REPEALED BY ORDINANCE NO. 2619 - 7/31/74 O R D I N A N C E NO. 909
AN ORDINANCE establishing a participating group
insurance plan for officers and employees, appropriating the sum
of Twenty-Five Thousand Dollars ($25,000.00) therefor from the
unappropriated surplus of the General Fund, and providing for
payroll deductions for the administration of such plan, and for
the solicitation of proposals for underwriting such plan.
BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE
METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. It is hereby declared to be the policy
and purpose of the District to extend at the earliest date to all
officers and employees who may be eligible, as hereinafter
defined, the benefits of participating group insurance as
compensation for services in addition to the salaries,
compensation and benefits otherwise provided by ordinance. The
net premium cost to the District shall not exceed sixty per cent
(60%) of the aggregate of the individual premiums for the
insurance of participating officers and employees.
Section Two. Eligible officers and employees shall be all
officers and employees who are subject to ordinances prescribing
salaries, vacations, sick leave, or other compensation or
benefits, except the following:
1. Those serving on temporary or emergency appointments.
2. Those paid on daily, hourly, or per-performance rates.

3.Those having served less than three months since date of
original appointment.
Section Three. Except for such reduction in benefits
at age 65 as may be customary and necessary, the minimum benefits
hereunder shall be as follows:

Group coverage hereunder shall be convertible into an individual
insurance policy on termination of employment on such terms as
are provided in the group insurance contract.
Section Four. The sum of Twenty-Five Thousand Dollars
($25,000.00) is hereby appropriated out of the unappropriated
surplus of the General Fund to be used for such group insurance
premiums as may be payable by the District hereunder during the
current fiscal year. Said sum shall be set apart for such use in
an account styled "Group Insurance Account" in the General Fund.
Section Five. There shall be deducted from the
earnings of each participating officer and employee forty per
cent (40%) of the premium for his group insurance coverage. Such
deduction shall ordinarily be made from earnings for the first
full pay period within the calendar month. The aggregate of such
deductions from each payroll shall be transferred to the above-
provided "Group Insurance Account". All group insurance premium
payments from the District treasury shall be made from such
account.
Section Six. The amount of the District's group
insurance participation with respect to any officer or employee
shall not be considered as taxable income to him and it shall not
be deemed to be a part of his compensation for tax reporting
purposes, notwithstanding that for the purposes of this ordinance
such participation shall be considered partial compensation for

services rendered to the District.
Section Seven. Except for the accounting procedures
hereinabove provided, the administration of the group insurance
plan shall be vested in the Personnel Department. The Personnel
Director, with the approval of the Executive Director, is
authorized to prescribe rules and regulations not inconsistent
herewith for efficient administration of the plan.
Section Eight. The Executive Director shall submit to
the Board of Trustees not less than three proposals for providing
group insurance coverage meeting the standards herein specified.
He shall solicit duly authorized insurors having local
facilities for processing claims, prescribing such uniform
specifications as he may consider appropriate.
The foregoing Ordinance was adopted January 11, 1963.
