O R D I N A N C E NO. 1364
AN ORDINANCE, repealing Ordinance No. 1044 as adopted October 3,
1963, and amended by Ordinance No. 1214 adopted September 10, 1964, which
regulated employer and employee relations between The Metropolitan St. Louis
Sewer District and all employees in the classified service by providing
classification and compensation plans, and enacting a new ordinance on the same
subject in lieu thereof.
WHEREAS, the Civil Service Commission has approved revised
classifications and compensation plans to supersede the plans provided by
Ordinance No. 1044 as amended, and
WHEREAS, the Civil Service Commission has recommended adoption of
such revised plans in keeping with the provisions of the Civil Service Rules
and Regulations,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE
METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. Ordinance No. 1044 as adopted October 3, 1963, and
amended by Ordinance No. 1214 adopted September 10, 1964, is hereby repealed
and superseded.
Section Two. Classification Plan.
Subject to the Civil Service Rules for administration, all
employees in the classified service of the District shall be classified, coded
and graded as follows:

to the special provisions of Section Four, shall constitute the plan of
compensation for all persons in the classified service:

Section Four. Special Compensation Provisions.
a. Compensation for use of higher skills. In an
emergency, an employee who is qualified for and is temporarily
required to regularly serve in and accept full responsibility for
work in a position of a higher class, and who performs services
continually for a period exceeding two full weeks, shall receive
the entrance rate for that class or the rate one increment above
his present rate, whichever is higher while so assigned. Such
temporary assignment shall not continue for more than the duration
of the emergency and in no case for longer than six months in any
calendar year. An employee may be temporarily assigned to work at
any classification in the same or lower pay grade without change
in pay.
b. Compensation while assigned in charge. An employee who
is assigned in charge of two or more employees in a pay grade
equal to or higher than his own, for a period exceeding three full
weeks, shall be paid one increment higher than the highest paid
subordinate during such an assignment.
c. Compensation for assignment for shift work. An
employee who is regularly assigned to work on a shift basis shall
be paid as follows: (1) employees on the second shift shall
receive premium pay at a rate of one-half step above the normal
rate for time worked on the second shift; (2) employees on the
third shift shall receive premium pay at a rate of one full step
above the normal rate for time worked on the third shift.

Section Five. Transition to Revised Compensation.
On the effective date of this Ordinance, the compensation
rate of each incumbent of a classified position shall be adjusted
to the new rate in the revised pay schedule corresponding to his
grade and step. Adjustment of the rates of pay of incumbents in
cases of reallocation or change in grade of a class shall be in
accordance with Sections (h) and (i) of Rule 13.5, Metropolitan
St. Louis Sewer District Civil Service Rules and Regulations,
provided by Ordinance No. 1213.
Section Six. Effective Date.
This ordinance shall take effect August 16, 1965.
