AN ORDINANCE to amend Rule 10 of the Civil Service
Rules of The Metropolitan St. Louis Sewer District, as adopted by
Ordinance 38 of the District by repealing Section 10.3(b) thereof
which relates to vacation leave and enacting in lieu thereof a new
section 10.3(b) relating to the same subject.
WHEREAS, the Civil Service Commission of The
Metropolitan St. Louis Sewer District has recommended the
following amendment to Rule 10.3(b) of the Civil Service Rules of
the District;
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One The Civil Service Rules of The
Metropolitan St. Louis Sewer District, as adopted by Ordinance No.
38 of the District, are hereby amended by repealing Section
10.3(b) of Rule 10 thereof relating to vacation leave and enacting
in lieu thereof a new section 10.3(b) of Rule 10 which shall read
as follows:
(b)VACATION LEAVE
Vacation leave, with pay, shall be granted to all biweekly
employees in the classified service, except as
hereinafter stated, at the rate of one and one-
fourth working days for each full month of
service, but such leave shall not accrue to an
employee's credit in excess of twenty (20) working
days. Such vacation leave shall not be granted to
employees with less than six (6) month's service.
However, upon completion of six (6) month's
services, biweekly rate employees shall have their
accrual of such leave computed from the date of
their original employment. Vacation leave with pay
shall be granted to any employee paid by the hour
or day at the rate of one times the number of
hours in the average work week exclusive of
overtime after one year's continuous employment
while paid by the hour or day and two times the
number of hours in the averages work week
exclusive of overtime after two years or more of
continuous employment while paid by the hour or
day. Such leave shall be granted during the
twelve (12) months following the period in which
it has been earned.
Vacation leave is granted to employees for the purpose of
rehabilitation and restoration and maintenance of
work efficiency and should be granted annually
insofar as possible. Vacation schedules shall
be established by department heads, but if the
work load of the employee's organizational unit
makes the granting of vacation leave impracticable
or undesirable, such vacation leave may be
withheld at the discretion of the appointing
authority. Vacation leave so withheld shall
accrue to the employee's credit notwithstanding
the foregoing provision for a maximum accrual of
such leaves.
The foregoing Ordinance was adopted April 9, 1956.
