II ENACTED BY ORDINANCE NO. 1214 REPEALED BY ORDINANCE NO. 1364 O R D I N A N C E NO. 1044 AN ORDINANCE, repealing Ordinance No. 467 adopted November 10, 1960, which regulated employer and employee relations between The Metropolitan St. Louis Sewer District and all employees in the classified service by providing a classification and compensation plan, and enacting a new ordinance on the same subject in lieu thereof, with an emergency clause. WHEREAS, the Civil Service Commission on completion of its analysis during the fiscal year 1962-63 of the job evaluation and wage structure in use by the District found the present system needed a comprehensive reappraisal and subsequent revision for evaluating and classifying jobs in the classified service of the District to meet the requirements of Section 8.070 of the Plan, and WHEREAS, District personnel were notified April 5, 1963 that such study was being made and such notice stated: "Any adjustments that result from the findings of this study shall become effective July 1, 1963, regardless of when the study is completed", and WHEREAS, the Civil Service Commission by authority of the Board of Trustees engaged J. L. Jacobs & Company, an independent consulting firm, to make such a study, and WHEREAS, upon completion of such study and its consideration by the Commission, and after holding a public hearing thereon September 6, 1963, the Commission has recommended the following schedules to the Board for its approval and adoption, NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT: Section One. Ordinance No. 467, adopted November 10, 1960, is hereby repealed and superseded. Section Two. Classification Plan. Compensation Plan. The following salary ranges for the respective positions assigned to class grades, as set forth in Section One, shall constitute the plan of compensation for all persons in the classified service. Transition to Revised Compensation. Notwithstanding any inconsistent provisions in the Civil Service Rules for the permanent administration of classification and compensation, the following procedure shall apply in the initial adjustment of the rates of pay of incumbents of classified positions at the effective date of this ordinance. (a)Classified employees whose present rate of pay is higher than the maximum longevity rate of their new class grades shall continue to receive their present rate of pay. (b)All other classified employees shall have their salaries adjusted to the rate of pay in the salary schedule immediately above their present rate of pay, regardless of length of satisfactory service. (c)All classified employees who, as a result of (b) above, would be paid one or two steps below the step in their new grades to which their lengths of satisfactory service would otherwise entitle them, shall be paid one (1) increment above the rate provided in (b) or be paid the entrance rate of their new grades, whichever is higher. (d)All classified employees who, as a result of (b) above, would be paid three or four steps below the step in their new grades to which their lengths of satisfactory service would otherwise entitle them, shall be paid two (2) increments above the rates provided in (b) above or be paid the entrance rate of their new grades, whichever is higher. (e)All classified employees, who, as a result of (b) above, would be paid five steps or more below the step in their new grade to which their lengths of satisfactory service would otherwise entitle them, shall be paid three (3) increments above the rates provided in (b) above or be paid the entrance rate of their new grades, whichever is higher. (f)All classified employees, who, following the adjustment in pay provided in (b) above, receive additional adjustments of two steps or more under the provisions of (c), (d), or (e) shall have their anniversary dates changed for pay purposes to the effective date of this Ordinance. (g)Classified employees who were being paid the maximum rate provided by their former grades, are not affected by (c), (d), or (e) above, and have had sufficient satisfactory service to otherwise qualify for the first longevity step shall be paid at the rate of the first longevity step of their new grades. Section Five. In those cases where the payments of part of the salary prescribed by this ordinance for any employee have been deferred since the first pay period beginning in the current fiscal year because of the adjustment to conform to the then prevailing wages and conditions in the area affected by the Plan, pursuant to Section 8.070 thereof, it is ordered that the full amount of the deferred payments shall be paid to any such employee on or before the 31st day of October, 1963. Section Six. It is found and hereby declared that the difficulty in filling vacancies in the classified service and the loss of well qualified employees by resignation because of compensation which fails to meet the requirements of Plan Section 8.070 creates an emergency within the meaning of the Plan. Accordingly, this ordinance shall take effect immediately upon its enactment. The foregoing Ordinance was adopted October 4, 1963.
