Home My Public Portal About07/17/2012 Special CCMSPECIAL MEDINA CITY COUNCIL MEETING MINUTES OF JULY 17, 2012 The City Council of Medina, Minnesota met in special session on July 17, 2012 at 6:00 p.m. in the City Hall Chambers. Mayor Crosby presided. I. ROLL CALL Members present: Crosby, Pederson, Siitari and Weir. Members absent: Martinson Also present: City Planner Dusty Finke, Public Works Superintendent Steve Scherer, Finance Director Joe Rigdon, and City Administrator Scott Johnson. II. 2013 Budget Discussion - Utilities Scott Johnson provided the City Council with an update on utilities for the 2013 Budget. Council discussed the number of hook-ups projected for 2013, projected revenues, and future repair expenses to the water system. Mayor Crosby questioned when and how the 2005 and 2007 water bonds would be paid. He also questioned if the amortization was built into the projections. Joe Rigdon stated the 2005 and 2007 bonds would be paid off in 2020 and 2023 per the amortization schedule. Steve Scherer asked Council for policy direction on water capital projects. Council directed staff to use the assessment policy to deal with future water capital project expenses and use the general fund to pay for smaller maintenance projects. Future water connection payments will be used to help pay down bonds. Mr. Scherer also asked to look into putting a percent of the antenna revenues toward maintenance expenses for the water towers and working with WSB to put together a sewer maintenance plan. Council discussed the proposed 116/55 intersection improvement project and the $100,000 cost for the utility portion of the project. Council agreed to a 5% increase to water fees, no increase to sewer fees, and no increase to fees for storm water in 2013. V.
