AN ORDINANCE creating a special fund to be known as the
"Emergency Fund", with an emergency clause.
BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE
METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. There is hereby created a fund to be
known as the "Emergency Fund". Any monies in said fund may be
used for emergencies in the operation and maintenance of the
District of such nature as not to be measurable in the budgeting
and appropriation of annual revenues.
Section Two. Monies in such fund may be established
and maintained from any or all of the following sources:
(a) Appropriations from the general funds of the
District when available.
(b) Income earned by the deposit or investment at
interest of such fund or a part thereof.
(c) Any other source permitted by law.
Section Three. No expenditure shall be made from this
fund unless authorized by appropriation ordinance, and an
appropriation shall be authorized only when such fund contains
sufficient unexpended and unencumbered monies.
Section Four. The creation of this fund being
prerequisite to the adoption of a complete financial plan for the
fiscal year beginning July 1, 1958 constitutes an emergency within
the meaning of the Plan, and this ordinance shall take effect upon
its enactment.
The foregoing Ordinance was adopted June 25, 1958.
