O R D I N A N C E NO. 177
AN ORDINANCE to regulate employer and employee
relations between The Metropolitan St. Louis Sewer District and
all employees in the classified service including a compensation
plan, and repealing Ordinance No. 85 and all other ordinances or
parts of ordinances conflicting or inconsistent with the
provisions of this ordinance, and containing an emergency clause.
BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE
METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The following positions in the classified
service of The Metropolitan St. Louis Sewer District are hereby
allocated as listed below and there is hereby adopted as the
official pay schedule for all classification.grades of all
positions in the classified service the following ranges of pay:

5 1.729 Section Two. - Hourly Paid Employees
(a) When, because of the work situation or other unusual
conditions, an appointing authority deems it necessary that
any class of employees under his control should be paid on an
hourly base, he shall request, in writing, the approval of
the Executive Director. Upon written approval of the
Executive Director the Personnel Director shall cause hourly
payrolls to be established for the class and department
approved. When an employee is transferred from the bi-weekly
rate to an hourly rate of pay he shall be paid the same
hourly rate as established for the step he occupies in his
classification grade.
(b) The following classes may, at their election, be paid
at hourly rates upon approval of the Executive Director.
Employees electing to be paid the hourly rate on this
schedule shall not be eligible for increment increases under
Section 5.4 (b) of the Civil Service Rules. Position Title Painter Bricklayer Carpenter Equipment Operator IV Laborer III

(c) Employees paid on an hourly base shall not be entitled
to vacation, holidays, sick leave, or other benefits provided
for bi-weekly paid employees under the provisions of the
Civil Service Rules. They shall be granted vacations in
accordance with the provisions in the rules covering hourly
paid employees.
(d) When an employee is paid hourly rates as set forth in
this section he shall be accorded at least two hours of work
with pay when he reports on time at the direction of his
recognized supervisor for duty in his position. Should
weather or other factors beyond the control of the employee
prevent his working after he has reported on time for work at
his place of employment at the direction of his recognized
supervisor, he shall be paid for a minimum of two hours work.
Section Three.
(a) Forty (40) hours shall constitute the minimum work week
for all classified employees of the District except those in
classes of positions in which the Executive Director, acting
pursuant to Rule 10, Section One of Ordinance Number 38, has
prescribed an hourly work week in excess of forty (40) hours.
(b) All compensation for positions in the classified
service shall be paid bi-weekly. Midnight Saturday shall
constitute the close of the work week and employees shall
receive their pay no later than 140 hours after close of
second week in each pay period. In the event that an
employee's services are terminated, or he has been employed
for occasional or emergency work, the Personnel Director may

authorize immediate pay to such employee upon termination of
service without waiting for the regular bi-weekly pay date of
the District.
Section Four. The appointing authority shall certify
on each payroll or on a subsidiary document that each person whose
name appears on the payroll has been lawfully appointed at a
salary provided by this Ordinance, and that he has actually worked
the time for which he will be paid, subject to the provisions of
this Ordinance and the Civil Service Rules.
Section Five. Whenever the Civil Service Commission
approves an additional classification it shall notify the Board of
Trustees as to said addition, and the recommended pay for the new
or revised class; such additional classification shall be and
become effective 10 days after the first meeting of the Board of
Trustees after receiving said notice, provided the Board of
Trustees does not disapprove the same.
Section Six. All pay schedules in Ordinance No. 85 as
amended shall continue in effect until the first day of the first
bi-weekly pay period occurring on or after the effective date of
this Ordinance, and then the rates to be paid to employees in
positions of any classes for which a rate is established or
changed shall become effective and be adjudicated as follows:
(a) The salary of each employee whose class title
remains unchanged or whose class title is changed to
better describe his position, and without a substantial
revision in the class of position, shall be adjudicated
to the same relative step in the appropriate schedule
and grade in this Ordinance for the class of position

as the step the employee occupied in Ordinance No. 85
as amended, PROVIDED no present employee's bi-weekly
salary rate is reduced.
(b) The salary of any employee which is in excess of
the maximum of the range prescribed by this Ordinance
for the class and schedule to which his position has
been allocated or may be reallocated shall not be
reduced by reason of the new salary range and schedule.
The salary of such employee shall not be increased so
long as he remains in the class of position.
Section Seven. The Director of Personnel shall
establish such procedures as are needed to interpret and place
this ordinance into effect.
Section Eight. The increase in the cost of living and
the necessity for adjustment of salaries and wages to meet such
increased cost of living and the consequent hardship on employees
at the District incident thereto creates an emergency within the
meaning of the Plan and this Ordinance shall b and become
effective immediately upon its adoption.
