeastwardly to the northeastern line of St. Charles Rock
Road; thence northwestwardly along the northeastern line of
St. Charles Rock Road to its intersection with the eastern
line of Marshall Road as shown on plat of Home Heights,
recorded in Plat Book 6 at page 7, St. Louis County Records;
thence northwardly along said eastern line of Marshall Road
to its intersection with the prolongation eastwardly of the
north line of St. Louis Avenue as shown on said plat of Home
Heights; thence westwardly along last mentioned prolongation
and along the northern line of St. Louis Avenue to a point
midway between the western line of said Marshall Road and the
eastern line of Brown Road (formerly known as and shown as
Birdie Avenue on said plat of Home Heights); thence
northwardly on a line parallel to the east line of said Brown
Road to its intersection with the line dividing lots 16 and

17 of said Home Heights Subdivision; thence westwardly along
the line dividing said Lots 16 and 17 of Home Heights and its
direct prolongation westwardly to the west line of said Brown
Road; thence northwardly along the west line of Brown Road to
its intersection with the prolongation eastwardly of the

filed for record in Plat Book 16, page 90, of the St. Louis
County Records; thence westwardly along said last mentioned
prolongation of the south line of said Lot 1, Rosemore

intersection with the southern line of McNulty Homesites
Second Addition, according to the plat thereof filed for
record in the Office of the Recorder of Deeds of St. Louis
County, Missouri, on January 5, 1940, as daily No. 38; thence
eastwardly along said southern line of McNulty Homesites
Second Addition to its intersection with the western line of
Brown Road; thence northwardly along the western line of
Brown Road to its intersection with the northern line of
McNulty Homesites Subdivision as per plat recorded in Plat
Book 35 at page 8 of the St. Louis County Records; thence
westwardly along said northern line of McNulty Homesites
Subdivision to its intersection with the northwardly
prolongation of the east line of Lot 1 of Rosemore

prolongation to its intersection with the northern line of
Bobb Avenue as shown on the plat of Eleanor Park recorded in
Plat Book 28 at page 15 of the St. Louis County Records;
thence westwardly along said northern line of Bobb Avenue to
its intersection with the eastern line of Eminence Boulevard
as shown on the plat of Eleanor Park aforesaid; thence
northwardly along said eastern line of Eminence Boulevard to

thence eastwardly along said southern line of Harold Drive to
its intersection with the southwestern prolongation of the
western line of Lot 21 in Block 26 of Eleanor Park No. 2 as
shown on the plat thereof recorded in Plat Book 28 at Page 55
of the St. Louis County Records; thence northeastwardly along
said prolongation and along the western line of Lot 21
aforesaid and along the western lines of Lots 20, 19, 18, 17,
and 16 of Block 26 aforesaid to an intersection with the
southern line of Geddy Avenue as shown on the record plat of

said Geddy Avenue in a direct line to the southwestern corner

intersection with a line 500 ft. north of and parallel to the
Northern line of Natural Bridge Road; thence Westwardly along
said line 500 ft. north and parallel to Natural Bridge Road
to its intersection with the centerline of Brown Road where
it is also Missouri State Route STT; thence northwardly along
the centerline of Brown Road (Missouri State Route STT) to
its intersection with the centerline of Country Day Lane
(formerly Brown Road); thence northwardly, westwardly, and
northwardly along said centerline of Country Day Lane to a
point 650 ft. south of the centerline of Scudder Road, East

of Country Day Lane; thence westwardly at right angles to
Country Day Lane to a point a distance of 150 ft. west of the
west line of Country Day Lane; thence northwardly along a
line 150 ft. west of and parallel to the west line of Country
Day Lane to the westwardly production of the centerline of
Scudder Road east of Country Day Lane; thence eastwardly
along said production to the centerline of Country Day Lane;
thence northwardly along the centerline of Country Day Lane,
a distance of 500 ft. more or less to the intersection with
the westwardly prolongation of the northern line of Lot 46
fronting on the east side of Country Day Lane; thence
eastwardly along said line and the northern line of Lot 46
and Lot 45 to the northeast corner of Lot 45 fronting on
Scudder Road; thence southwardly along the east line of Lot
45 to the intersection with the line between Lots 39 and 41
fronting on Berkeley Avenue north of Scudder Road; thence
eastwardly along the line between said Lots to the centerline
of Berkeley Avenue; thence northwardly along the centerline
of Berkeley Avenue to its intersection with the prolongation
westwardly of the line between Lots 38 and 40 fronting on the
east side of Berkeley Avenue; thence eastwardly along said
line to the southeast corner of Lot 38; thence northwardly
along the east line of Lot 38 to the line between Lots 3 and
4 fronting on the west side of Dowling Avenue; thence
eastwardly along the line between Lots 3 and 4, its prolong-

ation across Dowling Avenue and continuing along the line
between Lots 3 and 4 and between Lots 7 and 8 in the block
bounded by Dowling Avenue, Helen Avenue and Scudder Road and
Mary Avenue and the prolongation of said line to the
centerline of Helen Avenue; thence northwardly along the
centerline of Helen Avenue to the intersection with the
westwardly prolongation of the line between Lots 22 and 23 in
Block 32 on the east side of Woodson Avenue; thence
eastwardly along said prolongation and said line between Lots
22 and 23 and along the line between Lots 40 and 41 and the
prolongation of said line to the line between Lots 22 and 23
in Block 31, to the northeast corner of Lot 22 in Block 31;
thence southwardly along the east line of Lot 22 and its
southerly prolongation to the centerline of Fifth Avenue in
Kinloch Park Subdivision; thence eastwardly along the
centerline of Fifth Avenue to its intersection with the
southerly prolongation of the west line of Lots 54 and 55 in
Block 27 between Washington and Jefferson Avenues in Kinloch
Park Subdivision; thence northwardly along said prolongation
and said west lot line to the southwest corner of Lot 54;
thence eastwardly along the south line of Lot 54 in Block 27
to the centerline of Jefferson Avenue; thence along the
centerline of Jefferson Avenue to its intersection with the
westerly prolongation of the centerline of Wesley Avenue east
of Monroe Avenue; thence eastwardly along said prolongation

centerline of Oak Ridge Avenue to its intersection with the
northwardly production of the west line of Lots 3 and 24 in
the block bounded by Wesley, Oak Ridge, Lix and Behle Avenues
in East Kinloch Terrace 2nd Addition; thence southwardly
along said production and along the west line of Lots 24 and
3 and the southwardly production of said west line to the
centerline of Wesley Avenue; thence eastwardly along the
centerline of Wesley Avenue to a point on a line, which line
is the southwardly prolongation of the east line of the
properties now or formerly owned by John O'Guinn and by Louis
Miller, located between Courtney Avenue and Schoolway, said
line being 378 ft. more or less east of the east line of
Behle Avenue; thence northwardly along the southwardly
production of the above described line and along said
property line 378 ft. more or less east of the east line of
Behle Avenue and its northwardly production to the centerline
of Courtney Avenue; thence along the centerline of Courtney
Avenue to its intersection with the southwardly prolongation

owned by William Belew, which line is 123 ft. more or less
east of and parallel to the west line of Lot 113 of the

Commons of St. Ferdinand and said lot line produced
southwardly; thence northwardly along said prolongation and
along said property line to the south line of said Lot 113;
thence eastwardly along the south line of Lot 113 and along
the south line of Lot 112 to the centerline of Grandview
Drive; thence northwardly along said centerline to its
intersection with the north-south midline of Lot 112; thence
northwardly along said midline of Lot 112 to the south line
of Lot 109; thence westwardly along the south line of Lot
109, a distance of 163 ft. more or less to the intersection
with the west line of the property now or formerly owned by
George Moser; thence northwardly along said property line and
said line produced to the centerline of Derhake Road where it
lies along the north side of Lot 109; thence eastwardly along
the centerline of Derhake Road and said line produced
eastwardly to its intersection with the line between the
properties now or formerly owned by Henry Tieman and Henry R.
Twillmann situated on the south side of Pohlmann Road and
said property line being 1600 ft. more or less west of New
Halls Ferry Road measured along the centerline of Pohlman
Road; thence in a straight line to a point on the centerline
of Pohlmann Road 1200 ft. west of the centerline of New Halls
Ferry Road; thence in a straight line to a point on the
centerline of New Halls Ferry Road at its intersection with
the east-west midline of Section 25 of Township 47N Range 6E,

which is a point on the boundary line of The Metropolitan St.
Louis Sewer District; thence northwestwardly along said
boundary line of The Metropolitan St. Louis Sewer District
where it is the centerline of New Halls Ferry Road to its
intersection with the eastwardly prolongation of the south
line of the property now or formerly owned by Floyd Hall in
Lot 22 of the Commons of St. Ferdinand; thence westwardly
along the south line of the property of said Floyd Hall and
continuing along the south line of the property now or
formerly owned by Frank Quinn to a point on the east line of
Lot 46 of the Commons of St. Ferdinand, said point being 528
ft. more or less south of the north line of said lot; thence
northwardly along said east line of Lot 46 to its
intersection with a line 330 ft. south of and parallel to the
north line of said lot; thence westwardly along said parallel
line and continuing along a line 330 ft. south of and
parallel to the north line of Lot 45 to the west line of said
Lot 45; thence northwardly along said line to the southeast
corner of Lot 33; thence along the boundary of Lot 33 to the
intersection with the line between Lots 7 and 8 fronting on
the south side of Missouri State Highway 140 in Lot 33 of the
Commons of St. Ferdinand; thence northwardly along said line
between Lots 7 and 8 to the centerline of Missouri State
Highway 140; thence westwardly along said centerline to its
intersection with the southwardly production of the line

between Lots 1 and 2 fronting on the northwest side of
Missouri State Highway 140 in said Lot 33; thence northwardly
along said production and along the line between Lots 1 and 2
to the north line of Lot 33; thence westwardly along said
north line to the southeast corner of Lot 19 of the Commons
of St. Ferdinand; thence northwardly along the east line of
Lot 19 and westwardly along the north line of said lot and
continuing along the north line of Lot 18 to the centerline
of the right-of-way of Coldwater Creek Drainage District 2A
of St. Louis County; thence southwardly along the centerline
of said right-of-way to its intersection with the line
between U. S. Surveys 181 and 182; thence westwardly along
the line between said Surveys to its intersection with the
centerline of Patterson Road, which intersection is a point
on the boundary of The Metropolitan St. Louis Sewer District;
thence following in a general southerly direction along the
boundary line of The Metropolitan St. Louis Sewer District to
the point of beginning.
