AN ORDINANCE, authorizing the Executive Director and
the Secretary-Treasurer of The Metropolitan St. Louis Sewer
District to purchase certain real property in the City of St.
Louis, Missouri, to be used as the site of a treatment plant for
the Mississippi River Subdistrict, prescribing terms, and
containing an emergency clause.
BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE
METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The Executive Director and the Secretary-
Treasurer of the District are authorized to purchase the following
real property owned in fee simple by the City of St. Louis,
Missouri, and situated in the City of St. Louis, Missouri, to be
used at the site of a treatment plant for the Mississippi River
Subdistrict, at a price not to exceed One Million One Hundred
Seventy Six Thousand One Hundred Twenty Dollars and No cents
($1,176,120.00), said property to be free of all encumbrances
except for a certain existing lease between the City of St. Louis
and the St. Louis Carbon Company, dated December 30, 1960.
A tract of land in Block 2450 of the City of St. Louis,
Missouri, more particularly described as follows:
Commencing at the point of intersection of the
southeastern line of East Grand Avenue, 60 feet wide, with the
southeastern prolongation of the northeastern line of Hall Street,
80 feet wide; thence North 55 degrees 50 minutes East 180.00 feet
along the southeastern line of East Grand Avenue; thence South 34
degrees 13 1/2 minutes East 20.00 feet to the point of beginning
of the tract of land herein described; thence continuing South 34
degrees 13 1/2 minutes East 407.95 feet; thence South 79 degrees
12 1/2 minutes East 320.92 feet; thence South 10 degrees 59
minutes West 785.49 feet to the northern line of the St. Louis
Terminal Railroad Right-of-Way; thence South 77 degrees 01 1/4
minutes East 80.29 feet along the northern line of said Right-of-
Way to a point of curve; thence continuing eastwardly 523.53 feet
along a curve to the left having a radius of 1357.69 feet to a
point of tangency; thence South 9 degrees 06 3/4 minutes East
25.00 feet along a radial line of said curve; thence continuing
eastwardly 199.86 feet along a curve to the left having a radius
of 1382.69 feet to a point of tangency; thence North 72 degrees 36
1/4 minutes East 846.57 feet along the northern line of said
Right-of-Way to the northwestern line of Ferry Street, 60 feet
wide; thence North 64 degrees 58 1/2 minutes East 43.94 feet along
the northwestern line of said Ferry Street; thence North 23
degrees 14 1/2 minutes West 250.33 feet; thence North 24 degrees
51 minutes West 977.11 feet; thence North 32 degrees 43 1/2
minutes West 689.48 feet; thence South 55 degrees 50 minutes West
1398.48 feet along a line 20.00 feet southeast of and parallel
with the southeastern line of East Grand Avenue, 60 feet wide, to
the point of beginning, and containing 54.000 Acres, according to
a survey by Pitzman's Company of Surveyors and Engineers, dated
February 17, 1964.
Section Two. The Executive Director and the Secretary-
Treasurer may make agreements and execute instruments

as may be necessary to the exercise of the authority given and
upon receipt of a warranty deed conveying to the District the fee
simple title to the described realty, free and clear of liens and
encumbrances, they may pay the purchase price, or the final
installment thereof, as a charge against the Construction Fund of
the Mississippi River Subdistrict.
Section Three. An emergency exists within the meaning
of the Plan, since the realty is needed for the protection of the
public health and the purchase must be arranged for without delay.
Accordingly, this ordinance shall take effect immediately upon
its enactment. The foregoing Ordinance was adopted November 12, 1964.
