Joint School Committees -Meeting of December 9, 2010
Held at the Nauset Regional Middle School
CALL TO ORDER
Chair Guzzeau called the meeting to order at 7:02 p.m.

CITIZENS SPEAK
Alan Castellano presented the Committee with several$25.00 gift cards to distribute at the schools and
challenged the Administration and School Committee to meet his donation, to help needy students in the district
during the holiday season. The School Committee thanked Mr. Castellano for his generosity.
AGENDA CHANGES-none
PRIORITY BUSINESS
Building Use
Dr.Hoffmann informed the Committee that all the School Committees around the region have asked
Mr.Baumhauer, Business Manager,to put together a draft building use policy, including a fee schedule as well
as a procedure that will be used for the entire district. CORI checks, food permits from local health
departments,non-profit groups, and fee structure were discussed. This will be on each elementary school
agenda in February and brought back to the Joint School Committee for approval.
Review Policies(Second Reading)
Bullying Prevention Policy 5147
Harassment Policy 4111.2/5146
It was noted that Wellfleet School Committee voted unanimously to approve the Bullying Prevention Policy
5147 and the Harassment Policy 4111.2/5146 for a first reading.
On a motion by Mr. Dugan, seconded by Mr. Jones, it was voted to approve the Bullying Prevention Policy
5147 and the Harassment Policy 4111.2/5146 for a second reading and adopt the policies.

Two Tier Bus Transportation Update
Dion Dugan, Chair of the Transportation Subcommittee, updated the Committee on the `subcommittee's
findings relative to the potential savings from a two-tier system. (estimated savings per year$90,657)
Principal Conrad addressed the Committee regarding studies indicating that high school students need more
sleep and would be more productive with a later start time, noting it would maximize student potential.

Discussion ensued regarding middle school and high school students riding the same bus,what age group would
start first,childcare issues/seamless transitioning to after school activities and start times. It was suggested that
a consultant look at cost savings with elementary starting first and then with high school/middle school starting
first. Dr. Hoffmann distributed a sample survey to the Committee indicating this would be posted on the
website with an email link for parents to fill out
Review Central Office
The Union/Region Budget Subcommittee reviewed the Central Office budget and Chair of the Committee,Mort
Inger, indicated that the budget was approved. Questions were raised regarding the Human Resource position. It
was noted that an outstanding candidate was found to fill the position at a significantly lower rate than the salary
of the person who retired. It was indicated that the HR position was underfunded in FY 11 and that is what is
driving FY12 the budget upward.
The other position in question was the Cafeteria Bookkeeper who in the past, was paid from the Region only
budget,but since it is a service for all four towns, is being moved to the Region Shared budget.Discussion
ensued regarding the cafeteria program losing money and if the district should look at third party vendors. It
was requested that the food service program be on the agenda for the next Joint School Committee meeting.
The professional development account was also questioned at the Central Office level.
It was the consensus of the committee that they need a little more education about the Central Office Budget. It
was voted to table the item until January. Dr. Hoffmann indicated that he and Hans would go back through the
budget,trim if they can,compile explanations and bring to January meeting.
Strategic Plan Update
Wellfleet and Eastham have held"visioning"events. Orleans has one scheduled for January 7th.
The Brewster Schools are considering it. In February or March Dr. Hoffmann would like to gather all
information gleaned from the events and move forward with a strategic plan for the district.

Sustainability Subcommittee—will report at next meeting
Wellness Subcommittee—Sara Blackwell,Chair, reported that the subcommittee is revising/rewriting the
District's Wellness Policy.
APPROVAL OF MINUTES
On a motion by Mr. Inger,seconded by Mr.Jones it was voted to approve the minutes of September 30,2010.
Not voting: Mr.Telman,Mr.Fleming,Mr. Cummings,Ms. Souther,Mr. Porteus
EXECUTIVE SESSION
On a motion by Ms. Rabold, seconded by Ms. Crozier, it was voted to go into Executive Session at
8:36 p.m.to discuss strategy with respect to collective bargaining with union and non union personnel.
