AN ORDINANCE, establishing certain described lands as
part of the Water Pollution Control Project of the Mississippi
River Subdistrict of The Metropolitan St. Louis Sewer District,
contemplated by Ordinance No. 775, approved June 25, 1962;
containing a legal description of the aforesaid lands forming an
integral, constituent and necessary part of said Water Pollution
Control Project; authorizing and directing the Executive Director
to purchase said lands when reasonably possible, and the General
Counsel to condemn such lands when necessary.
WHEREAS, the Board of Trustees of The Metropolitan St.
Louis Sewer District, pursuant to proceedings duly and lawfully
had in accordance with the provisions of its Plan, by Ordinance
No. 775, adopted on the 25th day of June, 1962, did create the
Mississippi River Subdistrict of The Metropolitan St. Louis Sewer
District; and
WHEREAS, thereafter by Ordinance No. 845, adopted on
the 27th day of September, 1962, the Board of Trustees of The
Metropolitan St. Louis Sewer District did call and provide for the
holding of a special election in the said Mississippi River
Subdistrict of The Metropolitan St. Louis Sewer District for the
purpose of submitting to the qualified electors of said
Subdistrict, the following proposition, to-wit:
Proposition.
"Shall the general obligation bonds of the Mississippi
River Subdistrict of The Metropolitan St. Louis Sewer District be

issued in the amount of Ninety Five Million Dollars
($95,000,000.00) to provide funds for the purpose of constructing
a system of sanitary interceptor sewers and sewage disposal and
treatment plant and works for said subdistrict, including all
expenses necessarily incidental thereto?" and
WHEREAS, more than two-thirds of the qualified electors
voting on the aforesaid proposition, voted in favor thereof; and
WHEREAS, by reason of the aforesaid result of said
special election, the Mississippi River Subdistrict of The
Metropolitan St. Louis Sewer District is now authorized and
empowered to borrow money and issue its bonds in evidence thereof,
in the sum of Ninety Five Million Dollars ($95,000,000.00) for the
purpose of constructing a system of sanitary interceptor sewers
and sewage disposal and treatment plants and works for said
subdistrict, including all expenses necessarily incidental
thereto; and
WHEREAS, it is necessary that The Metropolitan St.
Louis Sewer District acquire certain lands forming an integral,
constituent and necessary part of the Water Pollution Control
Project of The Mississippi River Subdistrict of The Metropolitan
St. Louis Sewer District;
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. There shall be and is hereby established
as part of the Water Pollution Control Project of the Mississippi

River Subdistrict of The Metropolitan St. Louis Sewer District,
contemplated by Ordinance No. 775, adopted on the 25th day of
June, 1962, the following described land located in the City of
St. Louis, State of Missouri:
Parcel No. 1. A tract in block No. 2509 of the City of St. Louis, fronting on the South line of Penrose Street; bounded East by property, now or formerly of St. Louis Basket and Box Company, acquired by deed recorded in book 3356 page 26 of the St. Louis City Records, South by property formerly of Angelica Land Timber Company and West by the St. Louis Merchants Bridge Terminal Railway Company. Parcel No. 2. A tract in block No. 2509 of the City of St. Louis, beginning at a point in the North line of Angelica Street 123 feet 3 inches East of the East line of Hall Street, thence Eastwardly along the North line of Angelica Street 1111 feet 6-1/2 inches to a point 318 feet 2-1/8 inches West of the West line of Wharf, thence Northwardly at right angles to Angelica Street 226 feet 7 inches to the Southwest corner of a 10 foot strip of land described in deed from H.L. Cornet to St. Louis Basket and Box Company recorded in book 3356 page 26, thence Westwardly along a line which is 325 feet 2 inches South of and parallel with the South line of Penrose Street 1086 feet 2-1/8 inches to a point distant 141 feet East of the East line of Hall Street measured and parallel with Penrose Street, thence Southwardly along the East line of property described in deed from Oscar Reid and wife to St. Louis Merchants Bridge Terminal Railway Company recorded in book 916 page 558, 217 feet 6-5/8 inches to the point of beginning. Parcel No. 3. A lot of ground in block No. 2520 of the City of St. Louis, beginning at a point in the South line of Angelica Street 100 feet East of the East line of Hall Street or the East line of property conveyed to St. Louis Merchants Bridge Terminal Railway Company by deed from John H. Overall recorded in book 1249 page 290, thence Eastwardly along the South line of Angelica Street 541 feet 6 inches, more or less, to the West line of property now or formerly of Cecelia R. Neuhoff, thence Southwardly along the West line of property now or formerly of Cecelia R. Neuhoff 154 feet 2-1/2 inches, more or less, to the North line of property now or formerly of Lorenzo Realty Company, thence Westwardly along said North line of property now or formerly of Lorenzo Realty Company 517 feet 6-1/4 inches, more or less, to a point 94 feet East of the East line of Hall Street or the East line of property now or formerly of St. Louis Merchants Bridge

Terminal Railway Company, thence Northwardly along said East line of property now or formerly of St. Louis Merchants Bridge Terminal Railway Company 145 feet 6-1/4 inches, more or less, to the South line of Angelica Street and the point of beginning. Parcel No. 4. A lot in block No. 2520 of the City of St. Louis, beginning at a point in the South line of Angelica Street distant 75 feet West of the West line of the Wharf as established by Ordinance No. 5403, said point also being where the West line of property is conveyed to the St. Louis Merchants Bridge Terminal Railway Company by deed recorded in book 6365 page 487 intersects said South line of Angelica Street, thence West along said South line of Angelica Street 825 feet, more or less, to the East line of property now or formerly of Henry B. Hegger, thence South along said East line of property now or formerly of Henry B. Hegger, 154 feet 2-1/2 inches to the North line of property now or formerly of Lorenzo Realty Company, thence East along said North line of property now or formerly of Lorenzo Realty Company 823 feet 1 inch, more or less, to the West line of property conveyed to the St. Louis Merchants Bridge Terminal Railway Company by deed recorded in book 6365 page 487, thence North along said West line of property conveyed to said St. Louis Merchants Bridge Terminal Railway Company 161 feet, more or less, to the South line of Angelica Street and the point of beginning.
Section Two. The Executive Director shall be and is
hereby authorized and directed to purchase said lands when
reasonably possible, subject to approval by the Board of Trustees,
and the General Counsel to condemn such lands in accordance with
the Plan of The Metropolitan St. Louis Sewer District and the laws
of the State of Missouri, for the appropriation of private prop-
erty, when necessary.
