AN ORDINANCE, establishing a benefit subdistrict for
the purpose of acquiring, extending, and improving a privately
owned sanitary sewer system at the expense of such subdistrict
situated in an unincorporated area of St. Louis County, Missouri,
to be known as Benefit Subdistrict No. 112 (Heege-Valcour).
WHEREAS, the District is empowered by Paragraphs (4),
(5), (6), (15), and 21 of Section 3.020 of its Plan to acquire
property by purchase, to extend its public sewer and drainage
systems, and to meet the cost of acquiring, improving, and
extending sewer or drainage facilities from the proceeds of
special benefit assessments or bills evidencing such assessments,
and
WHEREAS, it is proposed that said powers be exercised
to purchase, extend, and improve a sanitary sewer system owned by
Town Service, Inc., a Missouri corporation, serving or capable of
serving an unincorporated area in the southeastern part of St.
Louis County, Missouri, and
WHEREAS, it is necessary to form a benefit subdistrict
before the purchase price can be fixed and the Board of Trustees
can declare the necessity of such purchase, and
WHEREAS, the Board of Trustees wishes to hold a public
hearing on the question whether this ordinance shall be adopted,
in order to determine whether or not those interested desire that
the District proceed with negotiations for such purchase, and
WHEREAS, if this ordinance is adopted, another public
hearing will be held thereafter to advise the Board of Trustees on
whether such purchase extension, and improvement are in the public
interest,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. There is hereby established a benefit
subdistrict of The Metropolitan St. Louis Sewer District within
which private sewer or drainage facilities may be acquired,
reconstructed, extended or improved at the expense of the benefit
subdistrict. Such benefit subdistrict shall be
known as Benefit Subdistrict No. 112 (Heege-Valcour).
Section Two. The boundaries of Benefit Subdistrict No.
112 (Heege Valcour) shall be as follows:

Beginning at a point, said point being the intersection
of the centerline of Rock Hill Road with the centerline of Laclede
Station Road; thence northwardly along said centerline of Laclede
Station Road to its intersection with the westerly prolongation of
the north line of Lot 1 of Crestmore Subdivision as recorded in
Plat Book 38 on Page 73 of the St. Louis County Records; thence
eastwardly along said prolongation and along said north line of
said Lot 1 to the northeast corner of said Lot 1; thence
southwardly along the east line of said Lot 1 to the southwest
corner of Lot 2 of said Subdivision; thence eastwardly along the
south line of Lots 2 through 7 to the east line of said Crestmore
Subdivision; said east line of said Subdivision and said line
produced to its intersection with the centerline of Rock Hill
Road; thence southeastwardly along the centerline of Rock Hill
Road to its intersection with the centerline of Aliceton Street;
thence east along the centerline of Aliceton Street to a point one
hundred fifty feet (150') eastwardly from and measured at right
angles to the east line of Valcour Avenue; thence northwardly
along a
line parallel to and one hundred fifty feet (150') east from the
east line of Valcour Avenue a distance of three hundred eighty
feet (380'); thence eastwardly along a straight line at right
angles to Valcour Avenue a distance of one hundred fifty feet
(150') to a point said point being three hundred feet (300') east
from and measured at right angles to the east line of Valcour
Avenue; thence northwardly along a line parallel to and three
hundred feet (300') eastwardly from the east line of Valcour
Avenue a distance of two hundred sixty six feet (266') to a point;
thence eastwardly along a straight line at right angles to Valcour
Avenue a distance of one hundred forty-five and seventy-five one
hundredths feet (145.75') to a point, said point is four hundred
forty-five and seventy five one hundredths feet (445.75') east of
the east line of Valcour Avenue, as measured at right angles to
the east line of said Valcour Avenue; thence northwardly to the
southeast corner of Woker Subdivision as recorded in Plat Book 15
on Page 60 of the St. Louis County Records; thence east along the
prolongation of the south line of Woker Subdivision a distance of
two hundred twenty two and seventy three one hundredths feet
(222.73') to a point; thence northwardly along a straight line
parallel to the east line of Valcour Avenue to its intersection
with the centerline of Weber Road; thence eastwardly along the
centerline of Weber Road to its intersection with the south
prolongation of the west line of Security Court Subdivision, as
recorded in Plat Book 61 on Page 40 of the St. Louis County
Records; thence northwardly along said prolongation and along said
west line of said Subdivision, six hundred ten feet (610'), more
or less, to the northwest corner of said Subdivision; thence

produced eastwardly to its intersection with the easternmost line
of the St. Louis San Francisco Railroad Right-Of-Way; thence
