AN ORDINANCE, amending Section Two of Ordinance No.
601, adopted August 31, 1961 as amended by Ordinance No. 1292
adopted March 11, 1965,and revising the boundaries of Subdistrict
No. 153 (Frost Avenue) of The Metropolitan St. Louis Sewer
District, with an emergency clause.
WHEREAS, certain land contiguous to the present area of
Subdistrict No. 153 (Frost Avenue) is capable of being efficiently
served by the proposed subdistrict sewers and the owner has
requested that such land be included in said Subdistrict,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. Ordinance No. 601, adopted August 31,
1961, and amended by Ordinance No. 1292 adopted March 11, 1965, is
hereby amended by adding to Subdistrict No. 153 (Frost Avenue) as
bounded in Section Two thereof, the area described as follows:
Beginning at a point, said point being the intersection of the
southwest line of Block 40 of Burke City Subdivision as recorded
in Plat Book 21, pages 8 and 9 of the St. Louis County Records,
with the northern prolongation of the north and centerline of
Block 2 in Ferguson Fields No. 3 Subdivision as recorded in Plat
Book 41, page 26 of the St. Louis County Records; thence
southwardly along said prolongation to the centerline of Frost
Avenue; thence eastwardly along the centerline of said Frost
Avenue to its intersection with the southern prolongation of the
west line of Parcel 'B' as shown on the record plat of said

Ferguson Fields No. 3; thence northwardly along said prolongation
and along the west line of said Parcel "B" to the northwest corner
of said Parcel, said point also being a point on the southwest
line of said Block 40 of Burke City Subdivision; thence
northwestwardly along said southwest line of Block 40 to the point
of beginning, for the reason that the Board of Trustees finds that
such additional area is within the area capable of being
efficiently served by the proposed sewer facilities to be
constructed in such Subdistrict.
Section Two. Section Two of said Ordinance No. 601,as
amended,shall read as follows:
"Section Two. The boundaries of Subdistrict No. 153
(Frost Avenue) shall be as follows:

FROST AVENUE
Beginning at a point, said point being the intersection of the
centerline of Frost Avenue with the centerline of Graham Road (60
feet wide); thence northwardly along the centerline of said Graham
Road to its intersection with the western prolongation of the
north line of Magdalen Place Subdivision as recorded in Plat Book
74 on page 8 of the St. Louis County Records; thence eastwardly
along said prolongation and along the north line of said Magdalen
Place Subdivision to its intersection with the southern
prolongation of the east line of property now or formerly owned by
Cecilia Schwartz as recorded in Deed Book 3923 on page 541 of the
St. Louis County Records; thence northwardly along said
prolongation and along the east line of said Schwartz property to
the northeast corner of said property; thence northwardly in a
straight line to the southwest corner of said property now or
formerly owned by Wilmer R. and Geraldine Nelson as recorded in
Deed Book 4214 on page 162 of the St. Louis County Records; thence
northwardly along the west line of said Nelson property to its
intersection with a line parallel with and 150 feet north of the
north line of Latty Avenue, said 150 feet being measured at right
angles to said north line; thence eastwardly along said parallel
line to the west line of Monterey Gardens Subdivision Plat #1,as
recorded in Plat Book 72 on page 7 of the St. Louis County
Records; thence northwardly along the west line of said Monterey
Gardens Subdivision Plat #1 and continuing along the west line of

Monterey Gardens Plat #2 Subdivision as recorded in Plat Book 94
on page 6 of the St. Louis County Records, to the northwest corner
of said Monterey Gardens Plat #2 Subdivision; thence eastwardly
along the north line of said Subdivision to the west line of
Brackleigh Subdivision as recorded in Plat Book 60 on page 17 of
the St. Louis County Records; thence southwardly along said west
line to the south line of said Brackleigh Subdivision; thence
eastwardly along the south lines of said Brackleigh Subdivision,
Bellaire Acres Addition Subdivision as recorded in Plat Book 81 on
page 3 of the St. Louis County Records, end San Fernando Hills
Subdivision as recorded in Plat Book 54 on page 2 and 3 of the St.
Louis County Records, to the west line of Moran Drive; thence
southwardly along said west line of Moran Drive to its
intersection with the western prolongation of the east and west
centerline of Block 17 in Burke City Subdivision as recorded in
Plat Book 21 on pages 8 and 9 of the St. Louis County Records;
thence eastwardly along said prolongation and along said east and
west centerline to the easternmost corner of Lot 16 in said Block
17; thence southwestwardly along the southeast line of said Lot 16
and along the southwestern prolongation of said southeast line to
the centerline of Sadonia Avenue (40 feet wide); thence
southeastward along said centerline to the centerline of Williams
Boulevard; thence northeastwardly along the centerline of said
Williams Boulevard, to its intersection with the northwestern
prolongation of the southwest line of Lot 40 in Block 23 of said

Burke City Subdivision; thence southeastwardly along said
prolongation and along the southwest line of said Lot 40 to the
northernmost corner of Lot 58 in said Block 23; thence
southwestwardly along the northwest line of said Lot 58 to the
westernmost corner of said Lot 58; thence southeastwardly along
the southwest line of said Lot 58 to the southernmost corner
thereof; thence southeastwardly in a straight line to the western-
most corner of Lot 41 in Block 26 of said Burke City Subdivision;
thence southeastwardly along the southwest line of said Lot 41 to
the southernmost corner of said Lot 41; thence southwestwardly
along the northwest line of Lots 57, 56, 55, 54, 53, and 52 in
said Block 26 to the westernmost corner of said Lot 52; thence
southeastwardly along the southwest line of said Lot 52 to the
southernmost corner thereof; thence southeastwardly along a
straight line to the westernmost corner of Lot 47 in Block 29 of
said Burke City subdivision; thence southeastwardly along the
southwest line of said Lot 47 to the southernmost corner of said
Lot 47; thence southwestwardly along the southeast line of Lots 48
and 49 in said Block 29 and along the southwestern prolongation of
said southeast line to the centerline of Sadonia Avenue (40 feet
wide); thence southeastwardly along said centerline to the
centerline of Bascomb Drive (40 feet wide); thence southwestwardly
along the centerline of Bascomb Drive to its intersection with
northwestern prolongation of the northeast line of Lot 27 in Block
32 of said Burke City Subdivision; thence southeastwardly along

said prolongation and along said northeast line of Lot 27 to the
easternmost corner thereof; thence southwestwardly along the
southeast line of Lots 27 thru 38 in said Block 32 to the
northeast line of Lot 47 in said Block 32; thence southeastwardly
along the northeast line of Lots 47 thru 53 in said Block 32 and
along the southeastern prolongation of said northeast line to the
centerline of Young Drive (40 feet wide); thence southwestwardly
along said centerline of Young Drive to the centerline of Reasor
Drive (40 feet wide); thence northwestwardly along said centerline
to its intersection with northeastern prolongation of the
southeast line of Lot 94 in Block 40 of said Burke City
Subdivision; thence southwestwardly along said southwest line of
Block 40 to the northwest corner of Parcel "B" in Ferguson Fields
No. 3 Subdivision as recorded in Plat Book 41 on page 26 of the
St. Louis County Records; thence southwardly along the west line
of said Parcel "B" and its prolongation southwardly to the
centerline of Frost Avenue; thence westwardly along said
centerline to its intersection with the northern prolongation of
the east line of Lot 9 in Marilyn Meadows Subdivision as recorded
in Plat Book 70 on page 42 of the St. Louis County Records; thence
southwardly along said prolongation and along the east line of
said Lot 9 to the southeast corner thereof; thence northwestwardly
along the southwest line of Lots 9, 8, 7, 6, 5, 4, and 3 in
Marilyn Meadows to the southwest corner of said Lot 3; thence
northwestwardly in a straight line to the southeast corner of Lot

2 in said Marilyn Meadows Subdivision; thence northwestwardly
along the southwest line of Lots 2 and 1 in said Subdivision to
the east line of Black Walnut Manor Subdivision as recorded in
Plat Book 64 on page 77 of the St. Louis County Records; thence
southwardly along the east line of said Black Walnut Manor
Subdivision to the southeast corner thereof; thence
northwestwardly along the southern line of said subdivision to its
intersection with the northern prolongation of the east line of
Frostwood No. 7 Subdivision as recorded in Plat Book 63 on page 10
of the St. Louis County Records, said prolongation also being the
east line of Frostfield Elementary School; thence southwardly
along said prolongation to the northeast corner of Lot 14 in said
Frostwood No.7 Subdivision; thence northwestwardly along the
northeast line of Lots 14 and 13 in said Subdivision to the
northernmost corner of said Lot 13; thence southwestwardly along
the northwest line of said Lot 13 to the westernmost corner of
said Lot 13; thence southwardly along a straight line to the
easternmost corner of Lot 59 in said Frostwood No. 7 Subdivision;
thence southwestwardly along the southeast line of said Lot 59 to
the southernmost corner thereof; thence northwestwardly along the
southwest line of Lots 59, 58, 57, 56 and 55 in said Subdivision
and continuing along the northwestern prolongation of said
southwest line to the centerline of Bitteroot Lane (50 feet wide);
thence northeastwardly along said centerline to its intersection
with the southeastern prolongation of the southwest line of Lot

105 in said Frostwood No. 7 Subdivision; thence northwestwardly
along said prolongation and along the southwest line of said Lot
105 to the west line of said Lot 105; thence northwardly along the
west line of Lots 105 through 108 in said Subdivision to the
northwest corner of said Lot 108; thence northwardly in a straight
line to the southwest corner of Lot 109 in said Frostwood No. 7
Subdivision; thence northwardly along the west line of Lots 109
and 110 in said Subdivision to the northwest corner of said Lot
110; thence eastwardly along the northern line of said Lot 110 to
its intersection with a line parallel with and 125 feet west of
the centerline of said Bitteroot Lane, said 125 feet being
measured at right angles to said centerline; thence northwardly
along said parallel line to the centerline of Frost Avenue; thence
westwardly along said centerline to Frost Avenue to its
intersection with the northern prolongation of the west line of
Frostwood No. 10 Subdivision as recorded in Plat Book 66 on page
42 of the St. Louis County Records; thence southwardly along said
prolongation and along said west line of Frostwood No. 10
Subdivision to its intersection with the eastern prolongation of
the south line of property now or formerly owned by Frostwood
Development Corp. as recorded in Deed Book 3917 on page 314 of the
St. Louis County Records; thence westwardly along said
prolongation, said south line of Frostwood Development Corp.
property and along the western prolongation of said south line to
the centerline of Graham Road; thence northwardly along said

centerline of Graham Road to the point of beginning.
Section Three. The necessity to levy special
benefit assessments for sewer construction in Subdistrict No. 153
without delay creates an emergency within the meaning of the Plan.
Accordingly this ordinance shall take effect immediately upon its
enactment.
The foregoing Ordinance was adopted April 8, 1965.
