For FY 2010, the City of Jefferson provides for a Director, a Staff Assistant, and two full time transportation planners. Unified Planning Work Program Elements for FY 2010 The work program for the MPO identifies what the MPO will do to meet the federal transportation planning requirements, affect coordination and cooperation in comprehensive planning for the region, and identify and satisfy the needs and priorities of the MPO membership to the greatest extent possible and consists of work elements that focus on the different components required to accomplish the work program. These work elements are themselves divided into sections that identify the funding used in accomplishing the work element, the activities intended to accomplish those work elements, the agency or organization will perform those activities, an estimated schedule for completing the activity and the resulting products of the activities. The CAMPO UPWP consists of the following work elements: 1. CAMPO Program Administration and Support 2. General Development and Comprehensive Planning 3. Long Range Transportation Planning 4. Transit Planning FY 2010 CAMPO Unified Planning Work Program Progress Report Unified Planning Work Program Work Element Tasks 1.0 CAMPO Program Administration and Support Activities under this work item include direct program support, administration, interagency coordination, citizen participation, public information, local assistance, and program planning. Plans and programs in support of CAMPO include development of the Unified Planning Work Program, the Transportation Improvement Program, the Public Participation Plan, the Limited English Proficiency Plan, and the Metropolitan Transportation Plan. 1.1. Program Support. The staff of CAMPO provides administrative and support functions essential to the success of the metropolitan transportation planning process such as preparation of agendas, minutes, amendments, exhibits for Technical Committee and Board of Directors meetings, and participation in these same meetings, along with occasional special meetings 1.1.1. Responsible Agency: CAMPO staff 1.1.2. Program Activities (Methodology) a) Completion of Title VI and Environmental Justice reports as required Q4 Title VI report submitted to MoDOT in July and September b) Develop the Unified Planning Work Program and budget for the fiscal year Q3 Prepared draft UPWP and budget, distributed for comments, discussed problems with funding agencies with the Board of Directors, revised the draft UPWP to reflect resolution of budget issues Q4 Approved in the 4U' quarter c) Prepare agendas, minutes and materials for CAMPO Board of Directors, the Technical Committee and subcommittee meetings. Public Participation CAMPO establishes a "proactive public involvement process that provides complete information, timely public notice, full public access to key decisions, and supports early and continuing involvement". 1.2.1. Data Acquisition and Maintenance 2.1.1. Responsible Agency: CAMPO staff 2.1.2. Program Activities (Methodology) a) Expand, organize and maintain socioeconomic and demographic databases. Include items such as land use, transportation infrastructure, housing, environmental, and open space Q3 Monitored nearby municipalities for land use and boundary changes affecting the CAMPO area, such as changes in land use and expansion into the CAMPO MPA. b) Maintain data on low-income, elderly, disabled, and minority populations to support environmental justice outreach and analysis c) Coordinate with GIS staff for the production, collection, storage, analysis and presentation of information for CAMPO and public use Q1 CAMPO staff produced the "official zoning map of Jefferson city" by request of the City of Jefferson Q 1 Production of a map and calculations of the mileage of roads maintained by/for Jefferson City Q4 Coordinated calculation processes with, and distributed updated road mileages to member jurisdictions 2.1.3.
