Program Administration Program Objectives 1) To provide for the administrative and support functions necessary for the federally required metropolitan transportation planning process 2) To administer all federal funding in an appropriate manner 3) To insure that all grants and contracts are administered to allow timely completion of scheduled activities and products 4) To support the MPO transportation and related committees and ensure communications among and between the committees Program Activities 1) Prepare agendas, materials and minutes for MPO Committee and subcommittee meetings and respond to individual committee information requests a) Prepared schedules, agendas and materials for November, December and January committee meetings 2) Develop the unified planning work program for the next fiscal year, describing activities to be carried out and the estimated amounts of federal planning and local funds necessary for each activity and total program budget a) 2nd / 31' quarter 3) Provide a budget and other information required to draft the planning funds agreement a) 2nd / 31d quarter 4) Prepare and submit documents required by State and Federal agencies, including annual reports, monthly progress reports, monthly invoice statements, and other documents as needed such as but not limited to TIP, UPWP, amendments, minutes, and correspondence files a) The 41h quarter/Annual progress report was prepared in January b) The Metropolitan Transportation Plan scope of services and related updates were prepared 5) Maintain appropriate cost records and billing procedures a) MODOT reimbursement was prepared for the 2008 first quarter Color Code: First Quarter Update Future Activity/Update UPWP Progress Report Capital Area MPO 2008 First Quarter Report 2 6) Review federal/state policies and guidance regarding metropolitan transportation planning and incorporate changes as necessary a) No changes for the first quarter 7) Attend meetings and training as appropriate Products (estimated completion dates) Annual work program budget (July) Annual work program (July) Quarterly progress report (February, May, August) Annual progress report (December, 2007) — Completed 1_2. Public Participation Program Objectives 1) Gain input into the transportation planning processes from persons within the community served by the MPO, including those traditionally underserved by transportation and those who have not traditionally participated in the planning process 2) The provision of opportunities for convenient public access, review and comment on MPO planning and programming documents, as well as the data and forecasts on which they are based 3) Promote comprehensive public involvement activities at all levels of planning, throughout the MPO area Program Activities 1) Provide adequate notice of CAMPO committee meetings, forums, and focus groups a) Public Participation Plan 45+ day public comment period was in progress through part of December and January b) Limited English Proficiency Plan public comment period was extended for 45 days+, the same amount of time as the PPP, covering parts of December and January 2) Utilize a range of public involvement techniques to reach out to those traditionally underserved by transportation and those who have not traditionally participated in the planning process Color Code: First Quarter Update Future Activity/Update UPWP Progress Report Capital Area MPO 2008 First Quarter Report 3 3) Conduct public involvement, public meetings, hearings and workshops, as needed and in accordance with the Public Involvement Plan a) A Coordinated Public Transit Human Services Transportation Plan and MTP public outreach meeting was held at Community Action, for comments and to provide information. 4) Maintenance of MPO files for Title VI, Environmental Justice, and non- discrimination activities 5) Improve upon notice of and an opportunity to comment on proposed transportation projects, plans and programs for citizens, affected public agencies, private transportation providers, and other interested parties a) Expanded, clarified and improved the Public Participation Plan to include interested parties lists for panels, focus groups, and possible subcommittees, a plan for brochures and literature describing the MPO, its functions, and public participation programs. The public comment periods were modified to reduce confusion and improve schedules. Distinctions between Administrative Modifications and Amendments were added. b) Other improvements in the PPP included a more prominent presentation and clarification of statements of special accommodation, nondiscrimination policies, Limited English Proficiency policies, and a review of plan and program development procedures Products (estimated completion dates) 1) CAMPO meeting notices, publications and advertisements (ongoing) 2) Web pages concerning transportation plans and programs and the data, policies and forecasts that support them (ongoing) a) CAMPO web pages were updated in January and February. 3) Public Involvement planning that is current and relevant (ongoing) a) The Limited English Proficiency Plan was updated in January, 2008 and placed for the required public comment period beginning January 16, 2008 in parallel with the Public Participation Plan. 4) Support for public engagement activities intended to develop public infrastructure through active community involvement (ongoing) a) The Public Participation Plan update was completed in January and placed for more than the required 45 day public comment period (totaling 63 days) beginning January 16, 2008. 5) Documentation of public responses and participation (ongoing) Color Code: First Quarter Update Future Activity/Update UPWP Progress Report Capital Area MPO 2.0 General Transportation Planning 2.1 Transportation Data Acquisition and Maintenance Prouram Objectives 2008 First Quarter Report 4 1) Provide for a wide range of transportation planning activities and studies supporting the transportation planning process for the Jefferson City metropolitan area and provide for multi -modal transportation planning activities and studies supporting a five year planning period for the Jefferson City metropolitan area 2) Collect, maintain and analyze data on transportation and travel behavior within the region to facilitate transportation planning and decision-making 3) Promote better understanding of transportation patterns and trends within the MPO region 4) Maintain data on low-income, elderly, disabled, and minority populations to support environmental justice outreach and analysis 5) Respond to requests for information from local, state and private agencies and the public Program Activities 1) Maintain an inventory of multi -modal transportation facilities and services within the metropolitan planning area for transit, rail, river, aviation, freight, and other transportation modes a) Data and maps were compiled for the MTP. Include items such as land use, transportation infrastructure, housing, environmental, and open space a) Review the data and the process for data acquisition and analysis as part of an update in the 4th quarter 6) Coordinate with GIS staff for the production, collection, storage, analysis and presentation of information for MPO and public use a) Coordination is an ongoing process. New GIS procedures and responsibilities are expected to be in place as the MPO works to update in the 41h quarter, after completion of the MTP 7) Organize databases for better maintenance a) Update in the 41h quarter 8) Expand databases a) Review need in 41h quarter Products (estimated completion dates) Preparation of maps, other graphics, and databases as necessary for MPO and local agency use (ongoing) Up to date data bases suitable for identifying trends, conducting analyses and demographics (ongoing) 2.2 Transportation Planning Coordination Program Objectives 1) Provide overall management of the CAMPO transportation planning program, and ensure compliance with applicable federal and state requirements 2) Administer all federal and local funding in an appropriate manner 3) Ensure that all grants and contracts are administered to allow timely completion of scheduled activities and products 4) Support the various transportation and related committees and ensure communications among and between the committees 5) Manage and develop staff contribution to transportation planning activities 6) Engage local jurisdictions in transportation planning and coordination through periodic outreach activities, including periodic meetings with local officials and attendance at meetings Color Code: First Quarter Update Future Activity/Update UPWP Progress Report Capital Area MPO Program Activities 2008 First Quarter Report 6 1) Participate in local development and transportation related meetings on transportation, urbanization and annexation issues (ongoing) a) 2nd, 3,d, and 41h quarters 2) Coordinate and support local and state agencies on MPO related activities and metropolitan area planning with information on transportation studies, traffic counts, demographic information, socioeconomic information, and local comprehensive and transportation planning studies when available a) Ongoing Products (estimated completion dates) Participate in local transportation and transportation -related studies and surveys (on-going) Identify resources for technical assistance and data for freight planning (June 2008) 2.3 Bicycle and Pedestrian Planning Program Objectives 1) Maintain and implement the Bicycle and Pedestrian Elements of the Long - Range Transportation Plan, as necessary 2) Encourage communities to integrate bicycle and pedestrian transportation needs in local plans, capital improvement programs and transportation improvement projects 3) Better address the needs of bicyclists and pedestrians through technical and planning assistance Program Activities 1) Participate in coordination with City departments and representatives from agencies, such as Parks and Recreation, MODOT committees, technical staff, and private interest groups for non -motorized vehicle planning a) Ongoing b) completing the MTP for this quarter Color Code: First Quarter Update Future Activity/Update UPWP Progress Report Capital Area MPO 2008 First Quarter Report 7 2) Assist local governments and other project sponsors in the development or design of bicycle and pedestrian plans or projects a) TIP amendments were initiated and placed for public comment for the Holts Summit Safe Routes to School Project and a Greenway Extension from the Katy Trail to Summit Drive in Callaway County. MPO plans (on- going) 2.4 Goods Movement/Freight Planning Program Objectives 1) Integrate freight transportation issues and concerns within the overall metropolitan transportation planning process Program Activities 1) Research resources, training and technical assistance for improvement in levels of staff competence a) 2nd and 3rd quarter 2) Research data sources and information on the Freight Analysis Program, Freight Infrastructure Program, and the Freight Operations and Technology Program a) 2nd and 3rd quarter 3) Improve estimates of freight traffic movement and freight generation Improve the professional skills of the MPO staff, to accomplish the requirements of SAFETEA-LU, as well as State and Local interests in commerce and freight movement Program Activities 2) Professional meetings, conferences and workshops for MPO Staff and MPO member representatives in areas related to transportation planning and Metropolitan Planning Organization activities a) Staff attended the Mid Missouri APA meeting 3) Training and development such as training in computer applications and technical processes through vendors, NTI, FHWA, and FTA for example a) Ongoing 4) Freight Professional First Quarter Report 10 1) Identify special needs populations in the metro area and research information on communications challenges and methods prior to and during emergency events a) Location of minority, low income, elderly and handicapped populations, as special needs populations are identified in the MTP b) Emergency action research proposed for 4th quarter 2) Support emergency management agencies in the development of evacuation and other emergency response plans a) No activities were identified for the 1st quarter 3) Encourage adding security components into transportation processes Transportation Planning Program Objectives 1) Continue work leading to the adoption of an updated Metropolitan Transportation Plan (MTP) 2) Process amendments to the Metropolitan Transportation Plan as necessary 3) Continue refinement of the MTP consistent with the goals it articulates and adherence to SAFTEA-LU requirements for comprehensive long-range planning 4) Assist in integrating the MTP with the statewide long-range plans developed by MoDOT 5) Facilitate community dialogue concerning regional development and mobility goals and to evaluate land use and transportation policies suggested to achieve these goals 6) Support long range transportation through long-range, collaborative transportation and demographic studies to identify substantial projects and programs to identify Done for the MTP.
